New member Donald Bonica introduced himself. (5) VOTING - CHAIR/VICE CHAIR Chair McCann thanked committee for serving her last two years as Chair. Member Novak nominated Vice Chair Lamb. Clayton Smith City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final February 20, 2019 Advisory Committee Lt. Smith reported 63 beach patrols for January, totaling 100 hrs. with 142 events. Seeing more dogs on beach, trying to schedule training class (will contact Tallahassee, FL) to learn how to make contact with dog owners. Lt. Smith stated he does not visit beaches frequently, hiring process moving forward. Any questions, contact Captain/Chief to have more patrol on beaches. If injured animal(s) on beaches, contact MIPD. MIPD calls FWC, then tows animal(s) to Caxambas Boat Ramp or station on Shell Island depending on condition of animal, will fly elsewhere. b. Endangered Species Ordinance Update - Tonia Selmeski Ms. Selmeski updated revisions to new ordinance for all contractors with Collier Building Industry to share with their contractors on changes and how changes affect them. Sending email blast, CBIA will share through newsletter to reach everyone, joint workshop with FWC, and emails in database for permit system to reach contractors and developers. Feedback on trash on vacant lots, trash not being contained, it spreads in waterways and burrows. Ms. Selmeski spoke to residents, worked with Realtors Association to reach out to more individuals to share information. FWC created pamphlets on "Know Before You Build". No ordinance passed, need code enforcement to approach. Training season coming up on what to do, what not to do when encounter owls/tortoises/eagles/ospreys on vacant lots. Audubon Everglades (Western Everglades) has brochures regarding owls which are free. c. Iguana Trapper Update - Tonia Selmeski City originally had $5,000 to hire trapper November 30th, contract funds exhausted 2 weeks ago. 125 iguanas were trapped on 30-40 properties daily. City Council approved $15,000 additional funds to cover cost to pay trapper until September 2019. If resident has iguana on property, call Ms. Selmeski, and she will contact FWC/trapper. Chair Lamb requested another workshop to help landowners avoid trapping costs. She suggested using $5,000 (of $15,000 trapper funds) to educate public with workshops/brochures, using different trapping methods, purchase traps, and ways to dispose of iguanas legally. Ms. Selmeski stated FWC has presentation of their website on how to deter iguanas from property which can be presented again with other species, and have discussion on how to maintain on Marco Island. Can reach out to FWC in season, if further education is needed, hand out brochures to hotels, etc. Member Bonica will inquire about wildlife liability. Josh Ferris, Marine Police Officer stated iguanas are good swimmers, can't get too close, move quickly. No close encounters, see all the time, they hang out of edges of sea walls. Lt. Smith stated if residents take matters in own hands, there are problems, found pellets and windows shot out. d. Red Tide Update - Tonia Selmeski As of last week, Collier County has not posted latest data, no red tide is present in Round City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final February 20, 2019 Advisory Committee Key. Report of fish kill south of area. Marco Island north, red tide not present, it can change, do not have up to date numbers. e. Beach Signage Update - Tonia Selmeski Beach signs order placed with vendor, delivery within few weeks, then will post. f. Fertilizer Ordinance Update - Tonia Selmeski After much discussion, Collier County, City of Naples and City of Marco Island will go their separate ways on developing a fertilizer ordinance. Representatives from all three government entities had conflicting views on when to fertilize and needs for their own community were different. City Council is looking to hold a workshop on water quality issues on March 18, 2019. g. Collier County Marco Island Central Beach Re-grade Project - Tonia Selmeski Ms. Selmeski reported a lot of activity north of Residents Beach for this project. If have questions or need update contact Ms. Selmeski or Director Pinter. Burrowing Owls and gopher tortoises were found in dunes, new places were found for them to thrive and live. Owls breeding season is February 15, 2019 – July 10, 2019. Sequence of work (in particular, sand placement in the dunes) was changed to be conducted first so it could be done before the breeding season started. This allowed them to work up to 10’ buffer if needed (which is required outside of the breeding season). If sand placement happened later on in the sequencing, they would have to have a setback from burrows of 33’ which is breeding season setback for burrows. FWC staff has been working closely with Collier County staff and the contractors regarding the setbacks from burrows. Ms. Selmeski reported regrade work to be completed by April 15, 2019. Contractors are aware of sea turtle nesting season starting May 1, 2019, Collier County sea turtle staff will be patrolling beaches before April 15, 2019 making sure nests do not exist. Collier Shorebird Steward Presentation - Kim Savides Ms. Savides, Contract Biologist is partnered with Fl Audubon, presentation provides public education on shorebirds on beaches. 235 birds were recorded, diverse bird life, and they are here in winter. Injured species are taken to Conservancy for treatment. Black Skimmers - Not good to run through flock of black skimmers, they sleep and rest City of Marco Island Florida Page 3 Beach and Coastal Resources Meeting Minutes - Final February 20, 2019 Advisory Committee in day time, do not wake up. Drones flush birds, and are hunted by falcons, and are state threatened birds. Royal Tern, Sand Tern - have colored leg bands to study how long they live, and determines their original location. Tigertail Beach has lower numbers of birds this year due to red tide. On Residents Beach, public and vendors are more aware of importance of birds. Beach Stewards observe more without disturbing birds, not too many Beach Stewards on Marco Island. If requested by committee, Ms. Savides can arrange for a separate workshop on protecting shorebirds. Conservancy of Southwest Florida, Fertilizer Ordinancre Workshop Presentation - Kelly McNab Environmental Planning Specialist from Conservancy of SW FL presented Stringent Local Fertilizer Ordinances: Water quality in Collier County: 1. Fertilizer contains nutrients 2. Rainy season on regular basis, fertilizer washes off lawn into waterways 3. Use reclaimed water, feed lawn with iron/potassium 4. 4lb. cap on fertilizer easier to enforce and still satisfies requirement Fertilizer Ordinance states to use FL Friendly Landscape (FFL) plantings on new housing, it does not state on existing housing. Chair Lamb stated FFL was discussed at City Council meeting last evening. Affordable Landscaping is renewing 2019 contract, and will include FFL in proposal to replace older landscaping. (11) OLD BUSINESS a. 2018 Goals Committee discussed revisions to 2018 Goals for approval to forward to 2019 Goals. Chair Lamb stated 2016 Naples City Council unanimously passed resolution to ban smoking on beaches and public properties. January, 2019, bill was filed in Florida Senate by Senator Joe Gruters to ban smoking in Florida's public beaches. If passed, violators will be fined $25 or 10 hours of community service. Chair Lamb contacted Mayor Bill Barnett, Naples on how we can partner with Naples on this initiative. She met Senator Gruters inquiring how we can support bill. Senator Gruters suggested to contact Florida State Senator Passidomo and Representative Rommel. b. Volunteer Beach Steward Program - Update on training program held on February 6, 2019 Small group of enthusiastic people turned up wanting to help beaches stay clean and City of Marco Island Florida Page 4 Beach and Coastal Resources Meeting Minutes - Final February 20, 2019 Advisory Committee safe. Future meetings need more outreach with advertisement. Continual project, will do better next time. Some people do not want to be on schedule, only give as much as can, any time volunteers can give will help. Chair Lamb suggested revising and handing out brochures to advertise. (12) NEW BUSINESS a. Trash bins in front of condominiums along beach Member McChesney will reach out to have additional standard trash cans on beaches with spring loaded lids to deter crows. (13) COMMITTEE COMMUNICATIONS a. Beach Clean-Up Next scheduled beach clean-up is Saturday, March 9, 2019 at South Beach, sponsored by Power Squadron.
