Marco Island Police Marine Officer Josh Ferris was present to answer the Committee's questions and concerns. He commented on patrolling the Marco River, signage, safe boating brochure and clean marinas. (7) PUBLIC COMMENT Mr. Mario Curiale, 820 Eubanks Court, spoke about a Collier County Water Quality Workshop he attended and suggested Marco Island install trap doors on their filtration system and have a maintenance crew clean them out every month. He believes that will eliminate 90% of the pollution in the canal. (8) PRESENTATIONS a. Swale Restoration Cost - Tim Pinter Public Works Director Tim Printer provided information on a swale restoration program. He noted the hand out will be available to the Committee Members after Monday's City Council Capital Budget Workshop in which he will present his proposal to City Council. He answered the Committee Member's questions and concerns pertaining to a cost analysis for a swale regrading program and utilizing a zone approach. Based on normal contract pricing, Eli Contracting provided a proposal in the amount of $31,000. per 1,000 linear feet of swale regrading. MOTION by Member Sokol, seconded by Member Trotter, to support Public Works Director Tim Pinter's proposal to City Council for a swale restoration program. NO VOTE TAKEN ON THIS MOTION MOTION by Member Sokol, seconded by Member Trotter, to support Public Works Director Tim Pinter's proposal to City Council for a swale restoration program amended to include raising the stormwater drains. ID 19-287 Fiscal Year 2020 Budget Preparation - Chair Woodworth Public Works Director Tim Pinter advised Chair Woodworth placed this item on the agenda. He noted this was the final document that was submitted to the City Manager and advised the operating budget request for FY20 for this committee is $85,000.00. ID 19-288 Waterways Advisory Committee Remit Public Works Director Tim Pinter provided the draft resolution for the Committee Members to review. It was determined to forward this item for further discussions, including to add reviewing structures and seawalls to the document to a future agenda. (10) NEW BUSINESS a. ID 19-289 Water Quality Issues Prioritization Matrix Vice-Chair Crain presented the water quality issues prioritization matrix which mirrors the University of Florida's plan. It was determined the Committee Members will prioritize the twenty (20) items listed that are important to them one (1) through five (5) and forward this item to the the next agenda for further discussions. b. ID 19-290 Advanced Environmental Laboratories, Inc Public Works Director Tim Pinter advised the Committee Members this item was placed on the agenda by Chair Woodworth who contacted this laboratory on his own behalf, after Collier County advised Marco Island that they were not available to assist in additional water testing for the remainder of the year. It was determined to forward this item to the next agenda when Chair Woodworth is present to hold a discussion. (11) COMMITTEE COMMUNICATIONS Committee Member Trotter asked Water and Sewer Manager Jeff Poteet to comment on the wastewater services for Isle of Capri and supports Marco Island becoming involved in lobbying for grants. Mr. Poteet responded that both Isle of Capri and Goodland are part of Marco Island's wastewater service areas. He noted that the stormwater system falls under Collier County for those communities. He discussed the septic tank replacement program (STRP) being controversial and advised an interlocal agreement with Collier County would be needed to assess the property owner. He believes the septic system has a negative impact on the waterways and any support will be helpful. Following discussion, Mr. Poteet will forward to the Waterways Advisory Committee Members his document to City Council regarding the legislative priority and it will be forwarded to the next agenda. Vice-Chair Crain reminded the Committee Members that they are an advisory committee only and they do not have the authority to force anyone to do anything. He said to keep in mind the restraints they are under and to be kind.
