Director Pinter stated FY20 budget starts October 2019. Chair Woodworth - total nitrogen levels up slightly May was .3. Phosphorus 50% over state limit Contributors to water issues are fertilizer and run off. Removing septic tanks help. Mr. Tomesetti scheduled meeting with State, no agreement or action yet. (7) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) Richard Blonna,1641 San Marco Road, attended Tigertail presentation at Library, topic South Beach renourishment. Lack of water flow Tigertail Lagoon, affecting concession businesses, need to increase flow. Marketing: Use Instagram to post brochure on social media, send to website, better response. His new home installed grass in swale, no grass is maintenance free, find funding to do work. Jack William, 351 Colonial Avenue, grass clippings in canal, issue violations to culprits. (8) PRESENTATIONS Bioswales - Andrew Kirlin, Beautification Advisory Committee Chair Mr. Andrew Kirlin, (Beautification Advisory Committee) BAC Chair, presented BIO-Swales project: BIO-SWALES are shallow vegetated land areas with gentle sloped sides to store rainfall by using nature and plants, gravel and swales preventing impaired waterways. Suggestion: offer residents options to adopt Bio-Swales (in own swale) clean up waterways. Naples Botanical Gardens/Sarasota County using Bio-Swales. Sarasota had 861 gallons of rainfalls yearly resulting in nutrient pollution with good outcome. Storm water reduced, breakdown of herbicides, reduced run off into waterways, with low cost solution for water management. Mr. Kirlin stated BAC/City Council supports project allowing permitting for interested residents. Many requirements: FFL (Florida Friendly Landscape) plants, ROW agreement, Letter of Responsibility, does not impact utilities, planting installation 10' from pipes, and does restrict flow line alleviating flooding. Guest speaker Kelly McNabe, Environmental Specialist for SW Fl Conservancy, spoke to City Council on long term solutions: inexpensive, non-regulatory, opportunity, not mandatory, potential for storm water run off (reducing nitrogen, phosphorus) providing aesthetically pleasing view. Committee with Mr. Kirlin discussed cost, gravel, mulch covering drains, and installation of Bio-Swales. Next step: Mr. Kirlin researching mulch/gravel if feasible, work on providing trial/pilot sample, and recommend builders install on single family lots before building City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final September 19, 2019 future homes. MOTION by Member Wilson, to support Mr. Kirlin (BAC, for Marco Island community to pursue BIO-Swales, seconded by Member Trotter, that this MOTION be Approved. ID 19-486 Marketing Proposal / Educational Brochure - Member Wilson Chair Woodworth discussed tri-fold brochure with committee: Committee agreed: 1. Make urgent matter. Advertise/Educate public homeowners/businesses with Workshop/Forum on impaired water status, need ideas/solutions. Who spending money? 2. Need overview and water quality monitoring, boat discharge prohibition and code enforcement issue. Need starting point, review resources. Director Pinter stated existing storm water ordinance includes oversite of residential property construction. Section C of ordinance removed by City Council, propose City Council add verbiage back in to ordinance. If doesn't comply with FDEP letter, will be severe consequences. New ordinance will regulate discharges. Chair Woodworth compiled resource documents by State and Cities. Best Practices around long time, best way to engage residents. Educate landscapers stop grass (with fertilizer) running in canals, banish and bring to attention. Notice of Violation goes homeowner. b. ID 19-490 Amended Waterways Advisory Committee Remit - Member Sokol Chair Woodworth proposed remit by Member Sokol, Exhibit A, simple resolution reflects City Council comments not passed, return to City Council until satisfied. Received back to committee with no direction. Need remit first, then Mission Statement. Councilor Young, 191 Lamplighter did not agree on some items, primary focus should be water quality. Submit Mission Statement. Committee discussed comments on amended remits for City Council. (10) NEW BUSINESS a. ID 19-487 Educational Information for City’s Website Chair Woodworth posting handouts to website with definition of algae, articles, data and reports, continue to enhance website. Chair Woodworth requested City sponsor water body restoration before receiving study. After speaking to City Council, Councilor Young recommended hire "Stormwater Management Department" reporting to City Manager, work with Code Enforcement. Reactions from discussion from Committee: Need more in depth discussions City of Naples had stormwater, residents cost $100 yearly. FDEP letter to City Manager - funds budgeted FY20, not enough funds, cost unknown. Need more aggressive initiative from City/citizens Need City plan of action, put onus on City, not homeowner. City take proactive measures, for lower cost. Mr. Tomassetti meet with State Communicate with City Council/staff, FDEP, work as part of solution Director Pinter stated City/City Manager -under control, contact City Manager on hearing back from State. Chair Woodworth wants City define situation, return to committee on water quality, first priority. Premature for solutions, wait for City to lead. Engage in environmental program, no need to reinvent wheel. Most residents not here to see water issues. First step MOTION to support initiative on every measure City takes for committee to assist to support. Being green conscious, how to preserve natural beauty. Director Pinter: Attach format Best Management Practices with MOTION to support. Committee influential in ordinance, make public hearing with Planning Board. Next step: Chair Woodworth speak to City Council on Best Management Practices. MOTION by Chair Woodworth, seconded by Member Trotter, to support initiatives undertaken by the City regarding water quality, including Best Management Practices.
