MAPLE GROVE LAKE QUALITY COMMISSION MINUTES JANUARY 15, 2020 CALL TO ORDER A meeting of the Lake Quality Commission was held on January 15, 2020 at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove, Minnesota. Becky Fahrenbruch called the meeting to order at 6:33 p.m. COMMISSIONERS Becky Fahrenbruch, George Schneider, Joe Randall, PRESENT James Braselton, Steve Lane, Dan Vogtman, Ben Zaker, Nancy Bergstrand COMMISSIONERS Sharon Martin-Kotula, Kurt Paulsen ABSENT OTHERS PRESENT City Attorney Justin Templin, Dave Spatafore – Fish INCLUDED Lake, City Council Member LQC Liaison Karen Jaeger, Derek Asche and Mark Lahtinen SWEARING IN OF Karen Jaeger gave the oath of office to Nancy COMMISSIONERS Bergstrand. APPROVAL OF Minutes of the November 20, 2019 meeting of the Lake MINUTES Quality Commission were reviewed for accuracy and approved with a minor correction (Rice Lake aerator in but not on). AREA REPORTS Joe Randall – Underwater camera shows limited visibility of six inches to one foot with foggy conditions. Two foxes were on the lake. George Schneider – Aerator is on with some open water. James Braselton – Article in Conservation Volunteer on salt use. Steve Lane – Aerator is in but it broke. Becky Fahrenbruch – Vehicles on lake but not many fishermen. Winter Festival on February 29, 2020. Lake Quality Commission Meeting Minutes January 15, 2020 Page 2 Karen Jaeger – Deer and fox near lake. Dan Vogtman – Nothing to report. Nancy Bergstrand – Not much activity. Ben Zaker – Nothing to report. Mark Lahtinen – Nothing to report. ETHICS TRAINING Justin Templin presented the annual ethics training. ELECTION OF Becky Fahrenbruch was elected Chairperson. Dan OFFICERS Vogtman made the motion and Nancy Bergstrand seconded. All in favor. Joe Randall was elected Vice- Chair. Dan Vogtman made the motion and James Braselton seconded. All in favor. 2020 WORK PLAN The Draft 2020 Work Plan was on a handout and is as follows: February – LIP Process and Steve McComas Lake Monitoring Report March – LIP Review and Approval April – NPDES MS4 annual meeting and presentation May – Fish Lake Alum Report presentation June – Lake Tour (Edward?) July – No meeting – Maple Grove Days August – Lake Tour (Weaver?) September – Lake Tour (Rice?) October – LQC Mission Statement review and comment November – Fish/Rice Carp Study and removal December – Winter/Holiday Gathering Lake Quality Commission Meeting Minutes January 15, 2020 Page 3 INFORMATIONAL Dave Spatafore mentioned that the visibility underwater ITEMS had gotten worse since the alum treatment. The carp removal project is also underway with netting expected to start next Tuesday. He also wanted to encourage the LQC about enhanced street sweeping. The Fish Lake sub-watershed assessment is going to be addressed by the Elm Creek Watershed at their February meeting. Becky Fahrenbruch mentioned the Maple Grove Focus newsletter and getting an LQC article in it. Becky was also going to talk to Mike Newman about the Adopt-a- Drain program. Mike’s LQC position is open. George Schneider inquired about trees on city property and was going to contact the Parks Department. Nancy Bergstrand asked about the Weaver Lake sub- watershed assessment that is due later this year. FUTURE MEETING The next LQC meeting will be on February 19, 2020. ADJOURNMENT A MOTION WAS MADE BY STEVE LANE TO ADJOURN THE JANUARY 15, 2020 MEETING OF THE LAKE QUALITY COMMISSION. THE MOTION WAS SECONDED BY DAN VOGTMAN. MOTION PASSED UNANIMOUSLY AND THE MEETING WAS ADJOURNED AT 7:53 P.M.

