Attending meeting with Collier County tomorrow and will bring up the lightning detector at South Beach. Director Smith stated will possibly bring in consultant to temporarily fill Environmentalist position, will present to City Council. Add item on Gopher Tortoise signs blown down due to Hurricane Irma on next month agenda. Director Smith gave description of environmentalist position, the planner has to be multi-disciplined to handle different job duties. Bring employees in with background to fit needs for hurricanes, disasters for wildlife, and for pre/post hurricane. Sea level rise - adopt in future to help keep habitat. Member McChesney - sea rise - tomorrow Kiwanis club meeting at Stonewalls at 7:30 a.m. with Gary McAlpin, speaking on sea rise affecting Marco Island - $13.00 fee for breakfast. Beach Report Officer Smith, MIPD - 9 days on beach patrol mostly at night during Spring break. 100 kids per night, kick off midnight after having them pick up trash. 19 warnings, bicycle written warnings, and 8 parking tickets. Next month receiving new vehicle. Patrolling now with unmarked cruiser. Fishing on beach - major issue - woman had large tarpon hook removed from foot, received 5-10 complaints on fishing. Not sure if anything can be done regarding fishing issues. Fisherman hooked a brown pelican. Need to educate fishermen on how to unhook pelicans. Chair McCann stated fishing is allowed on beach. Signs placed by Collier County in conjunction with NCH's Blue Zone Project suggestion only for "No Smoking". Committee discussed "No Smoking" (2 ) signs on South Beach, 2 signs at Tigertail Beach, Vice Chair Lamb complained about mostly butts on beach. Officer Smith will check on protecting tortoises. Observations - occasionally will see issue. Director Smith will work with code enforcement, to be enforced. ID 18-194 MIPD FEB 2018 BEACH PATROL Attachments: FEB 2018 BEACH PATROL b. Loggerhead Sea Turtle Program Director Smith invited Mary Nelson, Audubon to next meeting on handling live and dead wildlife. Sending out letters with water/sewer bills - sample attached. Email blast to condominiums on beach. BchCRAC will review letter for changes. Vice Chair Lamb stated possible plan to send second letter to include violations, and warnings. Mary Nelson usually contacts condominiums. Marriott - getting ready for turtle season, preparing and checking on lighting, trash cans and chairs off beach, construction lights - working on higher floors. 9:00 p.m - dark beach, convention on 1st, 2nd, 3rd floor have blinds to cover glass. Plastic Straws - Beach Ordinance Suggestions: Chair McCann - beach cleaning mandate is beach vendors are required to clean area, could use same wording in Section C, prohibition of plastic straws. Beach Vendor Permit can use same language, not confusing, Section A, line 43- Exhibit A. Director Smith will review wording with City attorney. Director Smith will review Beach Vendor Permit Application needing update every few years. He will bring to Captain Baer's attention to discuss at next meeting with Mary Nelson, Audubon. Funds in budget for Outreach, can add doorknob notice to Marriott, and can pass out at events or email blast. Section D - Violations - Draft of plastic straw ordinance, maximum penalty of $500. (leave as is) run by Captain Baer. Vice Chair Lamb requested to send with letter of enforcement to condominium managers and/or management companies. Budget Chair McCann - Suggestions on proposed requests: 2017-2018 budget amount is $5,000, spent on name plates, visors for beach stewards, beach brochures, name badges, $1000 black skimmer banding of owls - $1,000. Need proposed budget by April 27/28th. $3,500 available for signs, need number and cost of signs for next meeting. Chair McCann will create budget and forward to Ms. Hoyo, Administrative Assistant, Growth Management. Future budget should include: Educational signs Beach Brochures - wildlife brochure (combine beach/wildlife) Beach Steward Program - needs funding Outreach Program - $1,500 Signs do not come out of BchCRAC budget, in Public Works budget Vice Chair Lamb - conservation plants for gopher tortoises - reached out to FWC to fund program to help them. Negotiate cost for survey on turtle locations, and existing