(2) ROLL CALL Present: 5- Vice-Chair Eastman, Member McChesney, Member ODonnell, Member Tyler and Chair Lamb Not Present: 2- Member Bonica and Member Novak (3) PLEDGE OF ALLEGIANCE Led by Chair Lamb. (4) APPROVAL OF THE MINUTES for January 15, 2020 Chair Lamb noted that Ms. Patty Mastronardi's completion of the January 15, 2020 Minutes was her last effort on behalf of the Committee, and she thanked Ms. Mastronardi for her many of years of service in support of the City. MOTION by Vice-Chair Eastman, seconded by Member McChesney, that the Minutes of January 15, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Eastman, Member McChesney, Member ODonnell, Member Tyler and Chair Lamb (5) APPROVAL OF THE AGENDA Chair Lamb requested the addition of the topic "Fertilizer Ordinance Update" as Item g. under OLD BUSINESS. MOTION by Member McChesney, seconded by Vice-Chair Eastman that the Agenda be Approved as Amended. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Eastman, Member McChesney, Member ODonnell, Member Tyler and Chair Lamb (6) STAFF COMMUNICATIONS Captain Dave Baer provided the Committee with a report of observed beach attendance numbers and related activity for the February - April period. He responded to Committee member questions and concerns regarding vehicular and boat traffic as well as beachgoer compliance with personal safety guidelines. (7) PUBLIC COMMENT No public comments were received during the meeting. (8) PRESENTATIONS None. (9) OLD BUSINESS City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final May 20, 2020 Advisory Committee a. Thor Guard Lightning System Chair Lamb reported that the lightning prediction system had been successfully installed at South Beach and is easily heard from a sufficient distance when activated. b. Burrowing Owl Safe Harbor Agreement Chair Lamb noted that the Burrowing Owl Safe Harbor Agreement was signed soon after the Committee's January 15, 2020 meeting. c. Burrowing Owl Safe Harbor Agreement – Signatures Environmental Planner Tonia Selmeski indicated that 14 signed agreements from property owners had been received to date. d. South Beach Renourishment Captain Baer reported that Community Service Officers followed up on the elevated ridge of sand that was evident after the conclusion of the renourishment project. Vice-Chair Eastman noted the attention provided by the dredging company in removing shells in excess of 3/4 inch in diameter, and he observed that the renourished area's sand composition matched well with the other non-nourished sections of the beach. e. 2020 Beach Goals Chair Lamb reminded the Committee that the final draft of the Committee's 2020 goals had been reviewed at its January 15th meeting and, pending her presentation of those goals to the City Council for approval, she recommends that they be made public on the City's website. (Editorial Note: Following the vote below, Captain Baer indicated that he would put the Committee's goals into the form of a Resolution for presentation and approval at an upcoming City Council meeting) MOTION by Member Tyler, seconded by Member McChesney, that the Beach & Coastal Resources Advisory Committee 2020 Goals be Published on the Committee's Page of the City's Website. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Eastman, Member McChesney, Member ODonnell, Member Tyler and Chair Lamb f. Revision of City of Marco Island Sea Turtle Lighting Ordinance #01-35 Dated 2001 Chair Lamb initiated the discussion of this topic by referencing select 2019 Collier County data and outlining the reasons for the review. She indicated that the Committee would be developing its proposed revisions to Marco Island's ordinance by following the direction established by the enacted Ft. Myers Beach Sea Turtle Ordinance and the University of Florida / Florida Fish & Wildlife Commission (FWC) Model Ordinance. The Committee and Captain Baer then collaborated in a lengthy section-by-section review and discussion of proposed revisions. Following the review and discussion, the Committee requested that Captain Baer document the Committee's proposed revisions and, if required, call upon the Committee to reconvene to review the revised sea turtle lighting ordinance again prior to its scheduled July 15th meeting. Fertilizer Ordinance Update At the request of Chair Lamb, Environmental Planner Tonia Selmeski provided a brief overview of the planned outreach activities to remind property and business owners of the fertilizer application ban which goes into effect on June 1st. (10) NEW BUSINESS - a. BACR FYI 2021 Budget Proposal Chair Lamb noted that the Committee's budget request for 2021 remains identical to its 2020 request, with the addition of $5,000 for the Burrowing Owl Safe Harbor Program. Members of the Committee raised and discussed several other specific initiatives, and they prioritized them in the context of the overall budget request. MOTION by Vice-Chair Eastman, seconded by Member Tyler, that the 2021 Beach & Coastal Resources Advisory Board Budget Request of $15,000 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member ODonnell, Member McChesney, Member Tyler, Chair Lamb and Vice-Chair Eastman b. 2020 Sea Turtle Season Preparation / Update Chair Lamb complimented the Marco Island Police Department's Sea Turtle Lighting Ordinance Workshop that was held on February 25th. Environmental Planner Tonia Selmeski reported that 69 attendees were present for the Workshop, including representatives from 19 condominiums as well as representatives from private lighting providers, the County and the City of Naples. Ms. Selmeski also indicated that the Sea Turtle Conservancy managed expectations well and that many of the lighting retrofit efforts would, most likely, be implemented prior to the 2021 turtle nesting season. c. Lt. Clayton Smith’s End of Watch 2-6-2020 Memorial Bench at South Beach Chair Lamb provided background on the genesis of this memorial and indicated the intention to conduct a ceremonial 'unveiling' of the bench in conjunction with the scheduled South Beach Volunteer Cleanup activity on June 6th. (11) COMMITTEE COMMUNICATIONS a. May 9th Beach Clean-Up Sponsored by: Marco Island Board of Realtors Chair Lamb publicly thanked the Marco Island Area Association of Realtors for their support and sponsorship of the May 9th beach clean-up event. b. June 6th Beach Clean-Up Sponsored by: Chamber of Commerce Chair Lamb expressed appreciation to the Marco Island Chamber of Commerce for sponsoring the forthcoming beach clean-up and memorial dedication to Lt. Clayton Smith. Additionally, Chair Lamb thanked Vice-Chair Eastman for his March 16th presentation to the City Council on behalf of the Committee. Chair Lamb also reminded the Committee of a tentative June 17th meeting date should the Committee need to reconvene around the revised City of Marco Island Sea Turtle Lighting Ordinance. (12) ADJOURNMENT There being no further business before the Beach & Coastal Resources Advisory Committee, the meeting adjourned at 10:23 A.M.
