Marine Report Marco Island Police Department Marine Officer Josh Ferris provided his report and addressed inaccurate comments made at the last meeting during public comment regarding marine sanitation reports. He noted it was stated the Police Department does not do any reports when contacts are made which is correct, however, documentation is always noted when Officers enter a vessel. He clarified a police report would mean there was a criminal violation. If there is no violation, then a police report is not submitted but those contacts are documented monthly. Public Works Director Tim Pinter noted the Police Department reports are submitted to City Council for their agenda packets under Departmental Reports for the second meeting of the month which is available for the public to view. Officer Ferris also noted if there is not a monthly report for marine statistics, it is due to a shortage in staffing levels where the Marine Officers worked road patrol. Officer Ferris provided handouts of Florida State Statues, specifically Sections 326, 327, 328 and 379 pertaining to vessel laws and resource laws for fishing, wildlife and waterways. b. Collier County Coastal Advisory Committee Meeting Marco Island Environmental Planner Tonia Selmeski advised the Committee Members that Staff attended the Collier County Coastal Advisory Committee meeting last week regarding concerns with water quality and red tide. It was determined at that meeting to put together a Sub-Committee with Members representing the City of Naples, the City of Marco Island and unincorparated areas of Collier County to move forward and address the water quality issues and the fertilizer ordinance. It is noted Ms. Debbie Roddy will be representing Marco Island and the first meeting will be held on October 25, 2018 at 12:00 P.M. located in Council Chambers, 51 Bald Eagle Drive, Marco Island, Florida 34145. c. New City Staff - Stormwater Engineer Public Works Director Tim Pinter advised the Committee Members that the City has hired a Professional Engineer Jason Tomesetti who will be responsible for the Stormwater Ordinance, evaluations of all incoming reports for single family residences, commercial developments and MS4 requirements. He can be reached through the Public Works Department. MOTION by Member Woodworth, seconded by Member Young, to recommend to City Council, that the City of Marco Island join the Florida Stormwater Association. Turell, Hall and Associates Update and Discussion Mr. Tim Hall with Turrell, Hall and Associates provided an updated presentation and answered the Committee Member's questions and concerns. Following discussions, it was determined Mr. Hall will provide a proposal for the Waterways Advisory Committee Members to forward to City Council. MOTION by Member Roth, seconded by Vice-Chair Parcelles, to recommend to City Council, they pursue the street vacuuming program for the residential streets on Marco Island. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Member Woodworth, Member Young, Vice-Chair Parcelles and Chair Farnsworth Not Present: 1- Member Pierce Chair Farnsworth summarized the three (3) items he will present to City Council; proposal from Turell, Hall and Associates, street vacuuming of all residential streets on Marco Island and joining the Florida Stormwater Association. Public Works Director Tim Pinter asked Mr. Hall to send him the proposal and he will distribute it. It is noted for the record, Mr. Hall will be on the City Council agenda for October 15, 2018. Chair Farnsworth and the Committee Members will also be in attendance. MOTION by Chair Farnsworth, seconded by Member Roth, to recommend Turell, Hall and Associates put together a proposal for data outlining the first step in the three (3) pronged approach which was outlined to the Committee and bring that before City Council. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Member Woodworth, Member Young, Vice-Chair Parcelles and Chair Farnsworth Not Present: 1- Member Pierce (10) NEW BUSINESS a. Update on Replacement of Atons & Patons Public Works Director Tim Pinter held a discussion on Atons and Patons. He advised the Committee Members the funds for FY18 have been expended for the Atons and Patons replacement, over fifty (50%) of the Atons and Patons fall under Collier County and the State of Florida's jurisdiction and going forward in FY19, they are still under the current edict by the previous City Manager of replacing twelve (12) to fifteen (15) per year based on the budget. b. ID 18-526 Reducing Red Tide and Marco Waterway Solutions This item was deferred. (11) COMMITTEE COMMUNICATIONS Chair Farnsworth recommended Committee Members research their items of interest (Position Paper) and give a presentation for a future agenda and the Committee Members will discuss it at that time. City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final September 20, 2018 Member Woodworth will prioritze his items of interest and forward to Community Affairs Director Dan Smith for a future agenda. Vice-Chair Parcellas requested adding a discussion on whether or not the Committee would like to recommend to City Council that Council adopt a policy on the repair and replacement of damaged, destroyed or missing Atons and Patons for the next agenda and the Committee Members unanimously concurred. MOTION by Member Woodworth, seconded by Member Young, to remove the two (2) hour time limit on the Waterways Advisory Committee Meetings or schedule an additional meeting per month to deal with the water quality impairment issue. NO VOTE TAKEN ON THIS MOTION MOTION by Member Woodworth, seconded by Member Young, to recommend to City Council, they remove the two (2) hour time limit on the Waterways Advisory Committee Meetings as needed.
