Latest MIPD Beach Report ID 19-214 2019 March Beach Patrol Report Attachments: March 2019 Beach Patrol Report.docx Ms. Selmeski reached out to MIPD on when scheduling conflict resolved? Once resolved, MIPD person will attend meetings for discussions on beach issues. In the meantime, monthly reports are provided. Captain Baer received complaint for Hilton lighting, violation issued, reaching out to City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final May 15, 2019 Advisory Committee condominiums and hotels to turn off lighting at night. MIPD added electronic sign trailer located on Collier Boulevard to turn off lights during turtle nesting season. Also, MIPD sent letters to Collier County, and shared information on social media. b. Endangered Species Outreach Update Ms. Selmeski gave update on violations from past month for owls and gopher tortoises (GT), sand thrown on burrows, City Code and FWC got involved, fined $250 each, split $50 administration fees on 846 Elm. Two other situations: 1. legal dumping on GT burrows, and 2. cement truck turned around with GT burrow and got stuck. FWC followed up with photo's, and researching who involved. Removed sand (on Dogwood) with truck, and obtained company name, moving forward accordingly. c. Iguana Trapper Update Trapper works every Thursday (weekly), removed 40 iguanas, funds allocated for salary. FWC did outreach at Farmers Market, very busy, will coordinate next year on further outreach opportunities. d. Red Tide Update Ms. Selmeski had no report from Collier County, same as last update. e. Fertilizer Ordinance Update MIPD will coordinate a workshop on June 4, 2019 on Marco Island with FWC/Rookery Bay presenting Fertilizer Ordinance course on landscape and lawn maintenance, and decal registration. Workshop will provide overview on GT and owls to familiarize attendees on species requirements and how to avoid species while working on-site of burrows. Adding 30 minutes overview on owls and GT on how to avoid burrows while working without interferring with habitat. Two (2) landscaping companies signed up for (when applying fertilizer) permits: One private landscaper and Affordable Landscaping. Ms. Selmeski will work internally to make sure landscapers are properly trained on fertilizer ordinance. Chair Lamb thanked Affordable Landscape for taking lead by applying for permit for compliance with Fertilizer Ordinance. Thanked Ms. Selmeski and City Manager Harden for first Certification Workshop for landscapers with detailed information. Discuss outreach for rainy season fertilizer ban on June 1, 2019. Ms. Selmeski thanked Captain Baer and Public Works on GT announcement on electronic sign trailer, social media outreach, sharing with City staff and hired contractors. Spoke with Captain Bear to start next Fertilizer Ordinance outreach advertising with electronic sign for rainy season ban. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) Brad Cornell, Audubon, Western Everglades continues to support Listed Species Ordinance with education and outreach. Continues partnership with City on burrowing owls and winter shorebirds, explores how to obtain partners, working on research with Adam DiNuovo, Audubon. Ms. Selmeski researched contractors in City Building Department permit files (900 contractors). Will forward link of newsletter to Committee. Ms. Selmeski gave presentation to Real Estate Association on her role with City. (8) PRESENTATIONS a. Councilor Grifoni - Starter Burrowing Owl Incentive Chair Lamb stated Councilor Grifoni advised Committee to coordinate with Audubon Owl Watch and FWC on Safe Harbor language for Burrowing Owl Starter Burrow Incentive Program. This pilot program is for incentive for residents on Marco Island to provide safe places in people's yards. Starter Burrow Owl Grant would place up to $5,000 line item yearly in budget. Brad Cornell, Audubon stated Tom Ostertag, FWC is drafting Safe Harbor language for Marco Island's owl grant and suggested in June meet with BchCRAC, City Staff and Audubon to address site criteria; length of Safe Harbor agreements and issues as property changes owners. Committee agreed to study ways to implement language on pilot program, take time, gather more information from FWC, Safe Harbor and other experts to support concept, then move forward. Add incentive cost and duration in FY20 budget. First MOTION by Chair Lamb, to work with Audubon, FWC and City Staff to draft specific incentive for starter burrowing owl program, seconded by Vice-Chair Eastman, that this MOTION be approved. Future Iguana Funding Chair Lamb requested trapper use more efficient and cost effective way of trapping iguanas. Ms. Selmeski stressed importance for City Council to reserve funds for specific environmental initiatives to trap iguanas with recommendation of planning for FY20 budget. Present idea to set aside fines received through Magistrate ($500) or make recommendation as committee. d. Beach Steward Program Deferred to next month. e. BchCRAC FY20 Budget Proposal Committee discussed FY20 budget revisions, approved as committee to present to City Council. Ms. Selmeski will forward committee FY19 budget funds spent and remaining budget funds. MOTION by Chair Lamb, to approve proposed BchCRAC FY20 budget in amount of $10,000 as presented, seconded by Member Bonica, that this MOTION be approved. Beach Clean-Up - T-Shirt Sponsors Update City of Marco Island Florida Page 4 Beach and Coastal Resources Meeting Minutes - Final May 15, 2019 Advisory Committee Member McCann drafted advertising letter to promote new sponsors for monthly beach clean-ups. She will send letter to Chamber of Commerce to forward to their email blast list to contact more sponsors.. Discussed cost of cotton t-shirts $7 each vs. polyester t-shirt $10 each, will last 2 years, changed color to neon green. Beach clean up schedule changed on City website for CJ's to August 4, 2019. Next beach clean up is June 8, 2019 sponsored by committee. Chair Lamb meeting with J.W. Marriott to discuss compliances with Plastic Straw Ban, Trash on Beach and Sea Turtle lighting. c. Beach Brochures Update Ms. Selmeski ordering Beach and Kids brochures next week, cost tbd, coordinating with Print Shop. d. Chamber of Commerce Junior Leadership Program Update Committee, Chair Lamb conducted an environmental tour of Tigertail Beach crossing lagoon with 6 high school students. BchCRAC invited to conduct an Leadership Marco environmental beach tour for Leadership Marco on October 22, 2019 at 8:30 a.m.. (12) ADJOURNMENT Meeting adjourned at 10:49 a.m. 2 people in audience.
