Maple Grove City Council Meeting minutes April 21, 2025 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on April 21, 2025 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Mayor Mark Steffenson and Councilmembers Rachelle Johnson, Kristy Janigo, Mike Ostaffe, and Jon McCullough. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Chris LaBounty, Public Works/Engineering Director; Maddison Zikmund, Fire Chief; Aimee Peterson, Parks and Recreation Assistant Director; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7:30 p.m. and led the city in the Pledge of Allegiance. Work session meeting – April 7, 2025 B. Regular meeting – April 7, 2025 HUMAN RESOURCES ITEMS C. Recruitment approval for police officer Motion to authorize staff to begin recruitment for a police officer position in the Police Department due to the resignation of Cameron Beman, which was accepted with an effective date of May 3, 2025. D. Promotion of zoning enforcement officer Motion to approve the promotion of Mesa Mingo to the zoning enforcement officer position in the Community & Economic Development Department. Subject to the successful completion of a 12-month probationary period, all pre- employment requirements have been met. COMMUNITY & ECONOMIC DEVELOPMENT ITEMS E. 2025 Arbor Day proclamation This item was removed by Councilmember Ostaffe for discussion. F. Hindu Society administrative lot division - Resolution No. 25-066 Motion to adopt Resolution No. 25-066 approving the Hindu Society administrative lot division. G. Interim ordinance amending City Code Chapter 10, Article XII to update rental housing licensure and other requirements Ord. No. 25-03 Maple Grove City Council Minutes April 21, 2025 Page 3 Motion to adopt Ordinance No. 25-03 approving interim ordinance amending Maple Grove City Code Chapter 10, Article XII to update rental housing licensure and other requirements. Motion to adopt summary Ordinance No. 25-03 to reduce publication costs. H. OMNI Brewing planned unit development concept stage plan, development stage plan, and rezoning - Ord. No. 25- 02 and Res. No. 25-065 Motion to adopt Ordinance No. 25-02 approving the rezoning from I (Industrial District) to PUD (Planned Unit Development). Motion to adopt Resolution No. 25-065 approving the OMNI Brewing planned unit development concept stage plan and development stage plan. ENGINEERING AND PUBLIC WORKS ITEMS I. Evanswood of Maple Grove 3rd Addition assessment correction Resolution No. 25-064 Motion to adopt Resolution No. 25-064 canceling assessment on property identification number 06-119-22-41-0010 and reassessing assessment to correct property identification numbers. ADMINISTRATIVE ITEMS J. City services and fee waiver request - Resolution No. 25- 068 Approve in-kind city services and waive all associated permit fees to support; Maple Grove Business Association and the Chalkfest event on June 7-8, 2025, Maple Grove Community Organization and the Maple Grove Days event on July 16-20, 2025, and Maple Grove Lions Club and the Rock’n the Grove event on September 13, 2025. K. Maple Grove Lions application to conduct off-site gambling - Resolution No. 25-067 Motion to adopt Resolution No. 25-067 approving the LG230 application to conduct off-site gambling for the Maple Grove Lions. L. Park dedication requirements update - Ordinance No. 25- 05 Adopt Ordinance No. 25-05 amending City Code chapter 30, article II to update park dedication requirements and setting the maximum residential rate at $6,500 per unit and the maximum commercial and industrial rates at $8,000 per acre for 2025. M. Purchase of Police Department UTV Motion to approve the purchase and outfitting of a 2025 Polaris Ranger UTV to be used by the Police Department for operational service needs in the amount of $36,000. N. Proclamation - Light the Night for Fallen Firefighters This item was removed by Councilmember Janigo for discussion. O. Approve claims Motion to approve claims totaling $ 2,075,231.42. Motion by Councilmember McCullough, seconded by Councilmember Johnson, to approve the consent items as amended, removing items 3E (2025 Arbor Day proclamation) and 3N (Proclamation - Light the Night for Fallen Firefighters). Motion carried. Maple Grove City Council Minutes April 21, 2025 Page 5 Consideration The following items were pulled from the consent agenda. of items pulled Regarding Item 3E (2025 Arbor Day proclamation), from the Councilmember Ostaffe stated he served as the liaison to the agenda Arbor Committee. He asked staff to speak to the Arbor Day event that would be held this weekend. Community and Economic Development Director Hogeboom explained the city would be hosting an Arbor Day event at the Maple Grove Community Center on Saturday, April 26 from 12 to 3 p.m. Motion by Councilmember Ostaffe, seconded by Councilmember Janigo, to proclaim Saturday, April 26, 2025, as Arbor Day in the City of Maple Grove. