(4) APPROVAL OF THE AGENDA Member Lamb changed old business to add City wide ban of single used plastic bags under New Business. MOTION by Member McChesney, seconded by Vice-Chair Lamb, to move #9. a to #10.a that this be approved. Staff Report Discussion Mr. Dan Smith, Community Affairs Director introduced himself. He thanked Chair McCann and Vice Chair Lamb for directing approval from City Council on banning plastic straws/lids on the beaches. b. MIPD Beach Patrol Report - Special Operations Officer Clayton Smith No report this month due to weather and absence of staff. A full report will be forth coming next month. Member Lamb inquired if coastal resources (committee name) describes adding wildlife, and alerting public about wildlife area. Director Smith stated BchRAC should not overlap resources. He is waiting for staff for clear direction for committee to have goals and objectives. Scopes are broad and opens up to too much information, beach natural resources and wildlife, and take to City Council to approve. (7) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) None. (8) PRESENTATIONS a. Owls Audubon of Western Everglades Presentation on Burrowing Owls - By Alli Smith Alli Smith, Research Manager, Audubon presented: Owls nesting season - February - July FWC Guidelines available on website Owls are protected, Owl Watch is monitored 170 pairs nesting, 119 pairs fledged one chick, 317 chicks on Marco Island UF/IFAS new partnership - identify owls with banding Owls tolerant of people Landowners use starter burrowing owl kit in front or back yards. Residents can contact Audubon to start to dig. Adopt an Owl Program - name owl, keep track of owl chicks, donate Burrow maintenance - annual budget Member McChesney - lives near owls, tortoise taking over owl hole, email or call owlwatchmarco@gmail.com 239-643-7822. for help. Member Lamb - Volunteers usually purchase burrow infrared scope ($2,200) to check number of chicks inside, color bands, and bird bags. Chair McCann - BchCRAC committed to donating $1,000 to purchase owl scope. Director Smith will check remaining budget amount, will return back to committee at next meeting. Alli Smith - if building needs registered agent on site, cost is $1,000 per burrow. If use starter burrow kit, cost is less. Member Eastman inquired if homeowner can request landscaping for burrowing owl. Audubon starts up hole for free. State Harbor Program - if modify property, can legally remove hole if resident changes mind. Plastic Straws - Beach Ordinance City Council approved ban on businesses on beach serving plastic straws for first reading, second reading in March. Vice Chair Lamb requested to send ordinance to City Attorney to tweak. Director Smith stated to make sure property maintenance is done correctly. Wording approved as is, with some changes. Will check for small changes (improve now) with City attorney. City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final February 21, 2018 Advisory Committee Member McChesney - good with keeping it simple, does not need alot of tweaking, took 8 years to pass the ordinance. Chair McCann held up numerous amount of plastic straws collected on beaches over a short period of time. Bags end up in waterways: Member Eastman - document data problem with evidence on island. Member McChesney - Partner with Chamber of Commerce for input to share evidence of bags. Start with small local businesses. Vice Chair Lamb - Reach out to Coral Gables due to successful bag ban program. Chair McCann - start research and return back with volunteer plan, reach out to Chamber of Commerce, Coral Gables, Super Markets, and Pharmacies on how to start program. Present Enviornmental Award as an incentive for voluntary participation by businesses. Director Smith is trying to eliminate bags, issue with butts, bottles, moving in right direction. b. Review of Goals and Mission Statement Chair McCann stated to add #2 eliminating shopping bags and single use plastics at last meeting . Assigned a member to each goal, will share with Director Smith. He reviewed codes in landscape section, will look at some things not enforced to help keep awareness of wildlife habitat on Marco Island. City Beach Stewardship Program Update - Maria Lamb Chair McCann gave Tony Ferrara (former BchCRAC member) information to speak to Member Novak to head up Beach Steward Program to get residents interested in program, will do email blast. Member Novak will formulate plan, check schedules, advertise, and write up and bring updated report to next month meeting. b. Beach Clean Up Schedule Director Smith stated the program is work in progress. City plans on updating 2018 City website. Chair McCann will request Chamber of Commerce, MICA, and Police Dept. to email blast for volunteers. She needs updated beach clean up schedule. Next date is March 10, 2018 sponsored by MI Power Squadron. c. Beach Yoga Event Yoga group donated their profit fund raising of $600.00, BchCRAC used funds for printing children's beach brochures, signs, and 5 gallon water cooler for beach clean up.
