The boats are coming off the lake and the permit for winter aeration has been applied for. Eagle Lake, Becky Fahrenbruch – Lake level is low. A neighbor recently caught a large Muskie. Fish Lake, Brennon O’Callaghan – There is disappointment in the finding of the Zebra Mussels in Fish Lake. Some of the lake area residents are looking into the possibility of dredging a channel that provides access to the lake. Cedar Island, Steve Lane – Water is low. Edward Lake, Sharon Martin-Kotula – No report. Weaver Lake, Nancy Bergstrand – Whitestem pondweed is prolific and the options for management are limited based on discussions with the DNR. The CD3 unit was upgraded at the landing and a Hydro-Sweep is being used to reduce the transportation of aquatic invasive species (AIS).  At Large, Joe Ruegsegger – Fish Lake has low water levels. Zebra mussels were found initially by the boat launch. Inspection of the lake indicated the mussels are likely widespread. Maple Grove staff, Mark Lahtinen – Data has been compiled on historic water levels for each lake. As expected, water levels are at or near record lows. APPROVAL OF Minutes of the June 15, 2022 LQC meeting were presented. MINUTES MOTION TO APPROVE made by Schneider, second by Lane. With all in favor the motion was APPROVED. NPDES ANNUAL Water Resources Engineer Asche provided a presentation on the City of Maple MEETING AND Grove MS4 program including information on the six minimum control measures, REPORT impaired waters, and total maximum daily loads. Asche also informed the LQC on updates to city code for chloride management. The updates pertain to salt stockpile management and are required for compliance with MS4 programming. INFORMATIONAL Asche noted that he co-presented at the 2022 Minnesota Water Resources ITEMS Conference at the St. Paul River Centre. The presentation was on the Everest Lane Stream Stabilization Project. Asche also noted two upcoming pond maintenance projects and a flood protection and drainage improvement project planned for the winter of 2022-2023. FUTURE November 16, 2022 MEETING: ADJOURNMENT Meeting adjourned at 7:38 pm.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: November 7, 2022 SUBJECT: Fish Lake Alum Report RECOMMENDATION: I recommend the LQC receive a report on the Fish Lake alum treatment. Fish Lake is 238 acres with a maximum depth of 61 feet. The littoral area (water depth of < 15 feet) represents approximately 38% of the total lake surface area. The lake was listed on the MPCA’s 303(d) list as impaired for aquatic recreation use due to excessive nutrients in 2008. Fish Lake was included in the total daily maximum load (TMDL) and watershed restoration and protection strategy (WRAPS) completed by the Elm Creek Watershed Management Commission in 2016. As part of preparation of the TMDL/WRAPS for Fish Lake, sediment cores were collected and analyzed in 2012 by William James at the University of Wisconsin-Stout. The sediment cores were used to measure sediment phosphorus release rates for the estimation of internal loading. The TMDL/WRAPS studies identified internal loading representing approximately 70% of the total phosphorus load affecting surface water quality and recommended an in-lake alum treatment to achieve MPCA water quality standards. The sediment cores were also used to develop the alum dosing options to address the internal phosphorus load. It was recommended to treat with alum at a sediment delivery rate of 80 grams of Al/m2 in areas of the lake 20 feet or deeper.
