City of Marco Island Florida 51 Bald Eagle Drive Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Wednesday, February 15, 2017 9:00 AM Community Room Beach Advisory Committee Chair: Ruth McCann Vice-Chair: Maria Lamb Members: Jeff Hartzler, Ray McChesney, Russ Rakestraw, Peter Strungis City Staff: Chadd Chustz, Samantha Malloy, Patty Mastronardi Beach Advisory Committee Meeting Minutes - Final February 15, 2017 (1) ROLL CALL Present: 5- Russ Rakestraw, Chair McCann, Vice-Chair Maria Lamb, Jeff Hartzler and Peter Strungis Absent: 1- Peter Guerin a. Welcome from City Council Chair Chair Honig welcomed and thanked committee for their service. He explained briefly, the Handbook for Boards & Committees, Section 2.211. He stated when Committee has Interaction with City staff, not able to direct City staff to perform any work, work is to be done by Committee. Past BchAC member, Gene Burson will come back to committee once approved at next City Council meeting. b. ID 17-1322 Welcome by City Clerk Attachments: Welcome by City Clerk SUNSHINE ETHICS LAWS 11.29.16 Ms. Litzan gave her direct phone contact number to members. She briefly touched on Handbook for Committees and Boards rules. Attendance, not allowed to miss more than 3 meetings a year. Must have communication with staff liaison not individual committee members. Ethic Laws held to Sunshine Law, any meetings not to speak to any member regarding business topic. Do not reply to all on emails if other committee members are listed. Violations are $500, 60 days in jail. c. Selection of Chair and Vice-Chair Board Member Lamb nominated Ruth McCann as Chair. Board Member Hartzler nominated Member Lamb as Chair. MOTION by Board Member Lamb, nominating Board Member McCann as Chairwoman for the Beach Advisory Committee. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Member Rakestraw, Chair McCann, Vice-Chair Lamb and Member Strungis No: 1- Member Hartzler Selection of Chair and Vice-Chair Board Member Hartzler nominated Board Member Lamb as Vice-Chair for the Beach Advisory Committee. Chairwoman McCann nominated Board Member Rakestraw as Vice-Chair for the Beach Advisory Committee. MOTION by Board Member Hartzler, nominating Board Member Lamb as Vice-Chair for the Beach Advisory Committee. Beach Schedule Updates - Samantha Malloy Katie O'Hara donated pick up sticks for beach cleanup. Beach cleanup schedule was handed out. Member Rakestraw suggested sending a thank you letter to Marco Island Yoga for stick donation from contributing their funds received. Brochures were printed, also paid by Marco Island Yoga at $100 & $500. (5) COMMITTEE COMMUNICATIONS a. City's Beach Stewardship Program Ms. Malloy stated Tony Ferrara and Katie O'Hara are still heading program. Next presentation is 9:00 a.m., on February 23rd with police department explaining guidelines to contact and inform public. New members were encouraged to attend. b. Beach Education Outreach - Presentation Feb. 12, 2017 recap Vice Chair Lamb stated presentation on Feb. 12th had good attendance. Questioned service dogs/bicycles on beach. Chair McCann stated goals were set to outreach inform and educate public. c. 2017 Goals - Progress/Status Chair McCann will send goals to new members for discussion at next meeting. d. 2017 Budget Budget is on-going and has already been set at $5000 for FY17. City of Marco Island Florida Page 2 Beach Advisory Committee Meeting Minutes - Final February 15, 2017 Need ideas at next meeting to promote education. (6) OLD BUSINESS Vice-Chair Lamb followed up on request from public comment for additional benches on the beach. She surveyed: 3 benches on South Beach, 2 benches w/o backs at Winterberry access, many benches at Residents Beach and no benches north to South Seas. Request to add benches to public access, who to approach? Last clean-up - lightning warning was only on Residents Beach - cost $10,000. ThorGuard installed at Residents Beach - tied into City system. Ms. Malloy - out of range for South Beach walkway is County owned - Speak to Barry Williams. How to go about to access or who to go to for benches? Member Rakestraw requested approaching City on lightning, and County on benches. Do research to answer questions prior to City Council. Vice-Chair Lamb will approach County side, Member Rakestraw will contact ThorGuard to bring to next meeting. Concrete bench damaged, one needs to be replaced on South Beach. Contact County. New Member Strungis suggested working on donating benches program with name plaques. Member Lamb will contact County regarding this project. Prior to bringing projects to City Council, Chair Honig requested committee decide what is important and present to City Council. Money, jurisdiction, technology (free standing system) prior to bringing to City Council. Is it effective? Do homework prior to City Council. Mr. Chustz reported in order to add a bench near condominium, DEP does not allow permanent benches (cannot be anchored down) on beaches due to sea turtle season. Other benches can be used, that can be moved. (7) NEW BUSINESS Members introduced themselves. (8) PUBLIC COMMENT Five (5) people in attendance in audience. Debby Roddy, CAC member, reported update on beach regrade project, not a Marriott problem. She is consulting with US Army Corp of Engineers, will be completed after sea turtle nesting.
