INFORMATIONAL ITEMS FUTURE MEETINGS: February 14, 2024 ADJOURNMENT  MAPLE GROVE LAKE QUALITY COMMISSION DRAFT MINUTES November 15, 2023 CALL TO ORDER A meeting of the Lake Quality Commission (LQC) was held on November 15, 2023 in the Mayor’s Conference Room at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove. Chairperson Fahrenbruch called the meeting to order at 6:30 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake Sharon Martin-Kotula – Edward Lake George Schneider – Rice Lake Brennon O’Callaghan – Fish Lake Nancy Bergstrand – Weaver Lake Joe Ruegsegger – At Large Commissioners Absent: Steve Lane – Cedar Island Lake Others Present: Kristy Janigo, City Council Liaison Derek Asche, City of Maple Grove Mark Lahtinen, City of Maple Grove APPROVAL OF Minutes of the October 18, 2023 LQC meeting were presented. MINUTES MOTION TO APPROVE by O’Callaghan, second by Ruegsegger. With all in favor the motion was APPROVED. AREA REPORTS Edward, Sharon Martin-Kotula – Wildlife including an otter has been seen. Acorns are falling from trees. Mark Lahtinen – Continuing to measure water levels prior to freeze. Fish Lake is highest on record for time of year, November 14, 2023. Rice Lake, George Schneider – Fish survey is complete and lots of crappies were noted. Fish stocking was completed in October. Aeration permits have been applied for and Adopt-a-Drain programming is beginning. Fish Lake, Brennon O’Callaghan – Fish Lake was stocked earlier in the year with 215 pounds of walleyes. Zebra mussels continue to be found/present on docks. The channel dredging project is being slowed down by Blanding’s Turtle review and requirements.  Weaver Lake, Nancy Bergstrand – Weaver Lake was stocked with Tiger Muskie earlier in the year. Waterfowl are starting to migrate south for the winter. Joe Ruegsegger, At Large – Most docks are out and only three or so remain. The Three Rivers Park District fishing pier has been removed. Without any ice, the boats are still doing water sports. Council Liaison Kristy Janigo – The City Council is reviewing improvements to the Rice Lake trail system, including bridges. Eagle Lake, Becky Fahrenbruch – Most boats are out of the water on Eagle Lake. The water is quite clear. Waterfowl is becoming less as they head south. The association membership is higher than in the recent past. DOCKS, Asche summarized City Code Section 22-91 regarding use of lakes and Minnesota MOORINGS AND Department of Natural Resources (MN DNR) guidance on “Docks and Access OTHER in Public Waters”. LQC had discussion on a recent complaint to the city as well STRUCTURES as several locations where docks were not in compliance with City Code. Asche noted that, compared to the number of docks in the city, there is a low number of complaints. LQC concluded that no recommendations of changes to City Code are required at this time. Members will take dock rules and regulations back to their respective associations for education purposes. City staff will provide education on docks in the city newsletter. INFORMATIONAL None. ITEMS FUTURE December 20, 2023 MEETING: ADJOURNMENT Meeting adjourned at 7:46 pm.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: January 8, 2024 SUBJECT: DRAFT 2024 WORK PLAN In January of each year, the LQC prepares a work plan outlining the topics and subjects for consideration over the course of the year. Historically, the LQC has included Lake Improvement Program (LIP) applications, the required Maple Grove Municipal Separate Storm Sewer (MS4) Annual Meeting, and lake tours in the work program. Additionally, topics of interest, projects, guest speakers, and/or environmentally relevant issues have been included as well. A DRAFT work plan is provided as Table 1 for discussion purposes.
