Pinter, P.E. Thursday, February 21, 2019 9:00 AM Community Room (1) CALL TO ORDER Public Works Director Tim Pinter called the meeting to order at 9:00 A.M. (2) ROLL CALL Present: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade (3) PLEDGE OF ALLEGIANCE - Led by Public Works Director Tim Pinter (4) ELECTION OF CHAIR (Editorial History: The Chair shall call for nominations, which do not require a second. A nominee may decline the nomination. The Chair may exercise the prerogative to nominate. Nominations should continue until there are no further nominations. Discussions may follow each of the nominations and of the entirety of nominations. When no further nominations are forthcoming, the Chair shall close the nominations and call for a vote. The vote shall be in the order of the nominations received. If there are more than two candidates nominated, it is possible that, following the vote, no candidate will receive a majority (4) of votes. If there are three (3) or more nominees, the nominee receiving the least number of affirmative votes will be dropped from consideration, followed by a second vote on the nominees receiving the most votes. In the event that neither of the remaining nominees receives a majority vote, or in the event of a tie vote, the Chair shall reopen nominations followed again by a vote in order of nomination. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade (6) APPROVAL OF THE MINUTES ID 19-064 January 17, 2019 Waterways Advisory Committee Meeting Minutes MOTION by Member Sokol, seconded by Vice-Chair Crain, to approve the January 17, 2019 Waterways Advisory Committee Meeting Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade (7) STAFF COMMUNICATIONS a. Turrell, Hall and Associates Water Quality Update (Public Works Director Tim Pinter) Public Works Director Tim Pinter provided an update regarding the Turrell, Hall and Associates water quality report. He advised the City received their report and Interim City Manager David Harden has directed staff to forward the report to the Waterways Advisory Committee for their review. He noted this will be discussed at length on March 18, 2019 at 1:00 P.M. during a City Council Workshop and the Committee has been asked to attend the workshop meeting to provide their input. Staff will be presenting their comments to the City Manager prior to the meeting and it was recommended that the Committee reserve their comments until the workshop. It was determined the Committee Members will send any correspondence to Public Works Director Tim Pinter who is the liaison for the Committee and not amongst themselves. He will forward their correspondence to the other Committee Members so there will be no Sunshine Law violations. Public Works Director Tim Pinter also advised he will be presenting water quality testing as part of the budget package this year to increase the testing to monthly and add the additional parameters. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final February 21, 2019 Public Comment: Mr. Sam Young, 191 Lamplighter Drive, advised he is working with Interim City Manager and the University of Florida scientist to bring grad students to do surveys, analysis and point source testing. He provided the cost for additional testing. Mr. John Moore, 679 Thrush Court, said the three (3) topics for testing were; add turbidity at the time of testing, tidal action and any recent precipitation. He noted the lack of seagrass beds in the general area. MOTION by Chair Woodworth, seconded by Member Wilson, to recommend that City Council begin now, monthly water quality testing, add turbidity to the testing and add Landmark Bay as a test site. THE MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade (8) PUBLIC COMMENT Mr. John Moore, 679 Thrush Court, believes there was poor water quality in the canals before the hurricane and the odor coming from the canals is getting significantly worse since Hurricane Irma. He suggested testing, an enforceable fertilizer ordinance, better job with swale maintenance and increased laws for landscapers. Mr. Phil Wanzenberg,1854 Woodbine Court, established credibility for himself and asked why we are having problems. He said as data is collected with undeniable conclusions, Council can not walk away from or deny it because it will be part of the public record. (9) PRESENTATIONS - None (10) OLD BUSINESS a. Quality Water Testing Report Discussion (Environmental Specialist Tonia Selmeski) ID 19-078 Rhonda Watkins Email Environmental Planner Tonia Selmeski provided responses from Collier County Environmental Specialist Rhonda Watkins regarding the Committee's questions from their last meeting in reference to water quality testing and the pollution control lab for Collier County. It is noted for the record, Ms.Rhonda Watkins responses can be viewed by clicking File ID 19-078. b. Public Information Booth Discussion Public Works Director Tim Pinter inquired if the Committee Members wish to continue discussions on a public information booth to be held at the Farmer's Market. Following discussion, it was determined that Staff will gather all current brochures pertaining to water issues and gather facts of all information available before moving forward with the public information booth. City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final February 21, 2019 Public Comment: Mr. Sam Young, 191 Lamplighter Drive, said the poster child for bringing back a waterway is Tampa Bay in which the community came together and he will try to obtain more information. c. Save the Swales Discussion ID 19-029 Brochure Public Works Director Tim Pinter advised the Committee Members that this brochure is being sent out to approximately 1,260 new residents on Marco Island as part of the requirements for the MS4 Permit in the next seven (7) to ten (10) days. The Committee Members will forward their comments directly to Mr. Pinter so he forward to the City Manager and incorporate any changes into the last edit. (10) NEW BUSINESS - None (11) COMMITTEE COMMUNICATIONS Chair Woodworth distributed a document where he listed by bullet points the action and discussion items of the Waterways Advisory Committee. It was suggested each Committee Member prioritize their items to focus on a direction for the Committee. He also is requesting Captain Dave Baer attend a Waterways Advisory Committee meeting to discuss enforcement of code violations. Vice-Chair Crain believes the homeowner should take it upon themselves to speak with their landscapers and make sure they are obeying the laws. He suggested a discussion on rain barrels. Committee Member Wilson is of the opinion that communication needs to be two sided; friendly and also educational citing ordinances and penalties. Public Comment: Mr. Sam Young, 191 Lamplighter Drive, recommended a Waterways Watch Canal Program and suggested landscapers utilitze a bag when mowing by the canals.
