Pinter, P.E. Thursday, October 18, 2018 9:00 AM Community Room (1) CALL TO ORDER Chair Farnsworth called the meeting to order at 9:00 A.M. (2) ROLL CALL Present: 7- Member Pierce, Member Roth, Member Sokol, Member Woodworth, Member Young, Vice-Chair Parcelles and Chair Farnsworth (3) PLEDGE OF ALLEGIANCE - Led by Member Sokol (4) APPROVAL OF THE AGENDA Chair Farnsworth added two (2) items to the agenda under Item 6 (Staff Communications); marine report by Officer Ferris and a report from Public Works Director Tim Pinter. (It is noted for the record, Member Young is now present for the meeting at 9:02 A.M.) MOTION by Member Pierce, seconded by Vice-Chair Parcelles, to approve the Agenda as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Pierce, Member Roth, Member Sokol, Member Woodworth, Member Young, Vice-Chair Parcelles and Chair Farnsworth (5) APPROVAL OF THE MINUTES This item was deferred. (6) STAFF COMMUNICATIONS Chair Farnsworth opened the meeting by giving a brief report on Monday's City Council meeting where he gave the following recommendations to Council: *hire an engineering firm to look at the next steps towards water quality (process has already begun) *join the Southwest Florida Stormwater Association (the City is already a member) *consider a vacuum program for residential streets (no action taken) *ATONS/PATONS (mentioned and is back on today's agenda) *2 hour meeting time limit (City Manager and Council confirmed the 2 hour time limit) City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final October 18, 2018 Public Works Director Tim Pinter advised the Committee Members he is once again the staff liaison for this committee. He noted because of staff limitations, the Environmental Specialist and Stormwater Engineer will only be attending these meeting when there is a discussion requiring their area of expertise. a. ID 18-584 Swale Maintenance/Budget Public Works Director Tim Pinter held a dicussion on the swale maintenance and budget. He advised there were approximately forty (40) locations of swales regraded in 2018. He noted the 2019 budget contains a value of $25,000. to be used towards swale grading operations throughout Marco Island. He also advised the forty (40) locations done in 2018 utilized the entire budget and if there were more funds, more swales would have been regraded. b. ID 18-585 NPDES Annual Report - Year 3 Public Works Director Tim Pinter provided a summary of the National Pollutant Discharge Elimination System (NPDES) annual report for year three (3) including the public outreach participation and answered the Committee's questions and concerns. c. ID 18-586 City of Marco Island Stormwater Management Program Map Public Works Director Tim Pinter advised attached to this agenda for review is the City of Marco Island Stormwater Management Program Major Drain Basins Map indicating stormwater manholes, stormwater inlets with and without filters, stormwater outfalls, drainage pipes and stormwater basin boundaries. d. ID 18-587 Stormwater Association - 10/1/2018 Public Works Director Tim Pinter advised the Committee Members that the City of Marco Island is a member of this organization but it is password protected and only for City employees. e. Turrell, Hall and Associates (added agenda item) Public Works Director Tim Pinter distributed the proposal from Turrell, Hall and Associates outlining the three (3) pronged approach based on the Committee's recommendations. He noted their proposal has been accepted and a purchase order has been created in the amount of $19,450. The task as listed by Turrell, Hall and Associates is as follows: *research into past water quality data (numberous sources) *create and complete field investigations of waterways and outfalls within Marco Island *create supporting exhibits *complete data analysis *attend meetings as requested f. Marine Report (added agenda item) Marco Island Police Department Marine Officer Josh Ferris provided his report and updated the Committee on working with a salvage company (Brightlink Recovery Services) to remove two (2) sailboats in Factory Bay. (7) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) Ms. Debbie Roddy with Collier County Coastal Advisory Committee (CAC),1860 Watson Road, advised the CAC has formed a sub committee to discuss water quality and invited all to attend their first meeting October 25, 2018 at noon and the regular CAC meeting immediately following at 1:00 P.M. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final October 18, 2018 Mr. Gene Burson with Marco Island Commanders Group,1865 Apataki Court, offered their vessels to take qualified testers off shore to do water quality testing. (8) PRESENTATIONS - None (9) OLD BUSINESS a. ID 18-588 ATON/PATON Discussion Chair Farnsworth advised for the public the acronym for Atons and Patons; Aids to Navigation (ATONS) and Private Atons to Navigation (PATONS). Public Works Director Tim Pinter updated the Committee and the community on the following: *actively reviewing and replacing markers within Marco Island jurisdiction since 2016 *over 100 Atons/Patons markers throughout Marco Island *responsibilities are limited due to an interlocal agreement with Collier County *Collier County and the State of Florida are responsible for: Big Marco River, Caxambas Pass, Capri Island Pass, Caxambas Bay, Picket Fence and most of the areas down south *Marco Island is responsible for thirty-two (32) markers; Collier Creek, Collier Bay area, Smokehouse Bay, Smokehouse Creek, Factory Bay and possibly Sanctuary Sound *seventeen (17) markers in Collier Creek/Collier Bay area in good shape, except marker #6 - damaged by Hurricane Wilma requires a new post - will need to be repaired by a private contractor *Marco Island maintains 19 "No Wake", 4 "Shoal" and 12 "Idle Speed" signs *works off a "Waterways Sign Booklet" submitted by the Waterways Advisory Committee in 2006 *will not replace markers on private property or illegal *will maintain markers that approach a main body of water *$15,519. spent between 2016, 2017 and 2018 on repairs and improving the 32 markers He commented going forward, Marine Officer Josh Ferris will be going out with staff from Public Works next week to compile a complete inventory to coordinate the list presented to Waterways Advisory Committee and answered the Committee's questions and concerns. Public Comment: Ms. Debbie Roddy, Collier County Coastal Advisory Committee Member, said she follows up with Collier County every four (4) weeks and it is still going through the permit process. She will continue following up and asked the Committee not to antagonize them as she has a good working relationship with them. ID 18-589 ATON/PATON Motion (Parcelles) This item was tabled till the end of the year. b. ID 18-590 Street Sweeper/Vacuum (Roth) Committee Member Roth held a discussion on street sweeping and vacuuming. Public Works Director Tim Pinter advised he is researching options on purchasing the equipment or contract out for this service. ID 18-591 Public Information Booth (Farnsworth) Chair Farnsworth commented on how to conduct public information. He suggested placing a booth at the Farmer's Market to pass out literature. Following discussion, it was determined by unanimous consensus to move forward. Public Works Director Tim Pinter advised the Committee that the Bike Path Volunteer Committee already has this in place and it needs to be coordinated with them. Chair Farnsworth will forward to the next agenda for discussions on plans, dates and concepts to address and recommended Committee Members forward their suggestions to Mr. Pinter and not to send correspondence to the Committee Members due to the Sunshine Law. (11) COMMITTEE COMMUNICATIONS Chair Farnsworth held a discussion on the future agenda. The public information discussion will be added to the next meeting. Member Young requested a field trip to observe the functions of the Sun Tree Filter System. Member Woodworth asked what the roles and responsibilities are for the Environmental Specialist. Member Young will present a position paper on reuse water. MOTION by Member Woodworth, seconded by Member Young, presentation from Marco Island Police Captain Dave Baer on enforcement process and procedures regarding fertilizer complaints and other complaints related to the waterways. NO VOTE TAKEN ON THIS MOTION MOTION by member Woodworth, seconded by Member Young, to ask the City Manager to authorize Marco Island Police Captain Dave Baer to attend a Waterways Advisory Committee meeting.
