APPROVAL OF Minutes of the March 17, 2021 meeting of the Lake Quality Commission were MINUTES reviewed for accuracy. MOTION TO APPROVE made by Schneider, second by Bergstrand. With all in favor the motion was APPROVED. AREA REPORTS Weaver Lake, Nancy Bergstrand – Maple Grove Fire Department conducting drills. Rice Lake, George Schneider – Boat ramp gate lock almost complete. Eagle Lake, Becky Fahrenbruch – CD3 station set for install. Ducks and swans present but concerned for loons as cattail is gone in the usual loon area. Edward Lake, Sharon Martin-Kotula – Aerator signs have been picked up. Had good turnout for lake clean up. Cedar Island Lake, Steve Lane – Docks and boats are going in.  Fish Lake, Dave Spatafore – Fisherman may still attempt to net carp this spring. Northern Pike were tracked going up Elm Creek. WATER OBSTACLE Asche described the Fish and Cedar Island lakes water obstacle applications for APPLICATIONS slalom courses. It was noted these are longstanding annual applications. Staff was recommending approval by the LQC and subsequent forwarding to the City Council for consideration. MOTION TO APPROVE the 2021 water obstacle applications for Fish and Rice Lakes made by Schneider, second by Martin-Kotula. With all in favor the motion was APPROVED. CHLORIDE Asche presented on Chloride in the Environment and the responsibilities of the PRESENTATION City of Maple Grove as it relates to the Municipal Separate Storm Sewer System permit. One teaspoon of salt can impair 5 gallons of water per the Minnesota Pollution Control Agency. Primary sources of chloride include road salt, water softeners, fertilizer, and weathering of rock. Maple Grove will provide education, proper management, regulatory mechanisms, training, and inspections of facilities. With all in favor the motion was APPROVED. 7:25 p.m.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: May 11, 2021 SUBJECT: Municipal Separate Storm Sewer System (MS4) Annual Meeting and Program Update RECOMMENDATION: I recommend the LQC hold the required MS4 Annual meeting and receive an update on the City of Maple Grove MS4 program. The City of Maple Grove must apply for and receive a permit from the Minnesota Pollution Control Agency to discharge storm water from its Municipal Separate Storm Sewer System, often referred to as an MS4. Per the MPCA, an MS4 is a conveyance or system of conveyances (roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, storm drains, etc.) that are operated by a public entity. A permit from the MPCA indicates the City of Maple Grove is in compliance with the federal Clean Water Act and Minnesota statutes. Conditions the city must fulfill to receive authorization to discharge stormwater include creation and enforcement of regulatory mechanisms, mapping and inventory, education, public participation, illicit discharge detection and elimination, construction site stormwater runoff control, management of post-construction stormwater practices, and “good-housekeeping” practices for municipal operations. In addition, where the city is party to approved total maximum daily load (TMDL) plans, the MS4 Permit requires the city make progress toward meeting the goals of the TMDL. Generally, the MS4 permit is a mandate directing how the city manages stormwater and identifies the minimum components of a stormwater management program.
