Thursday, May 21, 2020 9:00 AM Community Room (1) CALL TO ORDER Chair Woodworth called the meeting to order at 9:00 a.m. (2) ROLL CALL Present: 6- Vice-Chair Crain, Member Roth, Member Sokol, Member Thompson, Member Trotter and Chair Woodworth (3) PLEDGE OF ALLEGIANCE Led by Chair Woodworth. (4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Crain, seconded by Member Trotter, that the Agenda be amended to have item 10(d) Marine Sanitation & Mooring moved up to 10(a) and Member Sokol's presentation deferred the next meeting, be Approved. Monthly Water Testing March testing was cancelled due to the COVID-19 State of Emergency. April testing was posted on City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final May 21, 2020 the City of Marco Island Website. Members of the Committee would like to conduct more E.coli testing to indicate how much boat and human pollution is in the water. The Committee is also interested in gathering information sooner than 4 weeks. Ideally the Committee would like to have results every 2 weeks. b. ERD Update Jason Tomassetti, Storm Water Engineer, communicated that ERD started its testing during the last week of May and collected a number of surface water samples from the sediment and runoff at various locations. c. Wastewater Plant Tour Due to the current State of Emergency, the Committee was unable to schedule a date for its tour of the wastewater plant as planned. Sewer & Water General Manager Jeff Poteet agreed to host the Committee at a future date. d. Waterways Cleanup Jason Tomassetti, Storm Water Engineer, shared the notification that he received from Ms. Kandy Sweeney of Marco Island Realtors of a statewide waterways cleanup event tentatively scheduled for July 11, 2020. Receiving an enthusiastic response from the members of the Committee, Mr. Tomassetti agreed to investigate further and report back to the Committee. (7) PUBLIC COMMENT No citizen comments were brought forward during this portion of the agenda. (8) PRESENTATION No presentations were brought forward during this portion of the agenda. (9) OLD BUSINESS a. Fishkill Cleanup – Member Woodworth ID 20-785 After reviewing the City of Sanibel protocol for Fishkill cleanup, Chair Woodworth believes that the City of Marco Island should be able to hire day laborers and have them clean up and dispose of any dead fish. Chair Woodworth suggests that the City should include Fishkill cleanup into its budget. That way, if there is another situation like this, it will have a plan in place. If the City cannot add it in its budget, then the Committee recommends that either Public Works or the Police Department take care of the situation. Chair Woodworth believes they are a better alternative because they have access to a boat. At the end of the discussion, the Committee and residents of the Island feel like there should be a structured plan if there was to be a next time instead of letting residents figure it out. b. MS4 Ordinance Amendment Process – Member Woodworth At the moment, there have not been any changes to the MS4 Ordinance Amendment. The Committee will wait until it receives any significant data from Dr. Harper, ERD Consultant, to recommend changes to the MS4 Ordinance. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final May 21, 2020 c. Swale Grading - Member Woodworth There is $100,000 in the budget for Swale grading. So far what has been done for year 2020 is about 2,000 feet of grading. Currently, Eli Contracting services is doing some of the swale grading but Public Work employees are working on some additional areas to complete as much as possible. (10) NEW BUSINESS a. Marine Sanitation & Mooring ID 20-850 Chair Woodworth opened the discussion by inviting public comment. Ms. Monica Peirce, North Collier Boulevard, alerted the Committee to the presence of a nearly- inoperable boat that has been anchored for an extended period of time in Smokehouse Bay. Referencing video documentation of the boat's owner discharging untreated sewage into the Bay, she requested direction from the Committee on the appropriate authority to contact to report this incident. Mr. Richard Clerk, a property owner along Smokehouse Bay, supported Ms. Potter's observations and concerns the 'Jennifer B', the boat question, and identified three primary concerns to be: 1) the impact to Smokehouse Bay's water quality; 2) the potential navigation hazard to other boats in the Bay, and ; 3) the owner's flagrant disrespect for the residents in the area. After considerable Committee discussion, Chair Woodworth received Committee concensus to bring this matter forward in writing to the City Manager, the Chief of Police and the City Attorney to identify the appropriate course of action for violations of this nature. He also concurred with Member Trotter's recommendations that a policy discussion regarding this matter be placed on the agenda for the next meeting. b. FDEP MS4 Compliance Letter ID 20-794 ID 20-786 Storm Water Engineer Jason Tomassetti requested that the Committee that provide material from them to put together an educational packet. Once he is done with this educational packet, he will send it to the Committee to have it reviewed. Once approved by the Committee he will send it off to the Florida Department of Environmental Protection. c. Website Additions Stormwater Engineer, Jason Tomassetti will be adding more information to the website to have it up to date. d. Budget 2021 ID 20-833 ID 20-849 City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final May 21, 2020 The members of the Committee had a lengthy discussion about the budget. The Committee gave consensus to Chair Woodworth to go over the Waterways budget and rearrange the order of importance for its budget. Members have the option of submitting any suggestions they have to Chair Woodworth for any adjustments to the budget order. (11) COMMITTEE COMMUNICATIONS No additional comments were brought forward during this portion of the agenda.
