October 2018 MIPD Beach Report ID 18-611 October 2018 MIPD Beach Report Member McChesney reported (for Lt. Smith in his absence) there was no significant change since last month report. Defer to next month. b. Endangered Species Ordinance Edits Update City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final November 14, 2018 Advisory Committee Ms. Selmeski stated she reviewed questions regarding language and details on changes including guidelines from FWC to include in amendment, state agencies are on board. City lawyer will formalize rough draft next week with changes, to be available for City Council and Committee in December. Committee members stressed the importance of getting the draft to City Council. c. Red Tide Update Ms. Selmeski stated Collier County reported no red tide, no dead fish or respiratory issues. d. Outfall Pipe Update Ms. Selmeski stated Director Pinter advised there is no pipe discharge on Marco Island public beaches, only one older pipe on Hideaway Beach which appears to connect to lake near golf course. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) None. (8) PRESENTATIONS a. Fertilizer Ordinance Initiative between Collier County Unincorporated, City of Naples and City of Marco Island - Danette Kinaszczuk, Pollution Control Manager for Collier County Danette Kinaszczuk/Rhonda Watkins, Collier County Pollution Control Management presented "Florida Friendly Use of Fertilizer on Urban Landscapes". Objective: Focus to improve water quality with one Regional Ordinance (all municipalities and County on same page). Recommendations on Fertilizer Ordinance are less stringent, based on science, not emotion, it's important for Marco Island to commit, make ordinance enforceable. Common Ground: 50% slow release Fertilizer applicators carry certification No grass/plant clippings on hard surfaces No fertilizer within 10' of waterbody or on hard surfaces No phosphorus Reclaimed water Opportunities: Zero permits were applied for Marco Island Fertilizer to ban or not to ban: Turf is crop Crop science says fertilize when actively growing Growing season is year round but most extensive in summer Proper feeding = healthy lawn Summertime ban is popular, apply more fertilizer in May to get through summer months Dry season - turf is not actively growing, do not fertilize when turf not growing Trying to sustain crop - move toward FL Friendly Landscape using less water DEP requiring to adopt fertilizer ordinance. Need interaction for requirement to use FL Friendly landscaping. DOA putting more regulations on septic tanks to function properly. Presentation good to use FL Friendly landscaping, educate public, mandate new homes using FL Friendly plantings. Landscapers must be licensed by state, register (free service- can register on-line) to City of Marco Island, get decal - which has not been enforced. Will inquire to Collier County on their program. (9) OLD BUSINESS a. Beach Cleanups - Katherine O'Hara, Marco Island Area Chamber of Commerce Chair McCann stated next beach clean up is January 5, 2019 sponsored by J.W. Marriott. (starting from Marriott location). Ms. O'Hara was deferred to next month meeting. b. Beach Vendor Permit Language - Copy to Members Ms. Selmeski will forward copy of permit language to committee. Straw Ordinance: Vendor language being incorporated in Straw Ordinance for restaurants and hotels to clean up their beach area. Ms. Selmeski will distribute and follow up with Director Smith. c. ATONS Update - Safety of Waterways Ms. Selmeski stated topic for Waterways Committee, not BchCRAC committee. Committee was advised that Director Pinter resumed role as staff liaison for Waterways Committee. Ms. Selmeski will follow-up with Director Pinter. d. FWC Iguana Protocol Update - Tonia Selmeski Ms. Selmeski stated City in process of hiring trapper for pests on island. Setting up contract with trapper, will establish protocol and update committee next month meeting. e. Mackle Park Lake - Install Fresh Water Mini Learning Reef Ms. Selmeski stated no updates set up yet, did not speak to Jim Timmerman, will update at next meeting, She will contact Ms. Malloy at Mackle Park to discuss dates. Students ready from Marco Island Academy to launch program. g. Urban Bird Treaty - Tonia Selmeski Ms. Selmeski met with Audubon on October 18, 2018 to review goals/ideas for City. Will look over application, due in January. h. Beach Signage Update Ms. Selmeski has no update, will reach out to Interim City Manager on budget options to order plaques to add "No Plastic Straws" to existing signs. Volunteer Beach Steward Program Member Novak stated it's time to confirm dates for February 4th - 8th. Will check to schedule community room, once date is confirmed, will advertise. Ms. Selmeski stated Ms.Richie has information on file to start back up and will share information with Member Novak. Ms. Novak will contact Katherine O'Hara, Chamber of Commerce for most recent presentation. Chair McCann reported MICA Wave Newsletter out January 2019. (11) COMMITTEE COMMUNICATIONS a. Naples Zoo Traveling Exhibit "Washed Ashore - Art to Save the Sea" - November 17th - April 21st Chair McCann stated November 17th - April 21st is Art Event, she will visit November 15th, Friday kick-off in morning. Businesses signed on for different categories. Event promoting no plastic straws, no single use plastic, do not hand out straws unless on demand. Sculptures made from debris on beaches will be on display at Naples Zoo. Member McChesney stated vendors were directed to not give out plastic bags at Farmers Market (opened today.)
