Pinter, P.E. Thursday, April 18, 2019 9:00 AM Community Room (1) CALL TO ORDER Chair Woodoworth called the meeting to order at 9:00 A.M. (2) ROLL CALL Present: 6- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade Absent: 1- Member Roth (3) PLEDGE OF ALLEGIANCE (4) APPROVAL OF THE AGENDA Public Works Director Tim Pinter removed Item 8-c (Swale Restoration Costs) from the Agenda due to not having the information back from the contractor. MOTION by Vice-Chair Crain, seconded by Member Sokol, to approve the Agenda as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade Not Present: 1- Member Roth (5) APPROVAL OF THE MINUTES ID 19-226 March 21, 2019 Waterways Advisory Committee Meeting Minutes MOTION by Member Shade, seconded by Member Sokol, to approve the March 21, 2019 Waterways Advisory Meeting Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade Not Present: 1- Member Roth (6) STAFF COMMUNICATIONS City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final April 18, 2019 Public Works Director Tim Pinter advised the Committee Members that his department is in the process of getting some demos on equipment for purchase that will help in their roadway/drainage program, specifically an excavator and a mini loader. The dump truck is scheduled to be delivered by the end of May. He noted by the end of the next budget cycle, the Public Works Department should be fully restored in equipment. (7) PUBLIC COMMENT - None (8) PRESENTATIONS a. Captain Dave Baer ID 19-237 Code Enforcement and Marine Patrol Report Marco Island Police Captain Dave Baer gave a presentation on the duties and responsibilities of the Code Enforcement Department and provided statistics regarding the marine report. The presentation can be viewed in its entirety under file ID 19-237. b. Jason Tomassetti - Stormwater Activities Marco Island Stormwater Engineer Jason Tomassetti provided an update on stormwater activities and answered the Committee Member's questions and concerns. c. Tim Pinter - Swale Restoration Costs This item was removed from the Agenda. (9) OLD BUSINESS a. ID 19-228 Fiscal Year 2020 Budget Preparation - Chair Woodworth Chair Woodworth circulated a budget agenda document to the Committee Members for discussion and is seeking concensus of items of concern to forward for the final submission list. MOTION by Member Wilson, to adopt the University of Florida's recommendations for the City of Marco Island's water monitoring. MOTION WITHDRAWN Discussions ensued and the Committee Members expressed support for items one (1), two (2), three (3), seven (7), eight (8), ten (10) and thirteen (13). It was determined Chair Woodworth will work with Public Works Director Tim Pinter to finalize a budget document. b. ID 19-229 Discussion to Allow FY19 Budget To Be Used For Water Testing MOTION by Member Wilson, seconded by Member Trotter, to recommend to City Council, that the Waterways Advisory Committee allocate their $10,000. funds to do monthly water testing. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Shade Not Present: 1- Member Roth City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final April 18, 2019 (10) NEW BUSINESS a. ID 19-227 Waterways Advisory Committee Remit Public Works Director Tim Pinter handed out documents that were relayed from Interim City Manager David Harden for the Committee to limit their goals to seven (7) items. It was determined the committee will review the document, make comments and further action will be taken at next month's agenda under old business. (11) COMMITTEE COMMUNICATIONS Vice-Chair Crain commented on the February numbers for this year and last year. He noted the numbers are improving compared to the previous three (3) test results. He said the nitrogen in reuse water is below the standard and it is a concern but not the smoking gun people were hoping it to be.
