Endangered Species Ordinance Update - Tonia Selmeski Ms. Selmeski stated January 7, 2019, City Council approved Endangered Special Ordinance. Stiffer penalties to deter issues with contractors were enacted to protect City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final January 16, 2019 Advisory Committee endangered species and habitat. Discussed reaching out to FWC with biologist to provide workshop and literature to distribute to realtors, partner toward positive outcome. Ms. Selmeski will research educational signs, will add to next month agenda. Vice Chair Lamb stated $10,000 was approved for committee to use for committee issues. c. Iguana Trapper Update - Tonia Selmeski Ms. Selmeski stated City trapper (started November 30th) is working seven (7) weeks, once a week. He trapped and removed over 100 iguana's. If iguana sighted, contact Ms. Selmeski and she will contact trapper. Half budget ($5,000) was used for his salary, will continue until funds are exhausted, then seek approval for more budget funds, can try to increase budget to $10,000 next year. d. Red Tide Update - Tonia Selmeski Last round of testing done Monday, not received update yet, not posted on website. Last week no red tide, high count of red tide ten (10) miles off shore of Marco Island. Can change depending on wind conditions shifting, will bring updates to next meeting. Vice Chair Lamb - William Mitstch, Professor at FGCU, presented findings of Everglades last Thursday evening. Ms. Selmeski will reach out to him on findings caused by nitrate fertilizer, will ask if he can present at meeting or share data with committee. e. Beach Signage Update - Tonia Selmeski Ms. Selmeski ordered four (4) "No Plastic Straws" beach signs. Once approved for payment, will contact distributor to install within three (3) weeks. Ms. Selmeski will send mock sign to BchCRAC, stating "No Plastic Straws" on South Beach and Tigertail, will inform Collier County. f. Urban Bird Treaty Update - Tonia Selmeski Ms. Selmeski reached out to Audubon, due to change in staff at AWE and impending deadline, this project will not be pursued. Take off agenda, maybe next year, looking for other opportunities for grants. g. Fertilizer Ordinance Update - Tonia Selmeski Brief update: Director Smith met with City Manger Harden last week, will bring back information to next month meeting. Joint meeting for Fertilizer Ordinance with Naples and Collier County on February 5, 2019 to work on ordinance. Meeting with City of Naples Friday, can provide more information when closer to workshop. Goal of workshop is to develop one ordinance for Naples, Marco Island and Collier County. Ms. Selmeski will inform committee of results of workshop. Vice Chair Lamb noted Marco Island residents are in favor of stricter fertilizer ordinance. Nitrogen in waterways is easiest to control, Collier County & Naples should concentrate on sewer problems. City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final January 16, 2019 Advisory Committee (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) Andrew Tyler, Scientist (MI resident) attended presentation by William Mitsch of Florida Gulf Coast University, Florida (FGCU) with expertise in: Ecology and Limnology, reducing Nitrogen Loading to Gulf of Mexico from Mississippi River Basin: Strategies to Counter a Persistent Ecological Problem. Mr. Tyler emailed professor with concerns, wants to share outcome with committee. Ms. Selmeski attended City Council meeting regarding signage, can have presentation at another BchCRAC meeting. Enforcement needs positive enforcement or criminal penalty. Keep it simple, make space for temporary signage for red tide or beach closures. Post signs at seven (7) beach entrances 2 Tigertail, South Beach, Madeira, Marriott, Hilton and Residents Beach. Jim Timmerman updated Mackle Park pond project, invitation sent to Jerry Miller, MIA, on Seacrest project. Visits made on assessment on Mackle Park lake, will structure meeting with Mr. Miller, Vice Chair Lamb with assessment visits done, baseline for vertification of conditions with student testing starting with project. Yesterday finalized with National Geographic. "Constructure Certification Course". Joining Seacreast on February 15, 2019 in afternoon, great program with MIA attending, FL SW state College attending. Positive event to become a certified instructor. Will forward information to Ms. Selmeski to forward to committee. Thanked committee for support. Vice Chair Lamb - Committee has outreach summer program on enforcement, encouraged committee to sign up, Chair McCann and Vice Chair Lamb signing up. (8) PRESENTATIONS a. Educaton Department