Lake Quality Commission Agenda January 15, 2020 Mayor’s Conference Room The Lake Quality Commission (LQC) meeting will commence at 6:30 pm in the Mayor’s Conference Room at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove, MN, 55369. ITEM ACTION REQUIRED CALL TO ORDER Call to order by Chairperson Fahrenbruch at 6:30 p.m. BUSINESS ITEMS 1. Introductions Introduce commissioners and students; 5 minutes for public comment 2. Swearing in of Councilmember Jaeger shall give the Oath of Office to Commissioners Commissioner Bergstrand. 3. Approval of Minutes Approve minutes from the November, 2019 LQC meeting 4. Ethics Training Mr. Justin Templin, Attorney for the City of Maple Grove, will provide ethics training for commission members. Members are required to execute the Code of Ethics Disclosure Form for 2020. 5. Election of Officers Nominations of Commissioners and action will be taken on the positions of Chair and Vice Chair of the Lake Quality Commission for 2020. 6. Area Reports 7. 2020 Work Plan Draft and approve the 2020 LQC Work Plan. INFORMATIONAL ITEMS FUTURE MEETINGS: February 19, 2020 – TBD based on work plan ADJOURNMENT LAKE QUALITY COMMISSION MEETING MINUTES NOVEMBER 20, 2019 CALL TO ORDER A meeting of the Lake Quality Commission (LQC) was held on November 20, 2019 at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove, Minnesota. Becky Fahrenbruch called the meeting to order at 6:32 p.m. Commissioners Present: Becky Fahrenbruch, George Schneider, Joe Randall, James Braselton, Steve Lane, Dan Vogtman, Sharon Martin-Kotula, Ben Zaker, Kurt Paulsen, Mike Newman. Commissioners Absent: Nancy Bergstrand Others Present included: City Council Member LQC Liaison Karen Jaeger, Derek Asche and Mark Lahtinen. APPROVAL OF MINUES Minutes of the October 16, 2019 meeting of the Lake Quality Commission were reviewed for accuracy. A motion to approve the minutes was made by Steve Lane and seconded by George Schneider. All approved. AREA REPORTS Joe Randall – Several mergansers seen. George Schneider – Rice not totally frozen. Aerator is in but on yet on. James Braselton – Nothing to report. Steve Lane – Ice in November 7...record is 11/3 or 11/4. Becky Fahrenbruch – Water high. People out on ice already. Karen Jaeger – Nothing to report. Dan Vogtman – Nothing to report. Sharon Martin-Kotula – Ice in on Edward Lake. Ben Zaker – Nothing to report. Mike Newman – Nothing to report. Kurt Paulsen – Ice on Pike on 11/10. FISH LAKE The Environmental Review Committee met on October 7th, 2020 to review SUBWATERSHED and provide comment on the DRAFT Fish Lake Sub-watershed Assessment. ASSESSMENT Staff is anticipating some additional comments from a Fish Lake Area Residents Association (FLARA) member. The assessment documents options both in the watershed and the lake itself improve lake water quality. Derek suggested that this be tabled this until the January LQC meeting to allow for the additional comments from FLARA. Becky Fahrenbruch made a motion that this be tabled until the January LQC meeting. Mike Newman seconded. All in favor. INFORMATIONAL An application to fund the Weaver Lake Sub-watershed Assessment has been ITEMS submitted to from Hennepin County. Staff expects to learn in early 2020 if the assessment will be funded. Sharon Martin–Kotula mentioned that Edward Lake was weed-choked this year. Perhaps a vegetation management plan is needed or weed harvesting. Becky Fahrenbruch mentioned out that there was a fire in the Eagle/Pike cattails caused by some errant fireworks. FUTURE MEETING The December Gathering was planned for December 18 at Claddagh. The next LQC meeting will be on January 15, 2020. ADJOURNMENT A MOTION WAS MADE BY STEVE LANE TO ADJOURN THE NOVEMBER 20, 2019 MEETING OF THE LAKE QUALITY COMMISSION. THE MOTION WAS SECONDED BY BECKY FAHRENBRUCH. MOTION PASSED UNANIMOUSLY AND THE MEETING WAS ADJOURNED AT 7:17 P.M. LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: January 8, 2020 SUBJECT: DRAFT 2020 WORK PLAN In January of each year, the LQC prepares a work plan outlining the topics and subjects for consideration over the course of the year. Historically, the LQC has included Lake Improvement Program (LIP) applications, the required Maple Grove Municipal Separate Storm Sewer (MS4) Annual Meeting, and lake tours in the work program. Additionally, topics of interest, projects, guest speakers, and/or environmentally relevant issues have been included as well. A DRAFT work plan is provided as Table 1 for discussion purposes.
