Chair Lamb concerned sea turtle season compliance not being monitored, need to communicate with enforcement. b. Endangered Species Outreach Update Ms. Selmeski stated ordinance was updated and created new City website with highlights of ordinance, sent out email to 950 contractors including reason for reaching out and City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final April 17, 2019 Advisory Committee highlighting new ordinance and vacant lots with trash, debris and parking issues. Coordinated with Collier County Building Industry Association for a three (3) prong outreach approach. Chair Lamb thanked staff for outreach for Gopher Tortoises at Farmers Market with electronic signs on Barfield. Captain Dave Baer and volunteers informed community of Gopher Tortoise Day, April 10th celebration day. Will add to future for participation with follow up with FWC and use Farmers Market as marketing tool. Linda Haslinger and IT helped run Gopher Tortoise slides on TV Channel 93, signs were also on Winterberry Drive. . c. Iguana Trapper Update Ms. Selmeski reported trapper is on Marco Island every week, trapped/removed 75 iguanas this month and continues to remove large females with eggs, trapper will be here until funds run out. d. Red Tide Update Water is clean, no respiratory issues. e. Beach Signage Update "No Plastic Straws" signs posted on public beach access at Madeira and Crystal Shores. Coordinated with FL Dept. of Health with free "Keep Tobacco Free" beach signs ordered with City of Marco Island logo on signage. f. Fertilizer Ordinance Update Ms. Selmeski received two permits, one from Affordable Landscaping, another from another landscaping company, two signed up for fertilizer program. g. Collier County Re-grade Project Update Ms. Selmeski keeps in touch with Collier County weekly to review status of project. h. Gopher Tortoise Update See 6.b. & 9c. i. Sea Turtles See 6 b. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) Andrew Kirlin, Beautification Advisory Committee (BAC), Chair reported his street has huge iguana issue with mother iguana with many baby iguanas and needed to know to deal with them humanely. Ms. Selmeski stated to contact her trapper (after home owners permission) to enter property. Property owners can hire trapper on own. Trapper on island once a week. Andrew Tyler, 58 North Collier Blvd, is GT population sustainable; survey will be useful as public information. Ms. Selmeski has not received Collier County approval for beach signs on South Beach or Tigertail City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final April 17, 2019 Advisory Committee Beach. If Collier County bans straws, will need change in ordinance. Maybe add banner at entrance of beach. Fertilizer ordinance update - contractor decals are different, need fertilizer permit if using fertilizer on property. Member McChesney questioned if monies from fines go to fund iguana removal Ms. Selmeski will discuss moving funds to pay iguana trapper with Director Smith and City Manager. Andrew Kirlin questioned Tobacco signage, Ms. Selmeski informed him these signs are deterrent only. Andrew Kirlin questioned Plastic Straw signage on South Beach/Tigertail Beach being approved by Collier County. Ms. Selmeski stated we have not received Collier County approval for signage, but if Collier County wants to ban plastic straws, they will need to change their ordinance. Marco's ordinance is for restaurants adjacent to our beaches. Permits- consider landscapers park trucks in swale risk to owl nests. Mr. Zambrano - Terns have nested in Emerald Beach 2018, black skimmers. regrading will help. Owls may keep birds from nesting. Encourage mowing, need to prove if detriment to owls, educate landscapers, keep distance. Ms. Selmeski stated City ordinance prohibits parking too close to (33 ft) owl or GT, call Code Enforcement, need awareness. (8) PRESENTATIONS Comment - Andrew Tyler, 58 No Collier - Gopher Tortoise tu for participation. How many gopher tortoise remain, who is responsible - how many remain or to move to another location. a. Burrowing Owl & Critical Wildlife Areas - Ricardo Zambrano - FWC Lead Biologist ID 19-233 Burrowing Owls/Critical Wildlife Areas Presentations Attachments: Burrowing Owls in Florida-Zambrano_part 1.pdf Critical Wildlife Areas-Warraich_part 2.pdf Richard Zambrano presented on Critical Wildlife Areas and