Staff - "Washed Ashore" Exhibit at Naples Zoo Ms. Graisen presented exhibition on giant art sculptures made of plastic debris on Pacific Coast. Artist Possey came up with idea, and created sculptures from trash found on beach. One million plastic bags used every minute, only 10 are recycled. One million seabirds are killed annually from oceans, 88% plastics still exists in all forms, half million straws are used everyday, 2015 will be more plastic than fish in ocean. Art debris is displayed at Naples Zoo to awaken senses, help gain attention and promote solutions. Created trading cards for each sculpture with details to help with plastics program. Last night showed "Plastic Ocean" movie at Mackle Park was very impactful. b. Audubon, Adam Dinuovo - Black Skimmer Presentation Mr. Dinuovo was not in attendance. c. BchCRAC Members End of Service 2/1/19 Chair McCann thanked Members Eastman and McChesney for serving on committee (terms expired 2/1/19), waiting for newly appointed members. (9) OLD BUSINESS a. 2019 BchCRC Goals Ms. Selmeski stated once new committee members are on board, will send email to City of Marco Island Florida Page 3 Beach and Coastal Resources Meeting Minutes - Final January 16, 2019 Advisory Committee discuss at next month meeting. b. Volunteer Beach Steward Program - February 6, 2019 at Mackle Park Ms. Selmeski stated City does support committees, she is not contact person, only oversees program, and committee should remove City logo, also, too costly for City to create an additional public email address for members to access. Ms. Selmeski will further discuss with City Manager Harden to accomplish this successful program to continue. Vice Chair Lamb - Monthly beach clean ups are supported by MIPD. Steward program received numerous awards, committee is certified by National Geographic, presentation states City of Marco Island is recommended by BeachCRAC and MIPD department. Member McChesney requested members attend City Council meeting or discuss topic with City Manager Harden. Member Eastman stated there should be no discussion on Ms. Selmeski role. Ms. Novak represents committee or go to City Manager to get past in order to use City logo. Public Comment: Patricia Soul, resident who served on City Council in Minnesota has some knowledge of water, attended Planning Board and City Council meetings. Get involved with City, become unifier, why City would remove logo or support is poor choice. Not Ms. Selmeski fault, City states her responsibilities. Marco Island relies on water, brings in revenue, keeps water healthy, presentation was appreciated, Governor State of FL - speaking about red tide and algae. Resident recommended City to reconsider position. Chair McCann will look into email address. (10) NEW BUSINESS a. Central Beach Regrade Project (It is noted for the record, the items on the agenda appear in numerical order in the minutes). Moved Item 10.a. after Item 5 to accommodate Ms. Roddy. Debby Roddy reported after five (5) years, she was happy to report, Collier County voted unanimously to pass regrade project. Working on easements to start mid February. Thanks to lobbyist, paid by state funds, not tourist tax dollars. Chair McCann stated section of beach will be closed throughout project, beach access from South Seas towers to north of Marriott Beach Resort. Project uses sand (hopefully, sand with less shells) from water and places on beach for more natural flow, can only work at low tide. Collier County needs to communicate with condominiums on beach usage closure. Ms. Selmeski meeting next week with Collier County and condominium project managers. City will provide more definitive time frame from beginning to completion date. (11) COMMITTEE COMMUNICATIONS City of Marco Island Florida Page 4 Beach and Coastal Resources Meeting Minutes - Final January 16, 2019 Advisory Committee Chair McCann viewed "Plastics Movie" at Mackle Park, people in attendance plan on making changes. Member Lamb - single toxic trash is cigarette butts, have no smoking signs on beaches. Member Eastman stated there is state effort to ban smoking on beaches. Promote resolution to make changes. He will forward to members. Member McChesney - thanked Katie O'Hara, Chamber of Commerce for cleaning up beach and separating debris. Next clean up is February 9, 2019 at South Beach at 8:00 a.m., sponsored by Vacasa Homes. Last beach clean up was sponsored by J.W. Marriott. Sponsors need ten (10) people to help clean up. Vice Chair Lamb - three (3) light posts at Tiki at J.W. Marriott need checking, Ms. Selmeski will look into it. (12) ADJOURNMENT Meeting adjourned at 10:57 a.m. 5 people in audience.
