(1) CALL TO ORDER
Chair Kirlin called meeting to order at 3:01 p.m.
(2) ROLL CALL
Present: 7- Chair Kirlin, Member Colombo, Member Irwin, Member Keeling, Member Czarnecki,
Member Tobin and Member Strungis
(3) PLEDGE OF ALLEGIANCE
Led by Chair Kirlin.
(4) VOTING - CHAIR/VICE CHAIR - CITY CLERK, LAURA LITZAN
Led by Tim Pinter to nominate committee Chair/Vice Chair member, can accept or deny nomination.
Voting for Chair:
Member Tobin nominated Chair Kirlin to continue as Chair, he accepted nomination. Vote 6-1.
Member Colombo nominated Member Keeling for Chair, she denied nomination.
Voting for Vice Chair:
Member Strungis nominated Member Irwin for Vice-Chair, she accepted nomination. There were no other
nominations. Vote 7-0
(5) APPROVAL OF THE AGENDA
MOTION by Member Irwin, seconded by Member Strungis, that this be approved.

(7) STAFF COMMUNICATIONS
a. Landscape Maintenance Update - Al Benarroch, Affordable Landscaping
Mr. Benarroch reported cutting back on muhly grasses, sprinklers working fine, repaired
pipes at Jolley Bridge, and trimmed palms. Director Pinter will list trees and plantings
needing removal.
Member Strungis inquired from (last month meeting) resident, at Duchess Condominium,

220 South Collier Blvd, reporting medians, plantings, grass and bushes needed
improvements. Mr. Benarroch stated a sprinkler system is located near Duchess.
Bouganvillas were attacked by insects are starting to bloom.
b. Staff Report - Tim Pinter
There was no Staff Report.
Need ways to improve issue from litter on main drag, no alternative per Director Pinter.
Staying with Affordable Landscaping to clean up and maintain as scheduled. Total price
was $250,000 for replacements for medians on Collier Boulevard, plants ruined during
hurricane and dying. Median maintenance slowed down due to traffic.
Director Pinter stated no budget left for medians on South Barfield for replacements. City
Council cut back funds to $10,000 for Marco in Bloom, Community Presentation, and
Butterfly Garden. Director Pinter will provide budget and forward to committee. BAC will
discuss FY20 budget requests, then Chair submits to City Council for approval.

(10) OLD BUSINESS
a. 2019 Marco in Bloom Update - Maria Tobin
Member Tobin launched advertisements this week with Gazette newspaper with
nomination form as regular publication. Press Release sent to Marco Eagle, Coastal
Breeze, public radio station, and social media with colored photos.
Winners yard signs will be similar as in past, only revising background with flowers,
keeping year on sign. Nomination form will include Institution category and gated
communities are not included.
Flyer can be picked up at City Hall, Mackle Park and Chamber of Commerce.
b. 2019 Arbor Day - Tree Planting
Chair Kirlin stated Vice Chair Irwin handling event with Mr. Benarroch for planting first fruit
tree in Food Forest. Type of tree and location will be determined at next meeting.
c. Format Letter to City Council on Deciduous Trees
Chair Kirlin gave presentation to City Council to not use deciduous trees on island, to
focus on R.O.W., (such as: Crate Myrtle) and prevent future planting of species. City
Council agreed, no reason to have these trees in focal point areas. Will be drafting
landscape development plan with Director Pinter.
Director Pinter stated on March 4, 2019, at City Council meeting, City Manager Harden
gave direction to work with staff on rewriting Landscape Ordinance and to clarify for public
only, not City properties.

Committee discussed procedure to add information to City website needing permission
from City Manager to post documents, and will speak to staff if documents are important
enough to add. Same policy to post Tree Policy.
Mr. Benarroch suggested BAC view University of FL website for more information on
deciduous trees.
Director Pinter reported a wrong statement was given previously on replacing trees, and
shrubs in medians.
Correct total is $65,000. Chair Kirlin stated to add $65,000 for replacements to FY20
budget.

Chair Kirlin updated: City Manager directed to add topic to agenda, still against Rules of
Order.
Unable to view presentation today, table for next meeting.
b. Tree Policy Discussion
Chair Kirlin stated City Council approved unanimously (12 points) to build on type of trees
to use. Post to City website, trees do better under hurricane situations. Shady Lady's (if
trimmed prior to hurricane wind) will not usually come down.
Mr. Benarroch stated hurricane damage of trees depends on direction of wind. Arborist
watches workers trim trees properly on all lower/top branches, and LCEC also trims.
Trimming is twice year (April/October) within ordinance standards.
(12) COMMITTEE COMMUNICATIONS
a. Committee Concerns
Member Strungis inquired of last months discussion on litter on streets, debris from
construction, and tree trimming needing more policing.
Director Pinter stated Affordable Landscaping only cleans medians and sidewalks,
property owners responsible for swales. Community needs to identify and call code
enforcement to take care of repairs or debris in area. Possibly use " Adopt a Road" to
keep areas clean of debris, or use another committee to clean up island four (4) times a
year (similar to beach clean-up).
Mr. Benarroch stated San Marco Road is cleaned up twice monthly, Collier Blvd. once a
week, only beaches are cleaned daily, and Affordable only cleans medians.
