(4) APPROVAL OF THE AGENDA Change public comment to 3:30 p.m MOTION by Member Tobin, to change Item #7- Public Comment to 3:30 p.m., seconded by Member Anuta, that this Agenda be approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Chair Kirlin, Member Colombo, Member Irwin, Vice-Chair Milner, Member Tobin, Member LaGrotta and Member Anuta (5) APPROVAL OF THE MINUTES ID 18-622 BAC Draft Minutes for October 3, 2018 Attachments: BAC Draft Minutes 3-Oct-2018.pdf MOTION by Member Irwin, seconded by Member Tobin, that thess Minutes be approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Chair Kirlin, Member Colombo, Member Irwin, Vice-Chair Milner, Member Tobin, Member LaGrotta and Member Anuta (6) STAFF COMMUNICATIONS a. Landscape Maintenance Update - Al Benarroch, Affordable Landscaping Deferred to next month. b. Staff Report - Tim Pinter Director Pinter stated Chair Kirlin needs to create a mailbox planting presentation based on BAC recommendations, forward to Director Pinter, then present at City Council meeting. c. Plants Near New City Signs Update Affordable Landscaping created plan showing recommended planting locations for Goodland sign for members review/discussion. Member Colombo stated June 2017, BAC's decision for planting recommendations for Goodland sign were: Seagrape, Cabbage Palms and Sunshine Mimosa, to keep native. City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final November 7, 2018 Discussion session conducted on sign planting recommendations for Goodland/City sign. MOTION by Chair Kirlin, to amend landscape plan by Affordable Landsacping for Goodland sign: Keep Jatropha(s), One Cabbage Palm with boots centered behind sign with four (4) - seven (7) gallon Seagrapes shrubs planted surrounding it, Sunshine Mimosa groundcover in front of sign, keep rip rap, add soil and Flori mulch, seconded by Member Tobin, that this amended Motion be approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Chair Kirlin, Member Colombo, Member Irwin, Vice-Chair Milner, Member Tobin, Member LaGrotta and Member Anuta MOTION by Chair Kirlin to amend landscape plan presented by Affordable Landscape for City Hall sign: Leave Jathropha(s) and White Geiger tree, use many 3G Dwarf Firebush in front of sign planted 3' apart, use (2) Coontie cycads on either side of sign and add soil and level area around sign area, seconded by Member Irwin, that this amended Motion be approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Kirlin, Member Irwin, Vice-Chair Milner, Member Tobin, Member LaGrotta and Member Anuta No: 1- Member Colombo (7) PUBLIC COMMENT (TIME CERTAIN 3:30 P.M.) Nancy Richie - Collier Country Conservation, handed out letter from District City of Marco Island, City of Naples, and Collier County - South Water Management decided to not fund Lab. Wants to get partnership to benefit from contributions of $20,000. Program on "How do residents conserve water on Marco Island". Cost needed is $60,000 to keep going, if no funds, program will be gone. James Nikolich, Water Conservation, Certified NRCS, versed in Fertilizer Ordinance - helps to use and save water from broken sprinkler heads, pipes) and educate home owners. Mobile Irrigation Lab, (non-profit agency) Collier County, has funding issues, unable to evaluate water issues due to lack of funding. Requesting City donate $20,000 to help keep program going, budget always came from State. BAC can request City Council to add budget item donation for FY20 Budget in May 2019. BAC is on board to recommend to City Council to help Mobile Lab with City donation, send to other agencies, Collier County, Big Cypress Basin, etc. . Add to next FY20 budget cycle. More information contact: North Ft. Myers - 239-214-3113. BAC Workshop coming up on Fertilizer in February. (8) PRESENTATIONS - None (9) OLD BUSINESS a. Beach Banners Update - Maria Tobin City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final November 7, 2018 Member Tobin presented three (3) new printed banners for Beach Pedestrian Access. (same print on both sides). Director Pinter will schedule installation for one at South Beach, and two at Madeira, (10) NEW BUSINESS a. Marco in Bloom Director Pinter stated members will be in charge of three (3) events: Choose dates, Create flyers/brochures, Advertise, Vote and Order signs. Member Tobin volunteered to handle for Marco in Bloom event. Application due by end of March 2019, Vote in April, present to City Council in May. Sign for winners with no year, suggestion to be judged from public street. Committee will return next month meeting to confirm dates. b. Arbor Day Plant tree, need location, type of tree and date: Member Milner volunteered with help from Members Anuta and LaGrotta. Need to seek funding for saplings, if not approved, can possibly use City budget. Applying for grant to donate "Keep Collier Beautiful" free trees 1st Saturday in April, Trees will be available April 6th, April 10th for Farmers Market. Last year requested 700 Cabbage palms, Stoppers, and Privettes, will request 1,000 for Farmers Market which was very successful last year. . Types of native tree: Member Milner will reach out to Arbor Day Foundation to ask requirements to recertify for Tree City USA with Proclamation. Tree City recertification application is due December 31, 2018 to include Farmers Market event Can have sub-committee to help. Bring plant suggestions to next month meeting, possibly: Silver Saw Palmetto, or Pyramid Bush. c. BAC Community Presentation Member LaGrotta volunteered with a Sub-Committee. Possible Topics: Fertilizer Ordinance for residents Presenter (1 hr.) Native Plant Society, Naples Need room for February 6, 2019 prior to BAC meeting, date is available. Will come back next meeting with ideas/room availability. (11) COMMITTEE COMMUNICATIONS a. Butterfly Garden Update - Susan LaGrotta Member LaGrotta thanked City for help with garden. She designed tree signs with plant species names with stakes (28 signs @$734.00). Did presentation, paving walkway , and Bike Committee able to access garden. Collier County has demonstration gardens, creates habitat all over island. Calusa Garden Club has tour of garden with brochures, and donated plants.There next meeting is November 30th. Fertilizer Ordinance Workshop Date for November 2018 BAC needs to focus on holding two Fertilizer presentations yearly. Waterways Workshop is with Collier County, task force to look at ordinance in County, maybe Feb. 2019. Director Pinter stated no availability at Community Room in November, focus on fertilizer presentations. Councilman Rios wants meeting with County, BAC voted with consensus. Defer presentation to December 2018. c. Community Forum on Fertilizer Ordinance Proceed with outreach at Farmers Market or video in Community? Suggestions from Members: Need expert Contact media Speaker at City Council meeting Affordable Landscape, late November, early December in order to meet requirements with two (2) public forums on fertilizer ordinance yearly Need someone to reach out to Affordable Landscaping - Yvette Benarroch Before next meeting Dec 5th - Task 1/2 hour presentation beginning of meeting for December 2018. Director Pinter will inform Mrs. Benarroch to attend, Member LaGrotta will create flyer, put on electronic sign. d. Committee Concerns None.
