Recording Specialist Lisa Smith Thursday, June 20, 2019 9:00 AM Community Room (1) CALL TO ORDER Chair Woodworth called the meeting to order at 9:00 A.M. (2) ROLL CALL Present: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Absent: 2- Member Roth and Member Shade Also Present Public Works Director Tim Pinter Stormwater Engineer Jason Tomassetti Lisa Smith, Recording Specialist One (1) member of the community (3) PLEDGE OF ALLEGIANCE - Led by Member Wilson (4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Crain, seconded by Member Sokol, to approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Not Present: 2- Member Roth and Member Shade (5) APPROVAL OF THE MINUTES ID 19-362 Waterways Advisory Committee Meeting Minutes of May 16, 2019 MOTION by Member Wilson, seconded by Vice-Chair Crain, to approve the May 16, 2019 Waterways Advisory Committee Meeting Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final June 20, 2019 Yes: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Not Present: 2- Member Roth and Member Shade (6) STAFF COMMUNICATIONS Public Works Director Tim Pinter announced due to changes by Interim City Manager David Harden, he will no longer be the staff liaison for this committee. He introduced Marco Island Stormwater Engineer Jason Tomassetti who will be assuming that responsibility going forward. (7) PUBLIC COMMENT Mr. Jack Williams, 351 Colonial Avenue, said he respects everyone but he hears a lot of talk and no action from this committee. (8) PRESENTATIONS - None (9) OLD BUSINESS a. ID 19-363 Waterways Advisory Committee Remit Public Works Director Tim Pinter provided background information on the remit and reminded the Committee that City Council Chair Brechnitz has requested the Committee complete the final document. Discussions ensued regarding the Resolution and the Mission Statement and the following was determined by consensus: *leave the mission statement as written *leave the description statement as written *re-prioritize the goals and objectives: 1. water quality 2. maintain awareness 3. safe navigation 4. access to waterways MOTION by Vice-Chair Crain, seconded by Member Trotter, to approve the Resolution as presented and forward to City Council. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Not Present: 2- Member Roth and Member Shade b. ID 19-364 Water Quality Issues Prioritization Matrix Vice-Chair Crain held a discussion on the water quality issues prioritization matrix and provided his top priority list: 1. water testing 2. swales, streets and water retention 3. nutrient loading from sources away from Marco Island He noted he will provide a position paper on seagrasses and forward to a future agenda. Discussions ensued; however, the other Committee Members took no action on this matter. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final June 20, 2019 c. ID 19-365 Advanced Environmental Laboratories, Inc Chair Woodworth noted he contacted this laboratory on his own behalf, after Collier County advised Marco Island that they were not available to assist in additional water testing for the remainder of the year. Advanced Environmental Laboratories, Inc. proposal is attached for review. Chair Woodworth is seeking clarification on where this stands in the process with the City. Public Works Director Tim Pinter responded it is in the Finance Department under discussions in the City Manager's office on how to proceed. (10) NEW BUSINESS a. ID 19-366 Notes From Citizens - Chair Woodworth Chair Woodworth held a discussion on citizens initiatives gained from workshops on various topics. He asked Stormwater Engineer Jason Tomassetti to comment on the stormwater utility concept. Public Works Director Tim Pinter responded that document was a suggested use for tax funds coming in, however, it is still being discussed in the budget workshops. (11) COMMITTEE COMMUNICATIONS Committee Member Trotter requested Water and Sewer General Manager Jeff Poteet present an update on the Isle of Capri Septic Tank Replacement Program (STRP) for a future agenda. Public Works Director Tim Pinter and Vice-Chair Crain will not be present for the July Waterways Advisory Committee Meeting. It was determined to poll the Committee Members two (2) weeks prior to the meeting to check on availability. Committee Member Wilson will construct a proposal for marketing and forward to a future agenda. Chair Woodworth will prepare a letter to City Council supporting a place holder in the budget for water quality issues and ensure it's a priority for the City's grant writer and lobbyist.
