Water Monitoring Test Results 2017/2018 Ms. Selmeski: presented water test result comparisons from 2017-2018. Meeting with Tim Hall, Waterways Committee on October15th at City Council meeting for water quality monitoring. Director Smith: Waterways more geared for moving forward, not be impaired. All SW FL has water issues and questions how can we make water quality better? Greenscapes shows other ordinance, only need one ordinance for SW FL. Ms. Selmeski: attended Coastal Advisory Committee meeting for Collier County on concerns on water quality issues, sub-committee was created for topic. Committee addressed Fertilizer Ordinance, (having various degrees), Collier County has three (3) City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final September 19, 2018 Advisory Committee different fertilizer ordinances (City of Marco, City of Naples and Collier County). There is effort to have one uniform ordinance. Ms. Selmeski will attend future Collier County meetings on measures to help with water quality. Q & A session was conducted by Committee and Director Smith. Chair McCann: Will continue discussions at future meetings. b. ID 18-515 MIPD Beach Report August 2018 Attachments: AUGUST 2018 MIPD BEACH REPORT.pdf Lt. Smith reported problems: Do not have employee replacement for him. Seven (7) new employees in training, will address beach issue. Trying to get to beaches on weekends Did not see any dead fish Holes dug out, filled in for safety for workers No wake zone - jet skis - stepping up patrol, too close to shore Watched 2 turtles nest hatch Quad ski vehicle is still down, will be repaired for season Showed drone photo's of growing grass area possibly from flooding - photo 190', video showing grass on beach from South Beach Towers to Residents Beach. Chair McCann - Coastal Zone Management, Collier County - has beach low wet spot - unable to rake. Project approved by DEP in permitting, taking sand from water and pumping to raise elevation of beach due to low spot. Will be completed in season and finished before turtle season, if all goes as planned. c. Use Remaining Committee Funds to Purchase Equipment for Marco PD Chair McCann: need Drone for Police Department, Lt. Smith using personal drone. Received quotes ranging from $900 - $18,000 for releasing high techniques, camera is key - all fly same, battery rate same, $900 less expensive, leading mfg. of drones - #1800 is faster, with high resolution, Advantages of drone on beach: . Search for missing people . Beach photos showing before/after changes during hurricane. . View from top of Marriott - saves time, safer not risky . Follow good policies/procedures . Can use as snapshot, can deter crimes due to awareness . . Emergencies MOTION by Member McChesney, seconded by Vice-Chair Lamb, to approve Police Department (Lt. Smith) to purchase a drone with noted specifications from BchCRAC FY18 remaining budget funds for $1,000 including extra battery that this be approved. FWC Gopher Tortoise Signs Ms. Selmeski stated if needed, she can order more Gopher Tortoise City Signs and install. Will check inventory of signs, sign installed at Winterberry Park, can install FWC sign. Four (4) Burrowing Owls on Mackle Park field at foot of bridge, 2 in parking lot, permit with FWC to move, in process of mediation. e. ID 18-518 Beach Ordinance No. 13-05 Attachments: Marco Island Ordinance Comparison .pdf Ms. Selmeski: Achievable this year, met with Audubon. Suggestions to meet with City/Code to edit to ordinance. Need to clarify questions, looking at penalties, and updates. Meeting next week to for solution by end of year. She will provide educational workshop for public, contractors and builders for awareness of changes. Vice Chair Lamb - After meeting, need draft ordinance. Ms. Selmeski - San Marco Road update, notified violation at property to inspect, was on going landscaping work, five (5) gopher tortoises and burrowing owls on site, stop work, call code. Moving forward enforcement, no update, FWC on site, documented damage and spoke to individuals involved. Chair McCann - crews inform contractors or fine if illegal act. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) None. (8) PRESENTATIONS a. "Ocean Habitat Mini Reef" - Jim Timmerman (unable to attach to agenda) Jim Timmerman, resident presented: . Presented non profit corporation working with multiple institutions. . Resolution 16-34 on April 4, 2016 - Testing . Started project for habitats ready for installation on seawall . floats with tide, underwater view . showed 120 days of growth - marine organisims . mature in year. small fish protection . 