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3N (Proclamation - Light the Night for Fallen Firefighters), Councilmember Janigo explained she wanted to bring awareness to Light the Night for Fallen Firefighters, which was an important observance. She discussed the toxic risks firefighters are exposed to by working in this field. She reported this proclamation means a lot to this community and to the Michael Paidar family. She encouraged residents to Light the Night red from May 1 through May 5 for fallen firefighters. Fire Chief Zikmund commented further on how the Maple Grove Fire Department would be standing with its brothers and sisters April 27 through May 4 to honor the fallen firefighters. Motion by Councilmember Janigo, seconded by Councilmember Johnson, to proclaim April 27 – May 4, 2025, as Light the Night for Fallen Firefighters in the City of Maple Grove. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Special business Maple Grove Parks and Recreation Assistant Director Peterson explained Days 2025 Amy-Marie Lemanski was in attendance to provide the Council with an update on what the Council can expect for this year’s presentation Maple Grove Days. Maple Grove City Council Minutes April 21, 2025 Page 6 Amy-Marie Lemanski, Event Coordinator for Maple Grove Days, introduced herself to the Council and provided a presentation on the events planned for this year’s Maple Grove Days, which would be held on Saturday, July 19 and Sunday, July 20. She commented on the family-friendly vendors that would be located in Central Park and reviewed the location of the business expo and car show. Councilmember McCullough thanked the Maple Grove Days Committee for all of their outstanding efforts in planning this years’ event. He explained the committee was seeking volunteers and those interested should visit the MGCO website to get involved. Councilmember Ostaffe requested further information regarding the beer gardens. Ms. Lemanski reviewed the locations for the Lookout Bar & Grill and OMNI beer tents. Mayor Steffenson and Councilmember Janigo thanked Ms. Lemanski and the entire committee for their efforts. Open forum Chris Peterson, 11481 100th PL N, introduced himself to the Council and encouraged the community to participate in International Dark Sky Week. He then read a state proclamation regarding International Dark Sky week in full for the record and encouraged the city to continue its smart planning. Public hearings Public hearing City Administrator Nelson stated Nupa Mediterranean Grill has requested an on-sale wine and 3.2% malt liquor license. Mayor Steffenson explained the City of Maple Grove provides Maple Grove City Council Minutes April 21, 2025 Page 7 alcohol training for restaurant owners and their employees and would be conducting alcohol compliance checks several times each year. He encouraged Mr. Paizis to have his employees properly trained on the service of beer and wine. Motion by Councilmember Ostaffe, seconded by Councilmember Johnson, to open the public hearing. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 7:54 p.m. and asked if anyone would like to address this issue. No public testimony was offered. Motion by Councilmember Janigo, seconded by Councilmember McCullough, to close the public hearing at 7:55 p.m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Motion by Councilmember Johnson, seconded by Councilmember McCullough, to approve the on-sale wine and 3.2% malt liquor license for Nupa Inc. dba Nupa Mediterranean Grill, 11850 Elm Creek Blvd #104, Maple Grove, Minnesota, subject to compliance with liquor licensing requirements in Chapter 4 of the City Code, with said license to expire June 30, 2025. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried.
