(IT IS NOTED FOR THE RECORD, THE ITEMS ON THE AGENDA APPEAR IN NUMERICAL ORDER IN THE MINUTES.) (1) ROLL CALL Present: 6- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Pierce, Member Roth and Member Young Absent: 1- Member Sokol (2) PLEDGE OF ALLEGIANCE - Led by Chair Heindl (3) APPROVAL OF AGENDA Chair Heindl recommended moving Item 7 (New Business - Election of Waterways Advisory Committee Chair and Vice-Chair) to the first item of business and there were no objections. MOTION by Member Farnsworth, seconded by Member Pierce, to approve the Agenda as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Pierce, Member Roth and Member Young Not Present: 1- Member Sokol (4) APPROVAL OF MINUTES ID 18-076 January 18, 2018 Waterways Advisory Committee Meeting Minutes MOTION by Member Young, seconded by Vice-Chair Parcelles, to approve the January 18, 2018 Waterways Advisory Committee Meeting Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Pierce, Member Roth and Member Young Not Present: 1- Member Sokol (5) STAFF COMMUNICATIONS a. Public Works Director - Tim Pinter Public Words Director Tim Pinter provided an update on the following: *Atons and Patons replacement signs damaged from Hurricane Irma *Purchase of a Vac All truck to begin the maintenance program again by Public Works Department Mr. Pinter answered questions and concerns regarding the Suntree Filters and he will forward information to the Committee Members for the next meeting. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final February 15, 2018 (6) OLD BUSINESS ID 18-089 Discussion - Seawall Chair Farnsworth held a discussion on the Seawall Manual. It was suggested Member Sokol include a section in the manual that refers to updated technology, things that effect the health of the canals and what the role of the City plays in inspecting the seawalls. Committee Members began discussions regarding the Seawall Ordinance. Public Works Director Tim Pinter advised the Committee Members they need Council's direction before working on this ordinance; however Committee Member Heindl did not concur. MOTION by Member Young, seconded by Member Roth, to defer the Seawall Ordinance until Member Sokol can make his recommendations and forward both the Seawall Manual and Seawall Ordinance to the next meeting. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Pierce, Member Roth and Member Young Not Present: 1- Member Sokol (7) NEW BUSINESS a. ID 18-086 Election of Waterways Committee Chair and Vice Chair (Editorial History: The Chair shall call for nominations, which do not require a second. A nominee may decline the nomination. The Chair may exercise the prerogative to nominate. Nominations should continue until there are no further nominations. Discussions may follow each of the nominations and of the entirety of nominations. When no further nominations are forthcoming, the Chair shall close the nominations and call for a vote. The vote shall be in the order of the nominations received. If there are more than two candidates nominated, it is possible that, following the vote, no candidate will receive a majority (4) of votes. If there are three or more nominees, the nominee receiving the least number of affirmative votes will be dropped from consideration, followed by a second vote on the nominees receiving the most votes. In the event that neither of the remaining nominees receives a majority vote, or in the event of a tie vote, the Chair shall reopen nominations followed again by a vote in order of nomination. Following the election of the Chair, the newly elected Chair shall immediately assume the role of Chair and repeat the processes to elect the Vice Chair.) *Vice-Chair Parcellas nominated Committee Member Farnsworth as Chair of the Waterways Advisory Committee. *Committee Member Farnsworth nominated Vice-Char Parcellas as Vice-Chair of the Waterways Advisory Committee. MOTION by Vice-Chair Parcelles nominating Member Farnsworth as Chair of the Waterways Advisory Committee.
