NPDES MS4 Annual Report and Presentation on the City of Maple Grove National Meeting Pollutant Discharge Elimination System (NPDES) – Municipal Separate Storm Sewer System (MS4) Permit INFORMATIONAL ITEMS FUTURE MEETINGS: November 16, 2022 ADJOURNMENT  MAPLE GROVE LAKE QUALITY COMMISSION DRAFT MINUTES June 15, 2022 CALL TO ORDER A meeting of the Lake Quality Commission (LQC) was held on June 15, 2022 in the Mayor’s Conference Room at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove Becky Fahrenbruch called the meeting to order at 6:34 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake George Schneider – Rice Lake Nancy Bergstrand – Weaver Lake Steve Lane – Cedar Island Sharon Martin-Kotula – Edward Lake Joe Ruegsegger – At Large Commissioners Absent: Ben Zaker – At Large Brennon O’Callaghan – Fish Lake Others Present: Derek Asche, City of Maple Grove Heidi Nelson, City of Maple Grove Angie Dehn, City of Maple Grove AREA REPORTS Rice Lake, George Schneider – Curlyleaf Pondweed & Milfoil survey is underway. There are lots of pelicans. The City has cleaned a possible log jam and there is a possible beaver dam between Rice and Fish which may need removal. Eagle Lake, Becky Fahrenbruch – The bow fisherman are out, the water seems clearer, boat traffic is less than in past years, Curlyleaf Pondweed was treated near the end of May, and a loon pair is back with babies. Cedar Island, Steve Lane – No report. Edward Lake, Sharon Martin-Kotula – Lake is clear and the association is working on the ramp improvements. New families on the lake are excited. There seem to be lots of fish but the water is low. Weaver Lake, Nancy Bergstrand – Whitestem pondweed is prolific. At Large, Joe Ruegsegger – Boat traffic seems to be down. APPROVAL OF Minutes of the April 20, 2022 LQC meeting were presented. MINUTES MOTION TO APPROVE made by Schneider, second by Martin-Kotula. With all in favor the motion was APPROVED. COMMUNITY City Administrator Heidi Nelson and Community Center Manager Angie Dehn were CENTER UPDATE present to update LQC on the upcoming referendum to fund improvements to the Community Center. Nelson and Dehn noted the 28% increase in population since the Community Center opened in 1997. The Center requires upgrades, new amenities, and more space to serve the Maple Grove population. Improvements proposed include fully renovated space for aquatics, additional space for senior programs and banquets, space for the arts, indoor walking track, a third sheet of ice and more. The improvements are proposed to be funded by a ½ cent sales tax, state bonding funds, and other sources such as grants and donations from athletic associations. INFORMATIONAL A reminder that the Maple Grove Days LQC booth will need to be staffed by LQC. ITEMS Members are also invited to submit articles to the City newsletter. FUTURE August 17, 2022 MEETING: ADJOURNMENT Meeting adjourned at 7:26 pm.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: October 12, 2022 SUBJECT: Municipal Separate Storm Sewer System (MS4) Annual Meeting and Program Update RECOMMENDATION: I recommend the LQC hold the required MS4 Annual meeting and receive an update on the City of Maple Grove MS4 program. The City of Maple Grove must apply for and receive a permit from the Minnesota Pollution Control Agency to discharge storm water from its Municipal Separate Storm Sewer System, often referred to as an MS4. Per the MPCA, an MS4 is a conveyance or system of conveyances (roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, storm drains, etc.) that are operated by a public entity. A permit from the MPCA indicates the City of Maple Grove is in compliance with the federal Clean Water Act and Minnesota statutes. Conditions the city must fulfill to receive authorization to discharge stormwater include creation and enforcement of regulatory mechanisms, mapping and inventory, education, public participation, illicit discharge detection and elimination, construction site stormwater runoff control, management of post-construction stormwater practices, and “good-housekeeping” practices for municipal operations. In addition, where the city is party to approved total maximum daily load (TMDL) plans, the MS4 Permit requires the city make progress toward meeting the goals of the TMDL. Generally, the MS4 permit is a mandate directing how the city manages stormwater and identifies the minimum components of a stormwater management program.
