Lake Quality Commission Agenda January 19, 2022 The Lake Quality Commission (LQC) meeting will commence at 6:30 pm at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove, MN, 55369. Election of Officers Nominations of Commissioners and action will be taken on the positions of Chair and Vice Chair of the Lake Quality Commission for 2022. 5. 2022 Work Plan Draft the 2022 LQC Work Plan. INFORMATIONAL ITEMS FUTURE MEETINGS: February 16, 2022 – TBD based on work plan ADJOURNMENT  MAPLE GROVE LAKE QUALITY COMMISSION DRAFT MINUTES November 17, 2021 CALL TO ORDER A meeting of the Lake Quality Commission was held on November 17, 2021 via Webex. Becky Fahrenbruch called the meeting to order at 6:30 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake George Schneider – Rice Lake Joe Randall – Fish Lake Joe Ruegsegger – At Large Sharon Martin-Kotula – Edward Lake Steve Lane – Cedar Island Lake Commissioners Absent: Ben Zaker – At Large Guarav Uppal – At Large Nancy Bergstrand – Weaver Lake Others Present: City Council Member LQC Liaison Karen Jaeger Derek Asche, City of Maple Grove Mark Lahtinen, City of Maple Grove APPROVAL OF Minutes of the October 20, 2021 meeting of the Lake Quality Commission was MINUTES reviewed for accuracy. MOTION TO APPROVE made by Schneider, second by Lane. With all in favor the motion was APPROVED. AREA REPORTS Rice Lake, George Schneider – The drawdown has Rice about 5.5 feet down. Lots of seagulls. Implanted carp tracking devices have died. New decoys have been set in place. Eagle Lake, Becky Fahrenbruch – Mainly quiet on Eagle lake. A couple of fishermen. Fish Lake, Joe Randall – Still people water skiing. At-Large - Joe Ruegsegger – Daughter had a strong performance in a recent wake boarding competition and won an event. Edward Lake – Sharon Martin-Kotula – Lots of ducks and geese still present on the water.  Cedar Island Lake, Steve Lane – Water levels remain low. Derek Asche, Maple Grove staff – Reminded LQC members to submit reimbursement requests by December 31. Karen Jaeger, City Council – Noted eagles and seagulls still present on Rice. LQC STATEMENT The revised LQC Statement of Goals and Purpose was reviewed based on OF GOALS & comments in October. PURPOSE MOTION TO APPROVE made by Randall, second by Ruegsegger. With all in favor the motion was APPROVED. Wetland Systems Asche reviewed the Wetland Systems District and its purpose to protect wetlands District in compliance with State law. Asche noted that the Wetland Systems District pre- dates State Wetland Conservation Act law and requires updates to remain consistent with State law and watershed requirements. Proposed revisions include referencing existing State law as well updated buffer standards for conformance with watershed requirements. No comments were received from LQC. MOTION TO APPROVE made by Schneider, second by Martin-Kotula. With all in favor the motion was APPROVED. INFORMATION Asche noted that beginning in 2022 meetings are likely to be in-person. ITEMS Joe Randall indicated he will not seek reappointment after his term expires in December, 2021. With all in favor the motion was APPROVED. 7:57 p.m.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: December 16, 2021 SUBJECT: DRAFT 2022 WORK PLAN In January of each year, the LQC prepares a work plan outlining the topics and subjects for consideration over the course of the year. Historically, the LQC has included Lake Improvement Program (LIP) applications, the required Maple Grove Municipal Separate Storm Sewer (MS4) Annual Meeting, and lake tours in the work program. Additionally, topics of interest, projects, guest speakers, and/or environmentally relevant issues have been included as well. A DRAFT work plan is provided as Table 1 for discussion purposes.
