MAPLE GROVE PLANNING COMMISSION March 9, 2020 CALL TO ORDER A meeting of the Maple Grove Planning Commission was held at 7:00 p.m. on March 9, 2020 at the Maple Grove City Hall, Hennepin County, Minnesota. Chair Colson called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Planning Commission members present were Chair Larry Colson, Vice- Chair Chris Ayika, Lorie Klein, Craig Lamothe, and Susan Lindeman. Absent was Joe Piket and Chuck Lenthe. Present also were Karen Jaeger, City Council Liaison; Jesse Corrow, Associate Planner; and Scott Landsman, City Attorney. ITEMS TO BE None. REMOVED FROM THE AGENDA CONSENT ITEMS The following Consent Items were presented for the Commission’ s approval: A. Regular Meeting – February 24, 2020 B. ZOTA Tree Preservation – TABLED to Monday, April 13, 2020, Planning Commission meeting. City of Maple Grove Zoning Ordinance Text Amendment for the purpose of amending City Code regarding Tree Preservation. Motion by Commissioner Lindeman, seconded by Commissioner Ayika, to approve the Consent Items as presented. Upon call of the motion by Chair Colson, there were five ayes and no nays. Motion carried. CONSIDERATION None. OF ITEMS PULLED FROM CONSENT AGENDA Maple Grove Planning Commission March 9, 2020 Page 2 REVIEW OF THE Mr. Corrow reviewed with the Commission what items the City CITY COUNCIL Council approved that was given direction at the Planning Commission level. MINUTES FROM THEIR REGULAR MEETING OF MARCH 2, 2020 OLD BUSINESS No items to present. NEW BUSINESS Mr. Corrow stated the applicant is requesting PUD Development PUBLIC HEARING Stage Plan, Preliminary Plat and Final Plat approval for the construction of an approximate 12,000 square foot single story KINDERCARE childcare center located in the Southwest Crossroads development, CHILD CARE near the new Hy-Vee grocery store. The proposal includes splitting an existing 2.52-acre lot into two, nearly equal sized, EIG14T KCE lots that will accommodate the current proposal and another future 302003 MN MAPLE project to the north. The facility will provide educational and GROVE, LLC childcare services for up to 136 students and will operate from 6:00 A.M. to 6:30 P.M. Monday through Friday. Staff commented OUTLOT F, further on the request, reviewed the exterior plans for the building, SOUTHWEST and recommended the Planning Commission recommend the City CROSSROADS Council direct the City Attorney to draft a Planned Unit Development Agreement and a Resolution approving the KinderCare Child Care PUD Non-Residential Development Stage PUD NON- Plan, Preliminary and Final Plat, subject to conditions. RESIDENTIAL DEVELOPMENT Discussion STAGE PLAN, PRELIMINARY Commissioner Lindeman asked where the trash enclosure would AND FINAL PLAT be located. Mr. Corrow reviewed the location of the trash enclosure on the site. FOR THE PURPOSE OF Chair Colson questioned if this business would have any weekend DEVELOPING business. Mr. Corrow reported it was his understanding the PROPERTY INTO business did not operate on the weekends. AN Chair Colson inquired if the play lot would be fenced. Mr. APPROXIMATELY Corrow stated the play areas would be fenced and separated by 12,000 SQUARE age groups. FOOT CHILDCARE CENTER The applicant was at the meeting to answer questions. Maple Grove Planning Commission March 9, 2020 Page 3 John Szutarski, EIG14T KCE Development, introduced himself to the Commission and stated he was looking forward to completing this project in the City of Maple Grove. He commented on how the landscaping plan would be adjusted to provide access for fire safety vehicles. He noted these changes would be made prior to the City Council meeting next week. He reported KinderCare did not typically hold activities on the weekend, but may hold an Open House from time to time to allow people to visit the facility. Chair Colson opened the public hearing at 7:09 p.m. The public was asked by Chair Colson if they had any comments to make regarding this application. No one wished to address the Commission. Motion by Chair Colson, seconded by Commissioner Lamothe, to close the public hearing at 7:09 p.m. Upon call of the motion by Chair Colson, there were five ayes and no nays. Motion carried. Motion by Commissioner Lindeman, seconded by Chair Colson, to recommend that the City Council direct the City Attorney to draft a Planned Unit Development Agreement and a Resolution approving the KinderCare Child Care PUD Non- Residential Development Stage Plan, Preliminary and Final Plat, subject to: 1. The applicant addressing to the satisfaction of the City any remaining applicable comments contained in the memorandums from: a. The Community & Economic Development Department, dated February 24, 2020 b. The Fire Department, dated January 29, 2020 c. The Parks & Recreation Department, dated March 3, 2020 d. The Arbor Committee, dated February 13, 2020 e. The Water Resources Engineer, dated January 21, 2020 The applicant shall acknowledge that Park Dedication requirements are based on staff review and recommendation to the Park and Recreation Board and their subsequent Board Maple Grove Planning Commission March 9, 2020 Page 4 Action. Board meetings are held on the third Thursday of each month. Upon call of the motion by Chair Colson, there were five ayes and no nays. Motion carried. DISCUSSION There were no discussion items. ITEMS ADJOURNMENT Motion by Chair Colson, seconded by Commissioner Lamothe, to adjourn the Planning Commission meeting. Upon call of the motion by Chair Colson, there were five ayes and no nays. Motion carried. Chair Colson adjourned the meeting at 7:11 p.m. to the next regularly scheduled meeting of the Planning Commission scheduled for March 30, 2020.
