CALL TO ORDER A meeting of the Lake Quality Commission was held on February 19, 2020 at the
Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove,
Minnesota. Becky Fahrenbruch called the meeting to order at 6:30 p.m.

APPROVAL OF Minutes of the January 15, 2020 meeting of the Lake Quality Commission were
MINUTES reviewed for accuracy. There were no comments.
MOTION TO APPROVE by Steve Lane, second by Nancy Bergstrand. With all in
favor the motion was APPROVED.
AREA REPORTS None given at this meeting.
2019 LAKE Steve Mccomas of Bluewater Science presented the annual lake monitoring report.
MONITORING Derek Asche noted the full report can be found on the City's website under the
REPORT "About" drop down tab and then "Lakes, Water Quality, and Floodplains". Steve
indicated that in general, the water quality in most Maple Grove lakes appears to
be improving and is generally better when compared to other lakes in the metro
region. North Arbor Lake is in the top 2 percent of lakes for water clarity in the
metro region. In response to a question from the Commission, Mr. Mccomas
indicated notes will be added to the report regarding the timing of significant
events such as aeration, weed removal, fish kills (winterkill and Rotenone
treatment) and alum treatment occurred in the lakes.
ADOPT-A-DRAIN Former LQC Commissioner Mike Newman presented information on the Adopt-a-
PROGRAM Drain program including the status of supplies such as medallions, adhesive,
brushes, etc...He also discussed for LQC the process for participating in Maple
Grove Days and provided contacts for the LQC. LQC discussed the need to
continue participation in Maple Grove Days and agreed public events will take a
group effort. Dan Vogtman volunteered to prepare a Lake Improvement Program
application for the purchase of more Adopt-a-Drain medallions and possibly other
supplies.
LAKE Derek Asche discussed the LIP process and presented a draft list of LIP projects
IMPROVEMENT that was up to date at the time of the LQC meeting. Further discussion on LIP
PROGRAM (LIP) projects will take place at the March LQC meeting and staff will be requesting
approval of 2020 LIP projects. Derek indicated that for accounting reasons,
invoices should be submitted by the end of the year if at all possible. Derek also
noted the City has not received an invoice from Three Rivers Parks yet for the City
share of the 2019 Fish Lake alum treatment.
INFORMATIONAL Tyler Dehn, a candidate for Eagle Scout, presented his proposed project to mark
ITEMS the storm drains around Eagle Lake as part of the Adopt-a-Drain program. He
estimates that there are about 325 storm drains and that it will cost about $1600
and anticipates completion by May or June of 2020. Tyler is requesting support
from LQC through the LIP program to fund the cost of supplies needed to complete
his project.

APPROVAL OF Minutes of the November 20, 2019 meeting of the Lake
MINUTES Quality Commission were reviewed for accuracy and
approved with a minor correction (Rice Lake aerator in
but not on).
AREA REPORTS Joe Randall – Underwater camera shows limited
visibility of six inches to one foot with foggy conditions.
Two foxes were on the lake.
George Schneider – Aerator is on with some open water.
James Braselton – Article in Conservation Volunteer on
salt use.
Steve Lane – Aerator is in but it broke.
Becky Fahrenbruch – Vehicles on lake but not many
fishermen. Winter Festival on February 29, 2020.

ETHICS TRAINING Justin Templin presented the annual ethics training. Mr.
Templin noted MN Statutes 609 & 471 include many
subparts applicable to LQC and went through these
statutes in detail.
ELECTION OF Becky Fahrenbruch was elected Chairperson. Dan
OFFICERS Vogtman made the motion and Nancy Bergstrand
seconded. All in favor. Joe Randall was elected Vice-
Chair. Dan Vogtman made the motion and James
Braselton seconded. All in favor.
2020 WORK PLAN A Draft 2020 Work Plan was provided for LQC in their
packet for the purposes of discussion. After discussion
the final work for 2020 for LQC is as follows:

INFORMATIONAL Dave Spatafore noted the visibility in Fish Lake has
ITEMS worsened during the winter since the alum treatment.
The carp removal project is also underway with netting
expected to start next Tuesday. He also encouraged the
LQC to consider enhanced street sweeping
programming.
The Fish Lake alum treatment final report is to be
provided to the Elm Creek Watershed at their February
meeting.
Becky Fahrenbruch mentioned the Maple Grove Focus
newsletter and getting an LQC article in it. Becky was
also going to talk to Mike Newman about the Adopt-a-
Drain program. Mike’s LQC position is open.
George Schneider inquired about trees on city property
and was going to contact the Parks Department.
Nancy Bergstrand inquired about the Weaver Lake sub-
watershed assessment which is due later this year and
was advised a decision on funding of the sub-watershed
assessment by the Elm Creek Watershed would be
forthcoming.
FUTURE MEETING The next LQC meeting will be on February 19, 2020.

SUBJECT: 2019 Lakes Water Quality Report
The 2019 Lakes Water Quality Report includes information on total phosphorus, secchi disc readings,
chlorophyll a, Eurasian watermilfoil, and more on lakes in the City of Maple Grove.
Steve McComas of Blue Water Science, LLC will be in attendance and will present his findings to the Lake
Quality Commission.
RECOMMENDATION: I recommend the LQC receive the 2019 Lakes Water Quality Report and
presentation from Blue Water Science, LLC.

SUBJECT: Lake Improvement Program (LIP) Process
The LQC annually reviews, and makes recommendations to the City Council, funding for projects
that improve the water quality in our local lakes. Project proposers should consider existing data
and studies as the basis for funding requests. At a minimum, these projects are typically a
partnership between lake associations and the city, but can also include other partners such as
watershed management organizations, Hennepin County, the Three Rivers Park District, and
possibly others. Funding for water quality monitoring and individual water quality improvement
projects (<$750) is included with the LIP but does not require partnerships or a funding match
from lake associations. To date, staff has received two applications for individual water quality
improvement projects. One for native plant restoration and one for storm drain marking. LIP
applications are due on 2/28/20.
RECOMMENDATION: None.

Council previously approved the General Fund Budget, which includes funds for the Lake Improvement
Program
RECOMMENDED COUNCIL ACTION:
Motion to approve the 2019 Lake Improvement Program and authorize cost-sharing expenditures in the
amount of $60,000.
COMMENTS:
The Lake Quality Commission received 18 projects for consideration through the Lake Improvement
Program (LIP) totaling $109,391.66. At their March 20, 2019, the Lake Quality commission recommended
that Council approve the 2019 Lake Improvement Program (LIP) for cost-share funding of 15 projects
totaling $80,601.66. The recommend City LIP cost-share expenditure is $60,000 which includes
approximately $11,500 for lake water quality monitoring and $4,650 for adopt-a-drain programing for which
the City would fund 100% of the cost. Project costs beyond that of the LIP budget would be the
responsibility of the respective applicant. The recommended $60,000 expenditure is within the 2019 budget.
No applications were received from Pike Lake.
