(4) APPROVAL OF THE AGENDA Chair Lamb amended agenda as follows: 1. Changed title name of 9d. to - Safe Harbor Day Discussion 2. Added 10b. - Audubon of Western Everglades Grant Request 3. Added 11a. - Letter from City Council Chair Brechnitz to Committee Chairs MOTION by Vice-Chair Eastman, to amend agenda by adding 3 items as stated in Minutes, seconded by Member McCann, that this amended AGENDA be Approved. MIPD Beach Patrol Report ID 19-359 2019 April MIPD Beach Report Attachments: 2019 APRIL - MIPD BEACH REPORT.pdf City Manager appointed Captain Baer as new staff liaison for BchCRAC. Monthly MIPD Beach Report also addressed in City Council Report on City website. City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final June 19, 2019 Advisory Committee Patrolling schedules changed: Lt. Clayton Smith patrolling streets at night, scheduled Community Service Officers (CSO) for daily schedules, hiring 2 CSO's for 3 days a week each, one CSO for 7th day to patrol beaches. Lt. Smith running Operations Plan for vehicles on beaches, plus extra staff for July 4th. Chair Lamb recommended using different equipment to pick up trash on beaches. Encourage businesses to take ownership of their trash. Ms. Selmeski stated beach vendors working on permits (from Fire Dept) for emergencies next few months for vehicles on beaches. Dept. of Health signs will be posted with "No Smoking, No Plastics Straws" on two beach access locations. City Manager directed Public Works to install signs in appropriate areas this week. Chair Lamb reported glass on beach at Winterberry Access Boardwalk. She requested "No Glass on the Beach" A-Frame be installed during summer months. b. Endangered Species Outreach Update Recent violations for Gopher Tortoise (GT) burrows, incidences of illegal dumping and truck turning around on vacant lots with GT's on site. Case went to magistrate, moving forward with truck involved with illegal dumping violation. c. Iguana Trapper Update Trapper visits Marco Island once a week for 8 hrs. He trapped 84 iguanas, received many sighting calls. Additional funds allocated for trapping activities ending September 2019. Chair Lamb suggested to relax trapper during off season. Captain Baer stated cost benefit and safety issues. If trapper doesn't work, police department receives multiple calls on disturbances. Chair Lamb suggested BchCRAC attend City Council meeting with request to extend FY20 budgeted funds for trapper to avoid requesting more funds. d. Red Tide Update Ms Selmeski received last report June 13, 2019 with no positive test of Red Tide. e. Fertilizer Ordinance Update Committee members, staff, and management attended Green Industries Best Management Practices Landscape Workshop on June 4th to learn landscaping, pesticide use and irrigation. Sixty (60) attendees with twenty (20) landscape companies represented. Captain Baer reported next similar workshop at Rookery Bay at end of month for English/Spanish speaking. Community Service Officers questioned contractors being confused to use fertilizer during rainy season or not. Naples bans fertilizer in summer months. Message board at foot of bridge states when not to use fertilizer in summer months. f. Sea Turtles Chair Lamb read note from Mary Nelson on Sea Turtle Monitoring during rainy season causing washouts in front of South Seas & J.W. Marriott. Thirty-two (32) nests on Sand Dollar, 17 on main beach and one on Hideaway Beach. Captain Baer wrote Notice of Violations to contractors on beach affiliated with wash out nests. Ms. Selmeski thanked committee and stated today was last meeting as liaison for BchCRAC. She will be liaison for Beautification Advisory Committee. