Beach Advisory Committee Meeting Minutes - Final August 16, 2017
(1) ROLL CALL
Present: 5- Chair McCann, Vice-Chair Maria Lamb, Jeff Hartzler, Ray McChesney and Judy
Novak
Absent: 1- Peter Strungis
(2) APPROVAL OF AGENDA
Chair McCann stated City Council needs to appoint two new committee members due to Member
Rakestraw resigning and Member Strungis not attending last three (3) meetings. All five (5) committee
members were in favor.
MOTION by Member McChesney, that this agenda be amended, seconded by
Vice-Chair Lamb, that this agenda be approved. MOTION CARRIED BY THE
FOLLOWING VOTE:
Present: 5- Chair McCann, Vice-Chair Maria Lamb, Jeff Hartzler, Ray McChesney and Judy
Novak
(3) APPROVAL OF MINUTES
MOTION by Vice-Chair Lamb, seconded by Member McChesney, that this be
approved. MOTION CARRIED BY THE FOLLOWING VOTE:

Member Novak
Not Present: 1- Member Strungis
(4) STAFF COMMUNICATIONS
Chair McCann introduced new member Judy Novak.
a. Staff Report Presentation - Chadd Chustz
Mr. Chustz presented report regarding nourishment of beaches. Debris around benches,
need signs "Please do not smoke here". Water quality comparison showing levels of
nitrogen and phosphorus taken by DEP. MI best water quality in SW FL region with
bacterial indicators having good results as stated by FL Dept. of Health.
South Beach re-nourishment was done in October 2016. Committee adding burrowing
owls to discuss at next meeting.
Skimmers doing very well, good job by Audubon, and Rookery Bay. 121 Sea Turtle
nestings, improvement from last year, had 2 disorientations. Friendly lighting guidelines
for condos, and businesses usually keep lights low to ground.
40+ crows on South Beach making food litter.
b. MIPD Beach Patrol Report
New Beach Patrolman, Clayton Smith, special operations officer is MIPD liaison for
BchAC. Beach schedule: 80% on beach with quad ski, Wed.- Sat. 7:30 a.m. - 5:30
p.m. Each month will have prior month report at meeting. Started database for monthly
stat report with repeat offenders. First offense is written warning ticket, then citation.
There were seven (7) offenders with glass on beach, no signs were posted, area needs to

be marked better. Need flyers at Publix/Winn Dixie with same posting. Mr. Smith will
follow up.
Member McChesney thanked MIPD/MIFD for great job on July 4th. Received good
response about dogs on Sand Dollar Island. Beach goers do not have to prove service
dog, patrolman can ask certain questions, but unable to do much with fake service dogs.
Educate owners with flyers to pick up after dog. If dogs are seen on Sand Dollar Island,
call MIPD via quad ski.
Need to add signs to Beach Access locations. Need program to contact condos, hotels,
resorts, and time shares to post flyers "No Glass" in each room.
Chair McCann requested committee bring recommendations to next meeting to help
MIPD with litter and crow problems at South Beach.
c. Sea Turtle Report
In agenda attachment. Good year for turtles.
d. Hideaway Beach Nourishment Reports
In agenda attachment. Another report, when available.
(5) COMMITTEE COMMUNICATIONS
Member McChesney gave accolades to Mr. Chustz and Member Hartzler for great job at Camp Mackle
educating kids on do's and don't on beaches, Member Hartley had 2 clean ups with J.W. Marriott and
Crystal Shores. CJ's had 45 employees clean up beach, other organizations need to step up to help.
Member Lamb stated average clean ups have good turn out with great support from residents, business
owners and visitors. Newspapers had good follow up.
Crystal Shores had more plastic straws seen again on beach. Hotels, businesses, and restaurants need
reminders to use biodegradable straws, pick up glass/straws in front of property. Member Hartzler will
speak to Crystal Shores and report back to committee. Need to post flyers for beach pick-up in each
room. Thanked Sunset Grille for job well done on clean ups.
Member Lamb read Rick Garby, Collier County Parks & Recreation letter regarding benches and trees on
South Beach. She reported Collier County moving four (4) benches they installed due to non-compliant
location. Mr. Chustz will touch base with Collier County.
Chair McCann stated Camp Mackle was advertised in Coastal Breeze for July 12th. This event presented
by BchAC and Mr. Chustz was very successful. Member Lamb stated Optimist Club of MI Chamber of
Commerce Jr. Leadership Summer Program from Middle School and high school kids wants to partner
with BchAC to educate on beach environment.
(6) OLD BUSINESS

(7) NEW BUSINESS
Mr. Brad Cornell, Audubon presented information on birds and beaches:
100 skimmers and beach shorebirds nesting. Keep nesting in mind as goal.

400 pairs of sea terns is high volume of birds and important nesting area in U.S. Late nesters staying in
cooler water, not much food. 14 shorebird species nesting in bushes. Crows are threat to chick eggs.
FWC helped bring in help to keep nesting birds safe. Sand spurs are threat for species.
Audubon has new strategy, hired new anchor steward Ali, she is recruiting volunteers and researching MI
burrowing owls.
Need signage regarding free roaming dogs and glass on beaches.
Need volunteers for training on bird Stewardship in April and May.
Audubon studying skimmers/sea birds by banding legs with green bands. Contact Mr. Chustz or Adam
DeNuovo, Audubon.
a. Nesting Birds on Sand Dollar Update - Maria Lamb
See under NEW BUSINESS.
b. Sunshine Law Memo/Handbook
All members are required to read and abide by Sunshine Law rules.
c. Mission Statement
At the last City Council Meeting, Councilor Roman presented Mission Statement which
was approved by City Council 7-0. Need to firm up two Mission Statements from City
website and Council Roman's proposed draft.
Committee discussed, read, and tabled until next meeting to incorporate Goals/Mission
Statement. If changes, send to Ms. Mastronardi to send to committee for review.
Committee changed name as recommended by Councilor Roman to "City of Marco Island
Beach & Coastal Resources Advisory Committee", need City Council approval.
MOTION to change name to "CITY OF MARCO ISLAND BEACH AND
COASTAL RESOURCES ADVISORY COMMITTEE" that this be
approved after City Council approval. MOTION CARRIED BY THE
FOLLOWING VOTE:

d. Review of 2017 Goals
Chair McCann recommended donating $1000 from BchAC FY17 budget to Audubon for
bird banding tags on Marco Island beaches.
MOTION by Chair McCann to expend $1,000. (from $5,000 FY17
budget) for 200 bands to tag birds on beaches, seconded by
Member McChesney, that this be approved. MOTION CARRIED BY
THE FOLLOWING VOTE:

McChesney and Member Novak
