Introduce New Staff Liaison - Ms. Selmeski, Environmental Planner Ms. Selmeski introduced herself to committeeas City Environmental Planner involved with plan reviews, construction, docks, and sites. Handles any violation with species such as: burrowing owls, gopher tortoises, sea turtles and manatees. If need additional information on iguana trapping, etc., email or call her. (4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Irwin, seconded by Member Connelly, that this AGENDA be Approved. Landscape Maintenance Update Mr. Pawlowski, Public Works Maintenance Tech reported: Irrigation South Collier Boulevard/Winterberry Drive shut down due to line break. Affordable Landscaping repaired line, crews cleaned road side trees in swales, once completed will continue on medians. Catching up on medians, some days slower due to rain. Checking on sickly Palm at San Marco/Barfield Drive. b. Staff Report City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final July 31, 2019 Director Pinter working with Chair Lamb, BchCRAC Committee on Big Belly solar powered trash compactor bins on South Beach access point, one regular bin for debris, and one for recycling. Can hold 6-8 times more volume, comes in small compacted bags, no opening for bird access, good operation, now at Tigertail Beach near rest area and two cans at south end Swallow Avenue access. FY20 landscaping contract out for bid, open meeting August 6, 2019, final results end of August 2019. Revisions made by City Council to new landscaping bid with higher cost changes and additional scope of work. City Council recommendations were to add maintenance for 305 Cul- de-sacs, fertilization changes, plant and tree material specs, and trash pick up for recycle material on Collier Boulevard. Litter pick up stays same, weekly/bi-weekly pick up in different locations. c. Remaining BAC Funds Amount Director Pinter reported $4,845.25 remaining in BAC Operational FY19 budget, need to use by September 30, 2019. Committee will bring proposals on how to spend remaining budget funds to next meeting (7) PUBLIC COMMENT (TIME CERTAIN 3:30 P.M.) None. (8) PRESENTATIONS a. Utility Box Wrappers - Shelly Connolly ID 19-412 Utility Box Wrappers Attachments: Utility Box Wrap Presentation 2019.pdf Member Connelly presented samples of creative artwork to adhere to (10) traffic signal control boxes on island to transform mundane boxes into uplifting artwork. She will research pricing with specifics and photo samples to help stimulate expression of community. Committee had discussions on cost, ($450-$640 per box, based on 10 boxes, plus cost for graphic design) installation included. Product is graffiti proof product, low maintenance, creative options from artist or photographer, possibly need permit, and can coordinate theme with location. If needed, vendor will meet with City to further explain product. Director Pinter stated not able to wrap utility lift station boxes due to heat created in boxes, can only install artwork on traffic signal control boxes. BAC will present to City Council to start with (1-2 boxes) Collier Boulevard/San Marco Road (location near arbor) section on trial basis. If approved, use some remaining FY19 budget funds towards project. MOTION by Chair Kirlin, BAC to support Traffic Signal Control Box Wrappers Program and allocate some remaining FY19 budget funds for trial program (1-2 boxes), once approved by City Council. Seconded by Member Strungis, that this MOTION be Approved. ID 19-334 BAC Remit - Council Directives Attachments: Resolution Form.pdf Example Resolution No. 24-09.pdf First Draft Resolution.pdf Committee members had discussion on changes to Council Directives: 1. Section 3. #1 - Maintain Tree City USA designation 2. #5 Increase usability of public green space on Marco Island, add through a variety of methods including inventory of undeveloped City owned vacant lots. 3. #8 Creative ways to enhance beauty of Marco Island 4. #4 - Increase public awareness of City efforts to beautify community by publicizing BAC activities: Marco in Bloom and Arbor Day, and meetings, providing hands-on workshops, classes, and presentations that would be of interest to Marco Island residents. MOTION by Member Irwin, to amend Council Directives as stated, seconded by Member Strungis, that this MOTION be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Chair Kirlin, Member Strungis, Vice-Chair Irwin and Member Connelly Not Present: 2- Member Tobin and Member Bachich (10) NEW BUSINESS a. Adopt -A-Road (Trash Removal Program) Director Pinter reported only one road on San Marco Road adopted when City was County, process carried over. He recommended BAC research program for future road adoptions. Public streets in R.O.W. maintained by adjacent property owners. Need research with other cities on insurance coverage and liability. Deferred to next month meeting. (11) COMMITTEE COMMUNICATIONS a. Future BAC Projects - Council Directives Committee members had discussion on purchasing, adoptions, donating benches/trees in parks and R.O.W. Also, need to coordinate with LCEC on limitations of tree heights. Topic deferred to future agenda to discuss policies, procedures, and cost for trees/benches. b. Committee Concerns Vice Chair Irwin met with Urban Forestry Manager, Department of Agriculture, Forestry Grant Programs, Tallahassee. Member Connelly stated University of FL Seminar information on mango's for alternative to citrus, tropical fruit plantings, trimming and maintaining trees, keeping manageable size for Edible Garden. Collier Fruit Growers can make presentation. Chair Kirlin reported BAC FY20 budget request: no funding for Arbor Day, Community Presentation, Marco in Bloom, or tree replacements. $10,000 budgeted, very conservative. Director Pinter stated City Council meeting September 2019. ROLLBACK on all departments, no increases. BAC to research "Adopt A Road", trash removal, any liability issues, and how other cities handle tree donation program. Committee bring budget allocations for utility box wrappers to next meeting September 4, 2019. Plan to present to City Council (with artwork) for approval on August 19, 2019. MOTION by Chair Kirlin, to recommend to continue iguana trapper funding another year. Seconded by Member Strungis, that this MOTION be Approved.
