(2) ROLL CALL Present: 7- Vice-Chair Parcelles, Member Sokol, Member Pierce, Member Roth, Member Young, Chair Farnsworth and Member Heindl (3) PLEDGE OF ALLEGIANCE - Led by Committee Member Heindl (4) APPROVAL OF THE AGENDA MOTION by Member Pierce, seconded by Vice-Chair Parcelles, to approve the agenda. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Vice-Chair Parcelles, Member Sokol, Member Pierce, Member Roth, Member Young, Chair Farnsworth and Member Heindl (5) APPROVAL OF THE MINUTES ID 18-197 Waterways Advisory Committee Meeting Minutes for March 15, 2018 Committee Member Pierce amended the verbiage on page two (2) under new business from "bridge tolerance" to "bridge clearance". MOTION by Member Young, seconded by Member Pierce, to approve the March 15, 2018 Waterways Advisory Committee Meeting Minutes as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Vice-Chair Parcelles, Member Sokol, Member Pierce, Member Roth, Member Young, Chair Farnsworth and Member Heindl (6) STAFF COMMUNICATIONS Chair Farnsworth spoke as the President of Ville De Marco West Condominium and updated the Committee Members on the status of replacing their seawall. He advised that the contractor is in place and they are waiting for pricing and one (1) more permit from the City. The estimated time to begin the project is four (4) to six (6) weeks out with a completion date of two (2) to three (3) months. He is asking the City for assistance in enforcement for boat traffic during the construction process. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final April 19, 2018 Public Works Director Tim Pinter and Community Affairs Director Dan Smith had nothing to report. Member Young asked if the City has the quarterly water reports from 2018. Community Affairs Director Dan Smith replied, he received the data from Collier County a couple of weeks ago and has a meeting with them today. (7) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) Mr. Vic Rinke, 100 Lamplighter Drive, spoke about lawn services that push debris into the french drains that eventually ends up in the waterways. He is supports frequent water testing. Mr. Rick Woodworth, 908 North Barfield Drive, advised this is his third appearance in front of the Waterways Advisory Committee to express his concerns over water quality. He is asking for a copy of the updated water quality report for 2017 and has attempted to follow up with Community Affairs Director Dan Smith with no avail. It is noted water quality discussion is on today's agenda. Mr. Bob Olson, 900 Montego Court, suggested using the City's website to better educate the citizens. He spoke on behalf of three (3) elderly citizens who reside on Landmark Street who are asking that the swales be redone. (8) PRESENTATIONS - None (9) OLD BUSINESS a. ID 18-228 Sea Wall Owner’s Manual Committee Member Sokol held a discussion on the updated version of the seawall manual. He highlighted the major changes between the 2014 version and the updated version and is seeking assistance in naming the document. The Committee Members engaged in discussion and it was determined that the Committee Members will email their suggestions to Community Affairs Director Dan Smith by April 27, 2018 and he will forward to Committee Member Sokol for further revisions. The new document will be included in the May 17, 2018 agenda for discussion. The next step is to finalize the document, recommend approval to City Council and publish to the City's website. Public Comment: Mr. Jim Timmerman, 831 Perrine Court, suggested strong verbiage be used in the document to include an independent third party for additional oversight. Mr. Dave Rasmussen, 1495 Caxambas Court, thanked Committee Member Sokol for his work on the seawall manual. He expressed his concerns over recent lawsuits between homeowners and contractors and believes a diagram or design for proper seawall construction should be included. b. Water Testing Parameters Chair Farnsworth held a discussion on water testing parameters. He reminded the Committee Members their recommendation for monthly water testing did not receive support from City Council and is asking how to go forward. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final April 19, 2018 Following discussions, it was determined to revisit this issue, schedule a presentation from Ms. Rhonda J. Watkins, Principal Environmental Specialist for Collier County Engineering and Natural Resources Division for a future Waterways Advisory Committee Meeting and include quarterly water testing results on future agendas. Public Comment: Mr. Rick Woodworth, 908 North Collier Boulevard, asked Collier County what the data means in the reports and their response was they only provide the data, not interpret the data. He is suggesting the City hire someone to interpret the data. Committee Member Young passed out documents to the Committee Members for their review to prepare for discussions at the next meeting. MOTION by Member Heindl, seconded by Member Young, to request all email information transmitted from one (1) member intended to go to the entire committee be passed on without any discretion from City staff. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Vice-Chair Parcelles, Member Sokol, Member Pierce, Member Roth, Member Young, Chair Farnsworth and Member Heindl c. Aton/Paton Discussion Vice-Chair Parcelles held a discussion on Aids to Navigation System (ATONS) and Private Aids to Navigation System (PATONS). He asked Public Works Director Tim Pinter to provide an update on the destroyed and or missing signs from Hurricane Irma. Mr. Pinter replied Public Works has a small staff and they are still several months away from the sign completion. He noted that roadway traveling signs come first for the emergency response. Following discussion, it was determinedy by unanimous consensus (vote 7-0) to forward to the next agenda a discussion on creating a draft proposal to present to City Council to adopt a policy for the timely replacement of ATONS and PATONS. (10) NEW BUSINESS a. Boating Safety Pamphlet This item was deferred. b. Budget Planning Chair Farnsworth held a discussion on budget planning and advised the Committee Members that April 30, 2018 is the deadline for their submissions. Public Works Director Tim Pinter reminded the Committee Members this is an operating budget which means at the end of the fiscal year, you use it or lose it and it does not automatically roll over. The current line items for FY2018 are as follows: * $5,000. - printing and distribution of informational brochures * $5,000. - survey expenses * $5,000. - public outreach expenses City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final April 19, 2018 MOTION by Chair Farnsworth, seconded by Member Heindl, to request the same three (3) elements in the 2018 budget plus adding an annual study by an engineering firm and a piece of equipment for instantaneous water testing for the FY2019 budget. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Vice-Chair Parcelles, Member Sokol, Member Pierce, Member Roth, Member Young, Chair Farnsworth and Member Heindl (11) COMMITTEE COMMUNICATIONS Public Comment: Mr. Rick Woodworth, 908 North Barfield Drive, asked for clarification if an RFQ or RFP to do the annual report on water quality which is required by the administrative code under the State of Florida has been authorized to obtain quotes.
