Three openings on committee. Two applicants. MOTION by Member McChesney, seconded by Vice-Chair Lamb, that this be approved. Staff Report/Hurricane Irma Impacts - South Beach - Chadd Chustz Mr. Chustz reviewed his staff report to committee on topics: Tides Erosion on South Beach Meeting October 19th at 1:00 p.m. Erosion: Sand Dollar split waters Large Storm Debris removed by Collier County Smaller debris and litter wash up - pick up when see it Report debris to DEP in state waterways Sea Turtles - nesting, hatchlings, washed out nests due to Irma hurricane, and disoriented nests Beaches: Sand Dollar, Hideaway Beach, Main Beach Shorebirds Posted Irma Assessment Mr. Chustz will send committee number of turtle hatchings in previous years compared 79% this year. Mr. Chustz will process $1,000 donation for bird banding tags to Audobon from BchAC. ID 17-2022 BchAC Staff Report 10/18/17 - Chadd Chustz Attachments: BchAC Staff Report 10.18.17 - Chadd Chustz Hurricane Irma Impacts (So. Marco Beach) b. MIPD Beach Patrol Report Patrolman Smith reviewed the stats on beach patrol report for August. There was no report in September. City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final October 18, 2017 Advisory Committee November plan to get back on beach, get letter out to hotels/condos regarding beach rules. He videoed Tigertail Beach area with drone. Tigertail: Showed three cuts of split water (sand was moved and covered with water) at high tide. Still filling up with water. South Beach: Showed video at high tide, sand pushed up on property, can watch new video on monthly basis. November 6th is negative low tid, will shoot video. Unable to drive cars on sand due to water split. Committee agreed for Patrolman Smith to continue his drone video for November 6th, then quarterly videos thereafter. Member Lamb requested leaving flyers at hotels stating no glass, no plastic straws or animals on beach. Patrolman Smith can add to his November letter. c. Post Hurricane Environmental Assessment See above. ID 17-2005 Post Hurricane Assessment Report Attachments: Post Hurricane Environmental Assesment Report d. Benches on the Beach Update - Maria Lamb Member Lamb reported the name of four (4) new benches donated by Collier County at South Beach were in place and named "Friendship Benches". (5) COMMITTEE COMMUNICATIONS a. City Beach Stewardship Program Update - Maria Lamb Member Lamb updated Optimist Club Jr. Program to partner with BchAC for Middle school to help. Best for Optimist to send a letter when they can attend this worthwhile program. b. Beach Clean-Up Schedule Chair McCann stated need to work on 2018 schedule - need sponsors who will show up with a crew. Have 6 sponsors now, Kiwanis not doing this year, maybe next year. Other organizations San Marco Youth, Publix, Optimist Club of Marco, need to solicit at more local businesses. Member McChesney will check on businesses to solicit for next year and will report at next meeting. Add evening clean-ups which were not on schedule. Member Lamb will also reach out to businesses. BchAC will work independently on additional sponsors. c. Bike Racks on South Beach Chair McCann reported bike racks were still on beach after Irma Hurricane. (6) OLD BUSINESS City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final October 18, 2017 Advisory Committee a. Approval of Committee Name Change Chair McCann stated Committee approved name change (City of Marco Island Beach & Coastal Resources Advisory Committee) at last meeting which was mentioned at City Council meeting, is still in process. Member Lamb needs direction with over reaching proposed goals. How to incorporate Coastal name change with more responsibilities. Unable to do a good job. Member McChesney stated it may be difficult with added goals, once BchAC is completed with full staffed members, can we handle new activities? He stated once up and running with 7 members, then we can accept what we can do. Member Lamb inquired if adding burrowing Owls and Gopher Tortoises is feasible. Owls are in Marco Island 12 months a year, they do not migrate. Burrowing Owls is large program needing volunteers helping with perches. Update BchAC committee goals monthly or quarterly. Chair McCann stated two residents applied to fill the open BchAC member positions. b. Review of Goals/Mission Statement Discussion See above. Full committee - will have a better set of goals. c. Sand Dollar Island/Tigertail Lagoon Discussion See above reports from Patrolman Smith and Mr. Chustz. ID 17-2003 Sand Dollar Island/Tigertail Lagoon videos Attachments: ML video 10.17 (1) ML video 10.17 (1) (2) d. Plastic Straws on Beaches Chair McCann produced a large bag of straws collected from clean ups on Saturdays. Hotels are adding more clean-up dates. Councilor Rios requested a Plastic Straw ban. 2012 Beach Ordinance states: No plastic beverage cups, lids or straws allowed on beach front or adjacent businesses. It addresses business at hand, just go with same ordinance. All ok with ordinance. BchAC Recommendations: Read 2012 ordinance, can add verbiage: no plastics straws, cups and lids (glass still on sign) to beach signs and hand out flyers to other businesses. Fines should be consistent to ordinance. Member Lamb define exempt businesses from ordinance. Chair McCann stated McDonalds had straws on Marco Island or beach front businesses. Request biodegradable straws. Motion to accept to add verbiage on screen on Beach Ordinance. MOTION by Member McChesney, seconded by Member Novak, that this be approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Chair McCann, Vice-Chair Lamb, Member McChesney and Member Novak (7) NEW BUSINESS a. Sunshine Law Memo/Handbook Covered last month. (8) PUBLIC COMMENT There was one person in audience. James DeNicolo, 261 Collier Drive stated on subject of degradable straws, just add "no plastic straws" to beach signs.
