Chair Kirlin called the meeting to order at 3:00 P.M. (2) ROLL CALL Present: 6- Chair Kirlin, Member Colombo, Member Irwin, Vice-Chair Milner, Member LaGrotta and Member Anuta Absent: 1- Member Tobin (3) PLEDGE OF ALLEGIANCE - Led by Chair Kirlin (4) APPROVAL OF THE AGENDA Committee Member Colombo requested adding a discussion on tree policy under Item 9 - Old Business. Community Affairs Director Dan Smith commented that topic is included for discussion under Item 9-C, landscaping but the Committee Members can choose to separate them for clarity. MOTION by Chair Kirlin, seconded by Member Irwin, to approve the agenda as amended, deferring the minutes. NO VOTE TAKEN ON THIS MOTION MOTION by Chair Kirlin, seconded by Member Irwin, to approve the agenda as amended, adding a separate discussion item for tree policy. (6) STAFF COMMUNICATIONS a. Landscape Medians - Al Benarroch, Affordable Landscaping Ms. Yvette Benarroch, Affordable Landscaping provided an update on the following landscape medians: *most of the dead plants have been removed from Collier Boulevard *leaning Royal Palms have been cut down *currently in the process of grinding the stumps *dug out all the plantings in Medians 1-2-3-6 *planted all of the big palms, need to be stabilized for 90 days City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final May 2, 2018 *irrigation is working in medians 1-2-3 - waiting to hook up to the City median 6 *beginning to trim the City trees on the roadways and beach entrances *mulching will begin after all plantings are completed *June 1 through September 30, will be using potassium fertilizer and iron treatment MOTION by Member Colombo, seconded by Member Anuta, to request the City Staff to look into replacing the dead landscaping at the Herb Savage Bridge area with perennial peanut from light at Esplanade to 40' south. Staff Reports Community Affairs Director Dan Smith had nothing new to report. Public Works Director Tim Pinter had nothing new to report. c. FY18 BAC Monthly Budget Report Public Works Director Tim Pinter provided update on budget as it exists for FY18 as follows: * $51,500. original budget * $16,500. transferred from the mitigation project from Island Plaza * $68,000. revised budget * $18,835. cash out of pocket utilized for various projects * $40,000. encumbrances (payments for medians 1-2-3-6) * $9,779. available balance for the rest of FY18 The following projects are earmarked in the program for public outreach information, Calusa Park, new median vouchers, cud-le-sac maintenance and street banners. He advised Committee Members this is Operating Budget which means "use it or lose it" by October 1, 2018. (7) PUBLIC COMMENT (TIME CERTAIN 4:00 P.M.) Mr. Sam Young, 191 Lamplighter Drive, disclosed as Waterways Advisory Committee (WAC) Member, spoke about Fertilizer Ordinance and requested a joint workshop between the WAC and the Beautification Advisory Committee (BAC) to discuss updating the Fertilizer Ordinance. He suggested signage be placed in stores for merchants selling fertilizer that indicates Marco Island's Fertilizer Ordinance. MOTION by Member Irwin, seconded by Member Anuta, to invite the WAC to a joint workshop between the BAC and WAC to discuss updating the fertilizer ordinance. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Kirlin, Member Colombo, Member Irwin, Vice-Chair Milner, Member LaGrotta and Member Anuta Not Present: 1- Member Tobin (8) PRESENTATIONS - None City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final May 2, 2018 (9) OLD BUSINESS a. Budget Request of 2019 Chair Kirlin discussed budget request for FY19. Public Works Director Tim Pinter reminded Committee Members, cut off date is May 11, 2018 for submittal of FY19 budget requests. Also, needs written format request. A lengthy discussion ensued on tree replacement. Public Works Director Tim Pinter noted the approximate cost for an installed tree and maintenance cost of tree is $800.00 per tree. Chair Kirlin estimated there be approximately 274 missing trees Island wide. It is noted for the record, Federal Emergency Management Agency (FEMA) does not provide reimbursement for landscaping replacement from Hurricane Irma. MOTION by Member Colombo, seconded by Member Anuta, to place in the FY19 budget, a request for a seven (7) year plan for shade tree replacement and continue the road side project down Heathwood at a combined annual cost of roughly $31,000. MOTION FAILED BY THE FOLLOWING VOTE: Yes: 3- Member Colombo, Member Irwin and Member Anuta No: 3- Chair Kirlin, Vice-Chair Milner and Member LaGrotta Not Present: 1- Member Tobin Continued Budget Discussions MOTION by Chair Kirlin, to separate the two projects, one for replacement of trees and second the road side tree border project. MOTION FAILED FOR LACK OF SECOND. MOTION by Member Colombo, seconded by Member LaGrotta, to keep the projects together; the tree replacement project and continue the road side tree border project down Heathwood, in a five (5) year plan at the annual cost of $44,000. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Colombo, Member Irwin, Vice-Chair Milner, Member LaGrotta and Member Anuta No: 1- Chair Kirlin Not Present: 1- Member Tobin Continued Budget Discussions Public Works Director Tim Pinter read items as listed in budget and Committee Members concurred on the following: * $1,000. - annual Marco in Bloom * $5,000. - annual BAC community presentation, Arbor Day and public outreach * $2,500. - Calusa Park * $200,000. - medians (per year for 5 years) * $2,000. - cul-de-sac vouchers ($200.00 each) City of Marco Island Florida Page 3 Beautification Advisory Committee Meeting Minutes - Final May 2, 2018 * $10,000. - cul-de-sac maintenance Discussions ensued regarding street banners and it was determined to keep same as last year. It is noted new banners have not faired very well, will come down at beginning of hurricane season and will need to be re-evaluated and ascertain if under warranty. MOTION by Member Irwin, seconded by Chair Kirlin, to request $15,000. to use for the creation and exploration of a food forest in Calusa Park to be determined in conjunction with the City's existing plan for the mixed use path. MOTION FAILED BY THE FOLLOWING VOTE: Yes: 2- Chair Kirlin and Member Irwin No: 4- Member Colombo, Vice-Chair Milner, Member LaGrotta and Member Anuta Not Present: 1- Member Tobin Continued Budget Discussions MOTION by Member Colombo, seconded by Chair Kirlin, to approve the FY2019 budget as presented. City Sign Landscaping Public Works Director Tim Pinter advised Committee Members this is work in progress. c. Landscape Policy/Ordinance - Right of Ways and Permit ID 18-252 Landscape Policy/Ordinance - Right of Ways & Permit Attachments: Ordinance and Policy Public Works Director Tim Pinter commented on Committee's task as directed by City Council. Attached for review are three (3) documents; Ordinance 15-18, Section 13 of Construction Handbook, Article 4 in Section 30 (Landscape Ordinance) of Land Development Code (LDC) and final document for tree plantings in R.O.W.'s. Committee has ninety (90) days to report back to City Council with a recommendation, an extension will be needed. Following discussion, it was determined to forward this to next agenda. d. Banners for beach access Mr. Pinter stated this topic was still under discussion with staff. This item was deferred. e. Tree Policy This item was deferred.