270 days of growth, seasonal growth, . 15 months - huge difference in growth - used to provide habitat . 512 installed on Marco Island, filters water . If Cat 4 storm hits, habitat will be destroyed due to boat lift failing, lost 0 due Irma Hurricane David - Executive Director of Oceans Habitat: . product good for 500 yrs. in salt water, pvc parts, can be recycled . Trying to produce different material, tried many materials - issue ionic problems: could not use for long life span. . Question and answer session on habitats was conducted: . Plastic side - has positive impact. . Plastic affects water quality, clarity - 3 schools did independent studies - collecting data . Blue and stone crab near habitat. . Using black plastic more UV resistant, enclosed in box . Community Involvement - City, has 500 habitats installed on MI, Community help with children, . Filters water in ponds, . MI Academy School - did seminar with field trip, Fl Southwestern University - Field trips . Sponsors - Sunshine Ace Hardware . Mote Marine . Future Goals - leave in better condition, beneficial relationships, want to do something about red tide - . working on using different product, instead of plastic Mr. Timmerman - Phase 1, met with Bob Rommel, Fl State Rep - establishing other locations to use. Goal for government entity in place,. Director Smith - Can help Mackle Park, Leigh Plummer lakes, issues can help to create habitat in fresh water lakes. Important to get kids involved. Vegetation - no vegetation, will it promote more grasses - grasses can't grow due to clarity, can increase clarity will help grow grasses. Vice Chair Lamb requested update on State Rep. Rommel to bring to next month meeting. (9) OLD BUSINESS a. Discussion on City-Wide Ban on Single Use Plastic Bags Chair McCann: picked up numerous plastic bags at last beach clean up, average supermarket can take 1,000 years to break down in smaller pieces. Captain Planet working on Publix to ban plastic bags. Vice Chair Lamb: State Law for communities to ban plastic straws (Coral Gables) have ordinance. Cape Coral gives incentive and points to residents for abiding by ordinance. October 20, 2018 - canal clean-up (a lot of plastic bags floating) in morning, if interested, call Paul @ 847-507-0007. b. Fertilizer Ordinance Vice Chair Lamb: not difficult to read, do not delay implementation. Appropriate to have BAC Workshop after Fertilizer Ordinance is approved. Affordable Landscaping helping to create crash course for landscapers to enforce ordinance. Director Smith: 90% of contractors want to follow code, once they know, they will change to follow ordinance rules. 10% of contractors inform crews of codes. Red Tide Update Ms. Selmeski: results from Collier County, done on Monday. Beaches: Barefoot, Vanderbilt - no dead fish, respiratory issues, further testing tomorrow, results on Collier County website on Friday afternoon. b. City Lakes Director Smith: monitoring lakes, alligator in Mackle Park lake, called FWC to relocate. Added carp fish in lake, help with plant material, sprayed after hurricane, lost carp. Budget on City lakes - will bring budget to next meeting. c. Signage for Straw Ban Ms. Selmeski: Photo from Beach Access Signs - added straw ban. Already purchased, too expensive to replace, can add another sign "No Straws" allowed on beach per Marco Island City Ordinance. d. Replace Beach Entrance Sign on Collier Blvd. - Winterberry/Madeira Entrance Same Beach Access Sign was replaced due to Irma. e. Vendor Permit Language Ms. Selmeski: Working on specific concerns this week and next week. Will look into map of locations and discuss with code. Chair McCann: Vendors not thoroughly cleaning beach areas - laying equipment on top of trash without picking up. Equipment on beach - sea turtle season, need more stringent enforcement. a. Beach Clean-Up Schedule - October 13 - Residents Beach Chair McCann: next scheduled date is Oct 13, 2018 @ 8:00 a.m. at Residents Beach, then north and south. New beach clean up bags were handmade by Katie O'Hara family, easy to wash. Committee has remaining funds to purchase materials from Yoga (fund raiser).
