MAPLE GROVE LAKE QUALITY COMMISSION MINUTES March 20, 2024 CALL TO ORDER A meeting of the Lake Quality Commission (LQC) was held on March 20, 2024 in the Mayor’s Conference Room at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove. Chairperson Fahrenbruch called the meeting to order at 6:32 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake Sharon Martin-Kotula – Edward Lake George Schneider – Rice Lake Brennon O’Callaghan, Vice Chair – Fish Lake Nancy Bergstrand – Weaver Lake Joe Ruegsegger – At large Steve Lane – Cedar Island Lake Commissioners Absent: None Others Present: Kristy Janigo, City Council Liaison Derek Asche, City of Maple Grove Mark Lahtinen, City of Maple Grove APPROVAL OF Minutes of the February 21, 2024 LQC meeting were presented. MINUTES MOTION TO APPROVE by O’Callaghan, second by Schneider. With all in favor the motion was APPROVED. AREA REPORTS Edward, Sharon Martin-Kotula – Ice out on March 6. The water level is close to normal. There are some swans present and the annual lake clean up is scheduled for April 20. Mark Lahtinen – Water levels citywide are on average slightly lower than normal. Rice Lake, George Schneider – Ice out on March 4. Some trees are down in the NW corner and the thin ice signs have been collected. Fish Lake, Brennon O’Callaghan – Ice out on March 7. Some boats and docks are out on the lake. There appears to be a beaver by the ramp. The FLARA annual meeting is scheduled for April 24. Weaver Lake, Nancy Bergstrand – Ice out on March 7.  Joe Ruegsegger, at large – Water level on Fish seems a bit low. Council Liaison Kristy Janigo – The Rush Hollow North development north of the current Rush Hollow development was approved by council and includes planning for a future Three Rivers Park District regional trail. Eagle Lake, Becky Fahrenbruch – Ice out was on March 6 or 7. Docks are going in and the annual meeting is scheduled for April 2. Alum treatment approved by the watershed and planned to start in the fall of 2024 with no direct cost to the homeowners or city. Cedar Island Lake, Steve Lane – Ice out on March 2. 2024 LAKE Asche presented the Lake Improvement Program applications. Staff received 23 IMPROVEMENT individual lake LIP applications. To provide equity in funding from the city across PROGRAM all lake associations, staff drafted recommended funding guidance based on four general project categories and their relative benefit to lake water quality. Asche noted the Elm Creek Watershed will provide some funding for the Fish Lake carp removal project and the staff report indicates this contribution. Brennon O’Callaghan announced Hennepin County will provide $7,000 in grant funds to support AIS watercraft inspections at the Fish Lake boat launch. AIS treatments were modified from a 70% city contribution to 69%. Cedar Island volunteered to reduce the city contribution for AIS curlyleaf pondweed treatment (Main Lake) from 70% to 50%.
