(6) STAFF COMMUNICATIONS
a. New BAC Member - Mary Beth Cummings
Environmental Planner Tonia Selmeski introduced and welcomed new Beautification
Advisory Committee Member Mary Beth Cummings.
b. BAC Remaining Budget
Discussion of this item was deferred to NEW BUSINESS (BAC Budget Request
Submittal for 2021).
c. Topics for Future BAC Presentations
Environmental Planner Tonia Selmeski noted the Committee's responsibility to educate
the public on the Island's fertilizer ordinance by implementing no less than two
educational sessions per year. She proposed the Farmer's Market as a key venue for the
upcoming year, along with the Committee's next 'Marco Nature Night' event.
Chair Kirlin proposed using the City's mobile electronic sign to communicate fertilizer
black out dates to keep residents reminded of the ban. Other recommendations,
including the development and distribution of educational brochures and temporary signs,
were also discussed by the Committee.
d. Replacement Street Tree Plantings -Update
Environmental Planner Tonia Selmeski shared her update from Public Works regarding
replacing the street trees. The contractor in charge of landscaping is Affordable
Landscaping & Design LLC. Currently, medians 36, and 37 on South Collier Boulevard are
being worked on as well as medians 3, and 4 on South Barfield Drive. Affordable
Landscaping has also removed and replaced some trees along San Marco Road and Bald
Eagle Drive.

(9) OLD BUSINESS
a. Utility Wrapper - Update
Member Connelly updated the Committee regarding the Utility Wrap Project through the
completion of its May 31st 'Call to Artists' submission deadline. In total, 53 artists
submitted their work, with each artist allowed to submit up to 4 pieces. This resulted in
nearly 200 artwork submissions to be considered.
The Art Center is in the process of assigning the pieces of artwork numbers so that the
judging can be done anonymously. The Art Center is also in the process of emailing
information to the judges, so that they will be aware of the status of the process.
Completion of the judging, the selection of the vendor, and the artist recognition activities

are still in development, with Member Connelly and Ms.Selmeski providing an update on
recent vendor actions during and after the COVID 19 interruption to City and Committee
meeting activities.
MOTION by Member Connelly, seconded by Member Irwin, that
the number of utility boxes for wrapping be increased from 10 to
11, and that this increase be recognized in the re-quoting and
execution of the Utility Wrap project. MOTION CARRIED BY THE
FOLLOWING VOTE:

b. Completed 2020 Community Presentation – “Marco Nature Night” – Comments
Chair Kirlin, in noting that the Committee's meetings were suspended after the February
"Marco Nature Night" event, solicited Committee comments on this year's activity as well
as suggestions for next year's event. Noting the exceptional turnout and positive
feedback from attendees and presenting organizations that were represented as well as
the importance of televising the event, the Committee affirmed its intention to look for
ways to provide for additional capacity for attendees and presenters alike at next year's
event.
c. Tree City - Update
In the interest of time, an update on this topic was deferred to the next Beautification
Advisory Committee meeting.
d. 2020 Arbor Day/Tree Planting Ceremony - Update
Member Irwin had no information to share on the 2020 Arbor Day/Tree Planting Ceremony
originally scheduled for April 22nd given its cancellation due to the COVID-19 State of
Emergency.
e. Banners at Beach Access Points
As a spontaneously added agenda item, Member Irwin noted the faded condition and
misplaced location of the beach banners at the Maple Ave. beach access point and the
missing banners at the Winterberry beach access point. She requested Committee
support in requesting City action to reinstate fresh, appropriately-placed banners at both
locations.
Ms. Selmeski indicated that she would follow up on this issue with the Public Works
Department.
f. 2020 Marco in Bloom Contest Evaluation Plan
Chair Kirlin noted that the nominations were distributed, and he opened the topic for
questions. After considerable discussion regarding award categories, evaluation criteria
and the accuracy of the addresses of certain submissions, the Committee elected to
defer the selection of awardees to its next meeting.
MOTION by Chair Kirlin that winning Marco In Bloom nominees
must receive a minimum of 16 points (of a possible 25) to receive
award recognition. MOTION CARRIED BY THE FOLLOWING VOTE:

g. Street Tree Replacement Project (5-year Plan)
Chair Kirlin reminded the Committee that the tree replacement budget is distributed over
a five year period to address the replacement needs that had previously been identified.
(10) NEW BUSINESS
BAC Budget Request Submittal for 2021
Environmental Planner Tonia Selmeski provided the Committee with an updated status of
its budget, by category, for fiscal year 2020.
Given the impact of the COVID-10 State of Emergency to the City's revenues and
operating budget in 2020 and 2021, Chair Kirlin asked that the Committee be diligent in
the utilization of its remaining budget this year and temper its budget expectations for
2021.
After much discussion, the Committee reached consensus on its 2021 fiscal year
operating budget request and elected not to request a budget for median improvements in
2021.
MOTION by Chair Kirlin, seconded by Vice-Chair Tobin, that the
second year of the Tree Replacement Program be Approved.

BAC Budget Request Submittal for 2021
MOTION by Chair Kirlin, seconded by Member Connelly, that the
Beautification Advisory Committee operating budget submission
of $9,500 for fiscal year 2021, be Approved. MOTION CARRIED BY
THE FOLLOWING VOTE:
Yes: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and
Member Cummings
(11) COMMITTEE COMMUNICATIONS
a. Committee Concerns
Member Connelly shared several concerns raised by members of the Community
regarding:
1) the condition of the Society Court cul-de-sac;
2) the cleanliness and maintenance of the butterfly garden, and;
3) enhancing the visual appeal of Plummer Park
Chair Kirlin then reviewed the Committee's current project and priorities list for the benefit
of the newest member (Ms. Mary Beth Cummings) and all of the members of the
Committee.