Burrowing Owls with questions and answers from members. Posted educational signage on five (5) Collier County locations on Marco Island: Rookery Island, Big Marco Pass, Caxambas Pass, ABC Islands, and Second Chance. Other bird islands: Kice Island, Keewaydin Island, Morgan Island, and Cape Romano. Unmanned Drone Wildlife Protocol for COMI ID 19-216 Drone Wildlife Protocol Attachments: Drone Protocol for Marco's Wildlife.pdf Adam DiNuovo, Audubon referred to Airborne Hunting Act (AHA) which includes regulation on Drones regardless of state or local ordinances. AHA can be enforced in harassing wildlife on Marco Island. Richard Zambrano - Captain Baer enforces if flushing is violation. Ms. Selmeski will clarify ordinance with Captain Baer if applies to in flight or landing, will discuss further. Article is guide only on protection to wildlife. Migratory Bird Treaty Act is also good reference. c. Gopher Tortoise Survey - Scope of Work Discussion ID 19-217 Gopher Tortoise Survey Attachments: Gopher Tortoise Survey.pdf Chair Lamb requested guidance on spending funds for survey, agency to help with Gopher Tortoises (GT), received approval from City Council. Jean Hall, Owl Watch Program Manager mentioned Brad Cornell, Audubon would have project for Gopher Tortoises on Marco Island. She does not want to share Owl map (on GT locations) with public due to fear of list being misused, data list can also include GT locations. Mr. Zambrano stated GT are no problem coming here, issue is poaching, FWC is public information, see maps. Chair Lamb stated on going discussion, no decision right now. Waiting to see how Audubon, (Brad Cornell) includes GT into their program. (10) NEW BUSINESS a. Preliminary Discussion on proposed Burrowing Owl Grant Program ID 19-218 Burrowing Owl Grant Attachments: Burrowing Owl Grant.pdf Harbor critical part of this incentive program for starter burrows. Need input from FWC/Audubon. Alli Smith, Audubon biologist stated stater burrows are free to homeowners, just holes in ground until owl moves in, start using for nesting and shelter for 5 years. Ms. Selmeski stated incentive good idea, any perimeters to remove starter burrow, more harm then good, encouraging people to put in starter burrows, then pay to remove City of Marco Island Florida Page 4 Beach and Coastal Resources Meeting Minutes - Final April 17, 2019 Advisory Committee burrows, pushing to another area. 345 parcels on Marco Island nesting. b. Mackle Park Lake Ms. Selmeski reported overgrowth of Hydrilla. Fifty carp stocked in lake to eat away vegetation, wait 2-3 months to see if difference. City found funding to use for one time strong herbicide application. Open outlet was closed off to prevent brackish water coming in to lake. Chair Lamb opposed additional herbicide, concern of appearance of lake, and poisoning pond for recreation. c. Summer Schedules Vice Chair Eastman requested members review summer vacation schedules and bring back next month to discuss whether or not to cancel summer meetings. (11) COMMITTEE COMMUNICATIONS a. Beach Clean Up Member McCann reported next clean-up May 4, 2019 at 8:00 a.m. on South Beach. There was coastal clean up at Tigertail last weekend. T-shirt supply is low, funded by donations from businesses and individuals from island. Originally had 2-1/2 year supply, can do same, or another idea. Ask groups, clubs on island for donations. Member McCann will get design and setup with different prices due to size and location of name on back of shirt. She will give to Ms. Selmeski with sample letter. b. Trash Containment on Beaches - Listed Special Ordinance requirements Sand Dollar Island listed on social media. Ms. Selmeski will reach out to Dave Baer, to appreciate effort. c. Beach Brochures Member McCann has 2 beach brochures, one lists all Marco Island beaches, second is kids brochure. Brochures distributed to Chamber of Commerce, Mackle Park and City Hall. Ms. Selmeski will order 1,000 beach brochures, Another brochure is for different wildlife on island. Will discuss at next month meeting under "Environmental Pledge". d. Chamber of Commerce Junior Leadership Program Chair Lamb plans on taking group across Tigertail Lagoon to Big Marco Pass (second year BAC involved) helping celebrate Earth Day on Monday, April 22, 2019 at 8:00 a.m. (12) ADJOURNMENT Meeting adjourned at 10:59 a.m. Seven (7) people in audience.