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final June 19, 2019 Advisory Committee Ted Rodman, Executive Director, Audubon summarized grant request for financial support on Owl Watch Program. Hired full time biologist, Alli Smith working on Marco Island expanding program and looking for partnership. Interest in researching Gopher Tortoise (GT) to Marco Program with University of FL to research and monitor to protect species. Document outlines strategy and focus on going forward, opportunity to develop kiosk program, expanding owl program and GT conservation protection in general. Inform builders, realtors if burrows on property, communication cycle with kiosk and expansion of website for Owl Program. Requesting three (3) year funding to promote in 2020-2021. Mr. Rodman speaking to other groups for funding: Chamber of Commerce, Real Estate agencies, Disney Foundation, individuals on Marco Island also support program, and 60 volunteers to help community. Creating website, and publishing program. (8) PRESENTATIONS - None (9) OLD BUSINESS a. Parks & Recreation Programs - Summer 2019 Chair Lamb needs two volunteers to help with ecology/environment presentation to kids at Camp Mackle (Mackle Park) summer program (BchCRAC presented last five (5) years). Suggested dates July 24th or July 31st, contact Ms. Mastronardi to finalize date and member attendance. b. Future Iguana Funding Discussed in Item # 6.c. c. THOR Lightning Warning System Chair Lamb reached out to Collier County (CC), and read response from Barry Williams, Director of Parks & Recreation stating once grant application is approved, funds available for October, and installed by Fall 2019 at South Beach. Captain Baer stated once funds approved, need to educate public on lightning system. d. Safe Harbor Day Discussion Chair Lamb requested BchCRAC Safe Harbor Workshop on July 29, 30th or 31st for 2 hrs., 9:00 a.m.- 11:00 a.m. in Community Room pending room availability. Forward member and date availability to Ms. Mastronardi. e. Gopher Tortoise Sign Replacements ID 19-360 Gopher Tortoise Sign Attachments: Gopher Tortoise Signs.pdf Chair Lamb stated many GT signs were faded, bent or illegible. Replacement signs requested for FY19 budget. Ms. Selmeski reported remaining FY19 budget funds = $7,594.83. Committee discussed how to allocate remaining FY19 budget funds for GT signs and AWE Grant. Waiting for cost of signs for discussion at BchCRAC July meeting (bring samples of GT signs). Big Belly Solar Powered Trash Compactor for Winterberry Access ID 19-361 Solar Trash Compactor Attachments: Big Belly Solar Powered Trash Compactor.pdf Chair Lamb reported Collier County installed 24 trash compactors in their parks and beaches. In Marco Island, compactors were installed by Collier County at Caxambas Boat Park, Tigertail and South Beach. Chair Lamb stated City Manager supported installing additional compactors, he will discuss with Director Pinter to find funds to purchase a set. MOTION by Vice-Chair Eastman, to support BchCRAC proposal to install a Big Bell Trash Compactor at Winterberry Access, seconded by Member McCann, that this MOTION be Approved. Audubon of Western Everglades Grant Request Committee had discussion of items on funding request. Regarding Gopher Tortoise (GT) signage, Chair Lamb clarified GT signage was approved by City Manager Harden for installation on R.O.W. by Public Works. More detailed discussion of line items on request will be discussed at July meeting. (11) COMMITTEE COMMUNICATIONS a. Letter from City Councilor Chair to Committee Chairs Chair Lamb read letter from City Council Eric Brechnitz to Committee Chairs regarding member responsibilities, decorum and abiding by City Committee Handbook. b. Beach Clean-Up - T-Shirt Sponsors Update Member McCann reported t-shirts will be available at next scheduled clean up (sponsored by CJ's) on August 4th. c. Beach Brochures Update Ms. Selmeski waiting for kids brochures from printer. Chair Lamb indicated J.W. Marriott, Marco Beach expressed interest in beach brochure to include with guest check-in. Captain Baer recommended beach brochures be posted on City website for all to review. d. Update on Meeting with Businesses on Marco Beach Chair Lamb met with J.W. Marriott, Marco Beach Ocean Resort and Hilton supporting their beaches stay clean. Chair Lamb suggested other members visit Eagles Nest, Crystal Shores and Charter City of Marco Island Florida Page 4 Beach and Coastal Resources Meeting Minutes - Final June 19, 2019 Advisory Committee Club to introduce BchCRAC and their mission. e. Update on Green Industries Best Management Practices Class - June 4th See 6.e. Committee thanked Captain Baer for bringing class to Marco Island. Vice Chair Eastman thanked Ms. Selmeski for adding Burrowing Owls and Gopher Tortoises at beginning of class. Ms. Selmeski thanked FWC Law Enforcement Officer, Kyle Plussa for his presentation on protected species.
