Staff Report Discussion None. b. MIPD Beach Patrol Report - Special Operations Officer Clayton Smith Patrolman Smith reported: April - 9 glass violations and 3 dog violations. 2 abandoned sail boats are gone. New Police ATV vehicle, 3 turtle nests on beach. Busy on weekends. Vice Chair Lamb - Fishermen are usually present in nighttime. Patrolman Smith will try to change schedule to patrol more in evenings. Crows are hovering over trash cans. Can partner with FWC (is Collier County responsibility). Gopher Tortoise Signs Vice Chair Lamb - FWC recommended educational sign "Do Not Disturb" on right of ways (ROW's) and over burrowing owls. Signs are expensive, Ms. Lamb received 5 signs free to test in several areas to help educate public. MOTION by Vice Chair Lamb recommended City install new FWC educational signs recommened by Nancy Richie, Licensed Gopher Tortoise agent, to protect Gopher Tortoises in followng locations 1. South Barfield/Hawaii, 2. inland Sheffield, 3. Indian Hill-Caxambas Drive, 4. Ludland/Copeland, 5. Watson/Inlet in two (2) months by July 15, 2018 that this be approved. Seconded by Robert Eastman. Cancel June/July Meetings Vice Chair Lamb stated much to cover in future months, not good idea to cancel meetings. Chair Grifoni stated Interim City Manager approved canceling June & July meetings to help staff with workload. City Council gave consensus for meetings to start in August. (7) PUBLIC COMMENT (TIME CERTAIN 9:45 A.M.) None. (8) PRESENTATIONS a. Loggerhead Sea Turtles of MI Presentation - Mary Nelson, Audubon Mary Nelson gave Loggerhead Sea Turtle presentation: 7 Species of Turtles in World Caretta Caretta (named by large head) 3' long, 300 lbs., reproductive age 2-3 years old. Build nests on shores - dig with hind flippers (18" down, 8" in diameter), drop (120) eggs until filled, covers hole with back flippers, returns to surf after nesting. Returns to nest 10-14 days, can do 5-7 times in one season. Mark nesting area, people should stay 5' away from nest. Keep beaches clean (from vegetation, barriers, equipment), quiet (avoid disturbances) and dark (can allow amber long wave light - FWC approved for 4 watts). Sea Turtles are not able to back up, go forward only. Lighting - turtles use lighting to move to ocean (from reflection of stars, moon, or waves). Flyers given to condominiums on light usage rules. Marco Island has Sea Turtle Protection Ordinance. Presented video on hatching sea turtles crawling out of nests. Nesting Shorebirds - Brad Cornell, Audubon Mr. Cornell presented beach nesting shorebirds: Many crows on Sand Dollar, nesting is only at Caxambas Pass. 150 Tern nests on Keywaydin, gone from Marco Island, crows over taking island. 35 less Terns April - July nesting season. Black Skimmers are setting up on Sand Dollar Island. Volunteers take boat out 8:00 a.m.-4:00 p.m. (2 hr. shifts per day) to participate from Shell Island (Rookery Bay Boats). Skimmers nest year round, takes two months to fly away. City can consider crow problem with trash control on island, explore partnering with FWC or USDA on predator control. Crow control - use traps, fake nest with chemicals, electric mesh, and lethal control. List of species ordinance - collaboration with law enforcement, compliance, can residents help. Migratory flocks - trash policy, no feeding, prohibition fireworks, kites, drones - contact Airborne Hunting Act. Fencing - bother burrowing owls, only use on 2-3 sides for protection (use orange mesh), post burrowing owls for awareness to avoid collapsing burrow. City needs to be compliant with required species permit. Vice Chair Lamb - Electronic copy will be sent to Ms. Hoyo. (9) OLD BUSINESS a. Beach Ordinance Discussions: Hand out: Vice Chair Lamb will forward email for distribution to committee from FWC Gopher Tortoise expert, statewide. Director Smith will reach out to Collier County on Sea Turtle Ordinance on protecting species. Member Eastman - Add to ordinance: in lighting section (if need lighting) to "use long wave safe amber lights, do not use flashlights". Any comments, send to City staff. Further discussion at next meeting in August 2018. Old Business: Chair McCann Director Pinter to update on signs in R.O.W. Updated Beach Brochure ($400.00) Distributed at Mackle Park, City Hall, Chamber of Commerce. FY18 budget funds approximately $3,000 - $3,500 remaining. Vice Chair Lamb - Director Smith to meet Collier County Parks & Recreation, Barry Williams regarding Thor Guard lightning detector at South Beach. Water quality report - Director Smith to meet with Collier County for update at waterways. Sea Turtles - letter sent to condominiums, add to website to include recommendation for City of Marco Island Florida Page 3 Beach and Coastal Resources Meeting Minutes - Final May 16, 2018 Advisory Committee sea turtle lighting compliance. Clean up hotel area beaches, Director Smith will look into Beach vendor permit. Can educate public with Gopher Tortoise survey, paid from Beach Access signage in Public Works FY18 budget (not BchCRAC), proposed cost $2,500. Funds for Beach Stewardship Program - received shirt/visor inventory. Junior Leadership Program for kids from Tigertail Beach to Sand Dollar Island - 8-9 teenagers. June 5,6, or 7th to do again, will reach out to Audubon to confirm date to visit sites. FY18 - shorebird banding - Chair McCann sent FY19 proposed budget to Director Smith for $10,000, included banding, Will be forwarded to committee. Program to assign a graduate student to study Gopher Tortoise species. Director Smith - Grant - 20-40K grant - use portion for endangered species, site plans for park systems, also, possibly use funds for endangered species. ID 18-277 Beach Ordinance No, 13-05 Attachments: Beach Ordinance No.13-05.pdf (10) NEW BUSINESS Vice Chair Lamb - Trash Cans are very visible, affecting sea turtles and nesting shorebirds. Madeira beach access should be hooded trash cans, with all four sides open. MOTION by Vice Chair Lamb this be approved for City to replace trash cans on boardwalk at Madeira beach access immediately with Winterberry beach access hinged trash cans. Seconded by Member Eastman. Beach Clean-Up Schedule Chair McCann stated one clean up with Marco Island Womans Club was completed May 5th with 60 people in attendance. June 9th is next clean up date at 8:00 a.m. at South Beach sponsored by MI Chamber of Commerce. Member Novak will purchase poster board to track number of items picked up (glass, plastic bags, butts, etc.) at beaches. Photo's will be takien for month to month comparison. Vice Chair Lamb will be meeting with General Manager's from Crystal Shores, Ocean Beach Resort, Hilton, and Marriott. Chair McCann will be away. Vice Chair Lamb, Member Novak and Member Eastman will participate - Theme is "Great Pacific Garbage Patch".