number of locations. Director Smith will review files for past tortoise survey ($2,500). Member McChesney - Beach Access Points Signs - Add "No Smoking" to signs. Vice Chair Lamb - Presented samples of: "Do Not Disturb" signs for gopher tortoises - donated by citizen of Marco Island. None in storage, try to get templates. Director Smith will check with Director Pinter on signage on private lots for gopher tortoises. City not allowed to install signs/barriers on private lots - outreach program, need permission from resident. MI get two FWC gopher signs. (need cost). Director Smith will invite Director Pinter to next meeting to discuss locations of signs. Sea Turtle Protection - Amendment to Ordinance No.13-05 Director Smith - Directive from City Council to review codes (and how to enforce in construction sites) and need to change if needed (from 5 years ago). Barriers around burrowing owls - is 25". Take review information, if any questions discuss at next meeting. Vice Chair Lamb - Reach out to Audubon, FWC, Collier County, Mary Nelson, Audubon on views of ordinance. Update ordinance at next meeting or visit with Director Smith. Need enforcement and education on all ordinances. Lots have wildlife, bulldozed w/o permit, and make homeowners aware. Chair McCann - send letter to lot owners to be aware of wildlife and regulation. Director Smith - property rights issues - lots will eventually be gone. Relocate habitat issues, need to catch in act. He spoke to sea turtle conservancy, get outreach for some communities to see what works or does not work. Chair McCann - Ordinance violation - don't understand penalty Ordinance line170, Section 54-149, fines attached to misdemeanor, Director Smith will check with Dave Baer. Bald Eagle/Chalmers - unable to build due to Eagles on sight - need DEP. Get comment together for 2 ordinances, forward to Director Smith, add to agenda on comments. ID 18-225 Sea Turtle Protection Attachments: Ordinance No. 13-05 Re: Endangered, Threatened or Listed Species (11) COMMITTEE COMMUNICATIONS a. City Beach Stewardship Program Update - Judy Novak Member Novak - Officer Smith reviewing presentation from training and will update with necessary changes. First training in October twice a year, and in February. Order bright shirts from budget funds. City Hall has inventory of shirts and visors. Ms. Hoyo will do inventory. Katie O'Hara (Chamber of Commerce) has original presentation. b. 2018 Beach Clean-Up Schedule Next clean up is May 5th at 8:00 a.m. sponsored by MI Association of Realtors. No other changes on schedule. Chair McCann - trash pick up, sorting poundage collected. Vice Chair Lamb - study locations with debris, survey sheet May 5th. Volunteers turn in supplies, ask majority of debris collected and report monthly. c. Member McChesney - Kiwanis - address committee Chair McCann - Gary Alpin in charge of beach renourishment programs - need update Von Arx Wildlife Hospital. Vice Chair Lamb - Discussion to go mainstream - Sea Level Rise (condos interested) future agenda twice a year. Sea Turtle conservancy has programs - get grants. Signs at beach entrances (beach conservancy signs). Pursue Grants, looked at FWC, no information on grants. Found a $40,000 grant on study purposes to use monies for site plans for park system, can use for endangered species.- can add together. Director Smith - receiving link regarding lighting on presentation to attach to website, will forward to committee. Vice Chair Lamb - invite back Audubon re: black skimmers for public education/outreach. Member McChesney - Sunshine Law - Committee can speak to Director Smith, can't direct him what to do, bring item up to add to next month agenda. Water Quality Reporting - Collier County tests water - Director Smith will email results to committee. Invite code - Captain Baer & Tim Pinter. FWC - Rachel King - regular update on gopher tortoises state, burrowing owls counterpart Rookery Bay Survey on gopher tortoises locations FWC personnel use Gopher Tortoise application, go to: MyFWC.com and FWC Reporter for all wildlife to help protect wildlife. Future interest - green business environmental award in Coastal Breeze Member Curiale has not attended several meetings, he will be informed of termination from BAC.
