Landscape Maintenance - Steve Pawlowski Mr. Chustz stated if members have landscape questions, send to Mr. Pawlowski via email due to his absence from this meeting. b. Staff Report - Chadd Chustz (hand-out at meeting) Mr. Chustz presented his report. Chair Colombo requested FY18 budget information. 1. Banner Update Waiting for Project Graphics (past years vendor) to respond on quote for new banners. Mr. Chustz gave presentation on Lessons from IFAS Publication regarding planting best wind resistant trees, installing recommendations, fertilizing, pruning, hacking, location and how trees stay stronger due to inclement weather. Chair Colombo requested to post article on City website. Mr. Chustz will link article to audio file. c. Update on City Sign Replacement - i.e., Parks & Goodland Signs Parks and Goodland signs need to be ordered. Need confirmation from Tim Pinter. Add to next month agenda. (5) COMMITTEE COMMUNICATIONS a. Butterfly Garden Member LaGrotta stated volunteers met three times for clean-up. Many butterflies on site. City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final November 1, 2017 Need $500. to repair vine posts, pavers to outline the bed areas, and need mulch. Budget for Calusa Park is $2,500. All members agreed to fix up Butterfly Garden. b. 2018 Community Events Arbor Day will take place on Earth Day 2018 due to hurricane Irma's damage. c. Discussion of Members Ideas for February Presentation Members agreed for presentation on February 13th 2:00 pm - 4:00 p.m. Member LaGrotta - Doug Caldwell, Speaker from Univ. of FL, IFAS Collier County Extention. Topics on: Hurricane and Landscape Practices and Concepts for wind damager, fertilizer, proper plant usage, and FFL Landscaping should be covered. $1000 is in BAC, can have donation to Co-op Extension or Master Gardeners. Mr. Chustz will ask Rookery Bay to present or he may present on the Fertilizer Ordinance. to prese. Chair Colombo requested to advertise on street electronic sign, and City website. Member LaGrotta will create flyer to send to Ms. Mastronardi to disburse to BAC. Member bring back topic titles for presentation to vote at next meeting. d. Committee Concerns None. 1. FY18 BAC Budget BAC FY18 budget is $51,500 to cover presentations, events, vegetation and median replacements. BAC requested monthly budget balances providing separate line items with expense breakdown. (6) OLD BUSINESS a. City Signs Update - Replacing Signs, Posts/Vegetation None, removed this item. b. City Signs - Ideas for Street Signs Received member ideas on signage: White with blue lettering Black with white wood which did not survive from hurricane. Flagler Village had sturdy, metal poles Metal signs with steel post. Cement posts on triangle in swale, low maintenance Send photos and ideas to Ms. Mastronardi to discuss at next month meeting. c. 2017/2018 Median Selections or Re-Planntings City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final November 1, 2017 Re-examine, suggestions or comments or postpone. Suggestions: Sturdy trees to hold up in hurricanes. List of trees (Evergreen) high resistant with more shade. Focus on medians or island wide. Does Committee determine which medians? Need plan and prioritize. Entrance medians are dead materials. Urgency for season to look presentable upon entering the island. BAC needs to agree on discussion at next meeting prior to speaking to City Council for emergency funding. d. Lift Station Landscaping Chair Colombo read email received from Jeff Poteet, Director of Utilities. Need specifics on what gets planted. Possibility to do grasses, lemon grass, etc. Ideas from members: Member Irwin - Paint lift stations/utility box vinyl material wraps at done in Fort Lauderdale. Can use themes for 7 years, 60 day process. Costs approximately $1,000 per box and installation of wrap, depending on artwork used, cleaning of boxes, low cost, low maintenance, warranty 3 yrs (last longer) Can produce locally at print shop. Identify how many to start experiment 2-3, which location, cost, permitting? Member LaGrotta, Great idea, pick one or two locations to start. Member Tobin - picture of birds flow with island. Chair Colombo stated next month December incorporate as an experiment with some plantings? Research cost for each lift stations, need number on island. Bring discussion to next month meeting. e. Lake Storm Pond Water samples were taken from Lake Management at Leigh Plummer and Mackle Park. Waiting for budget cost for plantings or City can do plantings. Mr. Chustz moved discussion to next month. (7) NEW BUSINESS a. Committee Handbook Chair Colombo reviewed communication sections from December 2014 handbook. ID 17-2047 Committee Handbook dated December 2014 b. Tree Ordinance Chair Colombo requested not to rush through ordinance. Review on websites, reading material, article from Chadd, and look at recommending trees according to article guidelines for aesthetics, shade, and location. Future workshop on Tree Policy/Tree Ordinance: (with help from Mr. Chustz). Need to City of Marco Island Florida Page 3 Beautification Advisory Committee Meeting Minutes - Final November 1, 2017 obtain tree inventory with locations. Need a licensed Tree Arborist to care for trees and help residents prepare for hurricanes. 1. Trees / Tree Policy Discussion Member LaGrotta stated to research trees to plant after hurricane, most cities have Urban forest management plan. Certified commercial arborist on board, good for environment, plan for future, get someone to work for City with tree inventory, look at costs, Life expectancy, don't plant anymore trees until in place. Do not rush into. need community needs. She suggested BAC Chair write to City Council requesting consideration to hire a Commercial Arborist. Member Irwin suggested to start over with Urban Food Forest, to use Winterberry Park. Fallen trees with stumps need replacement. Mr. Chustz stated hurricane recovery time is usually 5-10 years. Committee can research annual grants for replacements. Visit topic again, request out to staff regarding when dead stumps will be removed. ID 17-2055 (8) PUBLIC COMMENT No public comment.
