Rainey Donald Rainey, University of FL, IFAS, Regional Specialized Agent III presented Fertilizer Ordinance and Best Management Practices for FL region. Specialty in approach for water resources. Mr. Rainey presented: . Population growing . Landscaping needs to be modified, mixing of soil . Issue with storm water movement - roof tops, driveways, high density land use - causes impairment, could be bacteria . Impacts on Urbanization: Increase in runoff 30% . Drainage Systems . Nitrogen Sources, Residential runoff - fertilizer, reclaimed water, pet waste, vehicle exhaust . DEP - Fertilizer- Labeling, Rates, Education and other Items, use Florida-Friendly Fertilizer (FFL), need requirements, control of water usage. . Model Ordinance for FFL Use on Urban Landscapes . Stricter Landscape Management BMP Provisions . Monitoring is Critical Determining Success - describes how systems are functioning . Education for the Professional: Green Industries Best Management Practices . State Fertilizer "License" Limited Commercial Fertilizer Applicator Certificate (LCFAC) . Typical Fertilizer Ordinance Requirements . Prompts and Norms - Professional decals on vehicle -Trained and Certified . DEP has training manual for FFL - Statewide . Goals, reduce sediment . Director Pinter explained there is no plant buffer, pond has fertilizer buffer. Can use stones in yard? Not in public ROW, stones replacing lawns, can use mulch, organic mulch and no stone.
