MIPD Beach Patrol Report - July, August 2019 Captain Baer reported July beach activities: (August report not published) 120 patrol hours July 4th weekend 73 hrs. associated with fireworks detail, 130 events Changed process who controls beach, 7 officers work daily, CSO on Saturday and City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final September 18, 2019 Advisory Committee weekends. Using police officers as supplement, can drive on beach, no staff back up. Change in data for August/September report. b. Endangered Species Violations - (Owls/Gopher Tortoises) Issued 4 violations, repeat violations on 700 Collier Boulevard Tower II Seaview - Collier Blvd. Magistrate hearing in October. Madeira - changed attorneys to not allow construction, case in one month. No additional information on owls/gopher tortoises c. Sea Turtle Lighting (9) Violations - Update August 28th Magistrate Repeat Violations Chair Lamb spoke to other Florida coastal cities using footprint photos near condo's, sea turtles were dead. Mr. Baer stated sea turtles perish, potential fine $5000, make sure crawl, need more defined crawl. Sea Turtle Ordinance reminds of lighting, Ms. Selmeski forwards letters/emails to condo associations. Police Department forwards social media information to abide by ordinance. d. Update on Fertilizer Ordinance Per Mr. Baer, no report. Class was helpful, need more work with compliance, one violation. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) Debby Roddy, resident, updated beach renourishment project, added sand from south end to Cape Marco. Chair Lamb spoke with Mr. McAlpin on dredging during rainy season. Collier County working on beach renourishment. Why need permission from condos? Captain Bear announced leaving today meeting 10:00 a. m. Brad Cornell, Audubon Western Everglades recommended start Stewardship Program. Audubon hired contractor, FWC at Sand Dollar and Tigertail, monitored large flocks banded birds, critical wild life area on Caxambas have 800-900 birds, concerned about dredging area. Jamie Bowden, J.W. Marriott, Director Guest Experiences handles guest recreation: beach, pools, and games. (8) PRESENTATIONS - None (9) OLD BUSINESS a. Camp Mackle July 24th Update Member McCann (Chair Lamb, Vice Chair Eastman) helped with display of trash on beach. Used trash found on beach to adhere to huge sea turtle and starfish blank canvas. Received great questions from kids, showed pictures of plastic bag found in water looking like jellyfish. b. Change new graphic approved by City Manager. c. AWE FY19 Funding Approval Update - Dave Baer ID 19-476 Funding Request for AWE FY19 Attachments: Funding Request for AWE.pdf Mr. Baer spoke with Ms. Selmeski and DEP for mangrove trimming, pick up truck north in AWE areas. . d. Mock Up Proof for Big Belly Graphic Wrap ID 19-477 Big Belly Wrap Design Proof Attachments: Big Belly Final Proof.pdf Funding approved, wrap design approved and submitted, order in process. e. Installation of THOR Lightning October 2019 on South Beach Update - Dave Baer Waiting for Collier County to receive bids for installation. f. Discussion to Incorporate Safe Harbor (Workshop) with Regular Meeting October 16, 2019 (one hour) Chair Lamb suggested October 16th at regular monthly meeting add one hour discussion on agenda. Vice Chair Eastman and Member McChesney will be absent for meeting, will have quorum. Brad Cornell, Audubon will check date, and colleagues availability to attend October meeting. g. Drones and Shorebirds - Robert Eastman Mr. Baer stated ordinance written, drones on beach are not enforceable, however, if use drone, and disturb shorebirds, will be violation, will include with social media and work with condominiums. (10) NEW BUSINESS a. Review Beach Vendor Agreement Mr. Baer reported traffic on beaches increased considerably. Per Ms.Selmeski, City requires all wheel vehicles, tractors, gulf carts, trailers, be permitted for safety zone to access if emergency. Not new, going to enforce, minimal City of Marco Island Florida Page 3 Beach and Coastal Resources Meeting Minutes - Final September 18, 2019 Advisory Committee space off shore vehicles. Hotels have no exclusive ownership to beach, no ordinance against it. Beach vendor permit, no restrictions on location of chairs, no restriction on number of vehicles, read permit. b. Revise Sea Turtle Lighting Protection Ordinance 01-35 (Penalty Section) Chair Lamb stated no penalties in ordinance. Mr. Baer stated ask $5,000 maximum fine, if lights on, $500 fine appropriate. Recommend Judge decide on right/appropriate amount and/or identify guidelines for minimum mandatories. If consensus, do what committee recommends. Vice Chair Eastman suggested if possible, magistrate give guidance. c. Use Madeira Dunes for Staging Area for Construction - Environmental Concerns Committee and Mr. Baer discussed Madeira construction on beach: Environmental concerns, need letter shared with City Manager, City Council and Magistrate. Construction dates April 2020- November 2020. Too much time building crane on beach - 3/1/2 weeks to FAA approval Selfish act by Madeira, retaliate, impact on wildlife, need another plan Reserve comments, do not know both sides or all facts, not happy with disturbance. Environmental impact, middle section of dune, concerned beach used at last resort, sea turtle season starts April 2020. Will construction halt and close construction site during hurricane/rainy season? Winds, do contractors have protocol monitoring swinging equipment? Safety Destroying dunes against law, if construction, many high rises on beach, give permit Contractor can't do whatever want, disturbing many people on island. Stop it. Dune part of community flooding, removing dune jeopardizes flood insurance rates, Madeira built as part of Marriott PUD, put crane on Marriott property. Madeira stated only option to use front lawn, but will collapse garages. Chair Lamb forwards final numerated comments as presented to Ms. Mastronardi, forward to committee then City Council/City Manager High probability more expensive solution to protect environment Increase ownership of beaches, no littering, notice people who participate. Mr. Baer left meeting 10:04 a.m. d. Discussion on Strategic Plan Marco Island's vision for 2034 per the COMI's Strategic Plan Executive Summary is as follows: "Marco island is distinguished by our Beauty, our World Class Beach and Natural Environment and our Waterways". Chair Lamb recommended add topic to future agenda, committee read/discuss and incorporate in BchCRAC 2020 Goals and Objectives. (11) COMMITTEE COMMUNICATIONS a. Beach Clean Up - November 9, 2019 (Sponsor) Beach Cleanup - Kiwanis Club sponsor usually for November. City of Marco Island Florida Page 4 Beach and Coastal Resources Meeting Minutes - Final September 18, 2019 Advisory Committee Friends of Tigertail Beach sponsoring beach clean up Sept 21, 2019 at 8:00 a.m. Discuss January Beach Clean UP Member McChesney stated Key Club has 90 members to volunteer in January, eventual goal 100 volunteers or entire high school. Add Marco Island Academy Key Club to calendar for January 11, 2020. b. September 3, 2019 Evening Beach Clean Up Chair Lamb thanked all evening attendees, surprised number arrived on beach. Thank Member McCann, M.I.C.A. taking photos J.W.Marriott attended with family. Will engage again, with staff members. Drinks at Quinns. Next clean up on October 12th at 8:00 a.m. at Residents Beach Working on 2020 beach clean schedule Question, Can BchCRAC have sponsor public walkway to clean up as alternative (Winterberry and Madeira walkway)?
