MAPLE GROVE LAKE QUALITY COMMISSION MINUTES February 21, 2024 CALL TO ORDER A meeting of the Lake Quality Commission (LQC) was held on February 21, 2024 in the Mayor’s Conference Room at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove. Chairperson Fahrenbruch called the meeting to order at 6:32 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake Sharon Martin-Kotula – Edward Lake George Schneider – Rice Lake Brennon O’Callaghan, Vice Chair – Fish Lake Nancy Bergstrand – Weaver Lake Joe Ruegsegger – At Large Steve Lane – Cedar Island Lake Commissioners Absent: None Others Present: Kristy Janigo, City Council Liaison Derek Asche, City of Maple Grove Mark Lahtinen, City of Maple Grove Diane Spector, Stantec Katie Kemmitt, Stantec Tim Evenson – Eagle Lake OATH OF OFFICE Councilmember Janigo provided the Oath of Office to George Schneider. APPROVAL OF Minutes of the January 17, 2024 LQC meeting were presented. It was noted by MINUTES George Schneider he is listed as both present and absent. He was absent. MOTION TO APPROVE with the requested change by Lane, second by O’Callaghan. With all in favor the motion was APPROVED. AREA REPORTS Edward, Sharon Martin-Kotula – Some open water on Edward. The association is hoping stock fish in 2024 and notes many deer have been roaming the shores. Mark Lahtinen – Open water on Fish is noted. Last time Fish Lake water level was able to be taken at this time of year was February 21, 2017. Rice Lake, George Schneider – The aerator has been shut off and some open water has been noted. More than 20 swans are enjoying Rice Lake. The association annual meeting is scheduled for May 7, 2024. Fish Lake, Brennon O’Callaghan – Ice is still ~8” in the thickest locations. A few anglers are getting their last ice fishing in for the season. Polar Plunge was a successful event. Weaver Lake, Nancy Bergstrand – Small amount of action on the lake but mostly quiet. Joe Ruegsegger, At Large – What is left of the ice is beginning to lose strength. Council Liaison Kristy Janigo – The city has promoted the delisting of Fish Lake on social media. Eagle Lake, Becky Fahrenbruch – Not much activity on Eagle. Coyotes have been seen in the area. Remaining events on Eagle have been canceled due to thin ice. Cedar Island Lake, Steve Lane – Not much activity on Cedar Island. Quiet for this time of year. WATERSHED Diane Spector and Katie Kemmitt of Stantec representing the Shingle, West UPDATE Mississippi, and Elm Creek watersheds provided an update to the Commission on watershed related projects and activities. It was noted that in the Elm Creek watershed Fish Lake was set to be delisted as an impaired water. Also in Elm the total maximum daily load plan and the watershed plan are scheduled for updates. In the Shingle Creek and West Mississippi watersheds it was noted that the Eagle Lake sub-watershed assessment and lake management plan are being drafted. Proposed management in Eagle is to complete an alum treatment in 2024 and again in 2026 to improve water clarity and meet state mandated goals. Vegetation management and monitoring will be necessary during this process. Additionally, a watershed project is being considered to enhance the treatment of stormwater prior to discharge in Eagle Lake. Asche noted sediment samples from Cedar Island have been tested and found to have low levels of nutrients indicating internal loading from sediment is likely low. The city will collect samples from upstream ponds in the Cedar Island watershed and send them for testing of water quality parameters. The West Metro Water Alliance (WMWA) is offering upcoming workshops for lakeshore restoration and resilient yards in partnership with Metro Blooms. The goal is to assist home owners with implementing improvements. Technical and financial assistance is planned to be offered. 2024 LIP PROCESS Asche presented the Lake Improvement Program process including applications for cost share on projects and deadlines for submittal. 2024 WORK PLAN Asche presented the final LQC work plan based on comments from January. No further comments were received. APPROVAL OF Minutes of the November 15, 2023 LQC meeting were presented. MINUTES MOTION TO APPROVE by O’Callaghan, second by Martin-Kotula. With all in favor the motion was APPROVED. AREA REPORTS Edward, Sharon Martin-Kotula – Edward is frozen but the aerators have not started yet. Acorns are falling from the trees. Mark Lahtinen – After recent measurements, all lakes are a bit higher than normal possibly due to the rain in late December. Rice Lake, Hente Braam – Hoping to start aerator soon and put up the thin ice signage. The RLIA is considering another carp removal project in the future. Fish Lake, Brennon O’Callaghan – Fish Lake froze over early to mid-January. The lake association is meeting on Lake Improvement Program (LIP) projects and applying for an aquatic invasive species (AIS) grant from Hennepin County. Weaver Lake, Nancy Bergstrand – The Weaver Lake association is meeting in the coming weeks to discuss LIP applications. Joe Ruegsegger, At Large – Fish Lake is about three inches thick. There may be a beaver dam downstream that needs maintenance in the near future. Council Liaison Kristy Janigo – The City Council continues to implement environmental initiatives and has approved funding for a future City Forester. Eagle Lake, Becky Fahrenbruch – Eagle Lake has frozen over and there is one fish house out at this time. There are lots of eagles. People are expecting the hockey rinks to come very soon. ELECTION OF Becky Fahrenbruch was nominated as Chair of the LQC for 2024. OFFICERS MOTION TO APPROVE by O’Callaghan, second by Martin-Kotula. With all in favor the motion was APPROVED. Brennon O’Callaghan was nominated as Vice-Chair of the LQC for 2024. MOTION TO APPROVE by Lane, second by Ruegsegger. With all in favor the motion was APPROVED. 2024 WORK PLAN Asche presented the draft 2024 work plan to LQC and noted that, historically, the LQC has included Lake Improvement Program (LIP) applications, the required Maple Grove Municipal Separate Storm Sewer (MS4) annual meeting, and lake tours in the work program. After discussion, the LQC made changes to the draft work plan. Revisions will be completed by staff and provided to LQC for final approval in February. Below is the plan as revised by LQC. It was noted for Maple Grove Days that Councilmember Janigo and Commissioner Martin-Kotula plan to attend; our watershed educator Jessica Sahu Teli plans to attend; and Commissioner Ruegsegger will set up a sign- up sheet. LQC members should plan to find a substitute if they are unavailable. A carp harvesting presentation is possible if time allows. Project proposers should consider existing data and studies, such as sub-watershed assessments as the basis for funding requests. At a minimum, these projects are typically a partnership between lake associations and the city, but can also include other partners such as watershed management organizations, Hennepin County, the Three Rivers Park District, and possibly others. Funding for water quality monitoring and individual water quality improvement projects (<$750) is included with the LIP but does not require partnerships or a funding match from lake associations. Staff has developed guidance for funding amounts (attached). RECOMMENDATION: None.
