MAPLE GROVE LAKE QUALITY COMMISSION MINUTES JANUARY 20, 2021 CALL TO ORDER A meeting of the Lake Quality Commission was held on January 20, 2021 via Webex. Becky Fahrenbruch called the meeting to order at 6:33 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake George Schneider – Rice Lake Steve Lane – Cedar Island Lake Nancy Bergstrand – Weaver Lake Sharon Martin-Kotula – Edward Lake Ben Zaker – At-Large. Commissioners Absent: Joe Randall – Fish Lake. Others Present: City Council Member LQC Liaison Karen Jaeger Derek Asche Mark Lahtinen APPROVAL OF Minutes of the December 16, 2020 meeting of the Lake Quality Commission were MINUTES reviewed for accuracy. MOTION TO APPROVE made by Schneider, second by Bergstrand. With all in favor the motion was APPROVED. AREA REPORTS Weaver Lake, Nancy Bergstrand – Fish houses on the lake. An ice carousel was built when the ice was clear. Not much truck traffic. Rice Lake, George Schneider – Portable fish houses on lake and about a dozen skating rinks. Aerator operating. Eagle Lake, Becky Fahrenbruch – Busy, no vehicles lots of fishing and skating rinks. Edward Lake, Sharon Martin-Kotula – Cross country skiing and skating rinks. Some fishing. About 12 inches of ice on the east side. Aerator is operating. Cedar Island Lake, Steve Lane – The aerator began operation on Cedar Island on January 9, 2021. Some ice fishing. Skating path all around the lake. At Large, Ben Zaker – Nothing to report. Karen Jaeger, City Council – Too icy to walk on the lake. SWEARING IN OF Council Member Karen Jaeger swore in Commissioners George Schneider and Ben COMMISSIONERS Zaker. Their terms extend to December 31, 2023. ELECTION OF MOTION TO NOMINATE Becky Fahrenbruch as Chair made by Schneider, second OFFICERS by Martin-Kotula. With all in favor the motion was APPROVED. MOTION TO NOMINATE Joe Randall as Vice-Chair made by Schneider, second by Martin-Kotula. With all in favor the motion was APPROVED. 2021 DRAFT Asche presented the draft work plan for review by the Commission. After WORK PLAN discussion the plan is as follows: February LIP Process and Lake Monitoring Report/Presentation March LIP Review and Approval April NPDES MS4 Annual Meeting and presentation May Chloride Presentation June Rice Lake Tour July No Meeting – Maple Grove Days August Weaver Lake Tour September Cedar Island Lake Tour October Lake Quality Commission Mission Statement Review and Comment November Fish/Rice Carp Removal & Fish Lake Alum Presentations December Winter/Holiday Gathering Asche will bring the final plan back to LQC for approval in February. Becky Fahrenbruch called the meeting to order at 6:34pm. MOTION TO APPROVE by Schneider, second by Randall. With all in favor the motion was APPROVED. AREA REPORTS Weaver – Bergstrand noted a person fell through the ice and needed to be rescued. The person is understood to be ok. Fish – Randall noted the lake froze on December 3rd or 4th. Ice is approximately 4” thick. Lots of waterfowl are present. Rice – Schneider noted the planned drawdown was cancelled after DNR noted the Blandings Turtle may be present. The aerator has not started yet. Council Liaison Jaeger mentioned swans were present is a couple of open areas. Eagle – Fahrenbruch noted the ice near shore is 3-4 inches thick. Many ducks and geese present in open water areas. Three or four skating rinks have been made. North Arbor – Schneider inquired why North Arbor seems to be last lake to freeze. Lahtinen responded that North Arbor is deep and requires extended freezing temperatures to completely freeze over. STORM WATER Asche provided a presentation of the City of Maple Grove Storm Water Pollution POLLUTION Prevention program as required annually by the MS4 Permit. Asche included PREVENTION information on the six minimum control measures, impaired waters and total PROGRAM maximum daily loads, and changes to future MS4 Permits. Comments from the Fish Lake Area Residents Association (FLARA) were discussed and included as part of the official record. Comments included a request to enhance local street sweeping to reduce sediment, nutrient, and chloride loading into areas lakes. Council Liaison Jaeger noted a salt pile behind Cub Foods that was messy. Braselton thought sweepers came late and pulverized the leaves. Asche responded that the October snow delayed street sweeping until after it warmed up in November. Fahrenbruch said that the leaves fell late this fall. MISCELLANIOUS Kurt Paulson James Braselton are stepping down from LQC. Asche thanked them for their service and noted how committee members often contribute at the expense of time with family. Asche and the City of Maple Grove are grateful for their service. The carp and northern pike tagging in Fish and Rice Lake was discussed. Dave Spatafore indicated that six northern pike were left to be tagged and there has not yet been a congregation of carp to net. The market for carp has been hampered in 2020 by COVID. Typically the sale of carp helps offsets the netting costs. FUTURE MEETING: January 20, 2021 ADJOURNMENT MOTION TO ADJOURN by Schneider, second by Bergstrand. LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: January 13, 2021 SUBJECT: DRAFT 2021 WORK PLAN In January of each year, the LQC prepares a work plan outlining the topics and subjects for consideration over the course of the year. Historically, the LQC has included Lake Improvement Program (LIP) applications, the required Maple Grove Municipal Separate Storm Sewer (MS4) Annual Meeting, and lake tours in the work program. Additionally, topics of interest, projects, guest speakers, and/or environmentally relevant issues have been included as well. A DRAFT work plan is provided as Table 1 for discussion purposes.
