(2) ROLL CALL Member Leslie Shade was absent. Present: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Absent: 1- Member Roth Also Present Public Works Director Tim Pinter Stormwater Engineer Jason Tomassetti Lisa Smith Recording Specialist City Councilor Sam Young Planning Board Chair Ron Goldstein Collier County Coastal Advisory Committee Member Debbie Roddy Two (2) members of the community (3) PLEDGE OF ALLEGIANCE - Led by Chair Woodworth (4) APPROVAL OF THE AGENDA Chair Woodworth requested adding a public service announcement and a display of photographs to the agenda before staff communications and the Committee Members concurred. MOTION by Vice-Chair Crain, seconded by Member Wilson, to approve the Agenda as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Not Present: 2- Member Roth and Shade (5) APPROVAL OF THE MINUTES ID 19-403 June 20, 2019 Waterways Advisory Committee Meeting Minutes Attachments: Waterways Advisory Committee Meeting Minutes of June 20, 2019 MOTION by Vice-Chair Crain, seconded by Member Trotter, to approve the June 20, 2019 Waterways Advisory Committee Member Meeting Minutes. MOTION City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final August 15, 2019 CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Not Present: 2- Member Roth and Shade (6) STAFF COMMUNICATIONS Chair Woodworth commented on the recent algae blooms seen in the canal behind his residence and other canals throughout Marco Island and displayed photographs. He reported algae blooms to Collier County. Principal Environmental Specialist, Rhonda Watkins who advised him the algae is called "benthic algae mats" and can be removed by surface skimming. Public Works Director Tim Pinter advised the test results indicate it is a non toxic algae. Chair Woodworth provided the following contact points to report algae blooms: *Florida Department of Environmental Protection "https://floridadep.gov/algalbloom" *Collier County Pollution Control "239-252-2502" or email "pollution_control@colliercountyfl.gov" *Marco Island Code Enforcement "239-389-5060" to report waterways violations Public Works Director Tim Pinter provided the following staff communications: *this is his last meeting as Stormwater Engineer Jason Tomassetti will be taking over *Committee Member Leslie Shade resigned due to the attendance requirement *Council will be appointing a new member at their next meeting Collier County Coastal Advisory Committee Member Debbie Roddy provided an update on the following federal markers that have been repaired as of the end of June 2019: *Caxambas Pass G1, R2, G5 and G7 *Pickett Fence to Dickman's Pass R2, G3, R4 and G5 *Cape Romano R6 and G21 Mr. Pinter noted the City is working with Turrell, Hall and Associates to install #4 in Collier Bay and that project should be completed within the next month. (7) PUBLIC COMMENT - None (8) PRESENTATIONS - None (9) OLD BUSINESS a. ID 19-433 Waterways Advisory Committee Remit Attachments: Waterways Advisory Committee Mission Statement 2019 Resolution Public Works Director Tim Pinter updated the Committee Members on their remit that was submitted to City Council for approval. He advised, Council has returned the remit back to the Committee for modifications, however, no specific direction was given. Discussions ensued and Member Sokol advised he drafted a simple resolution stating "The Waterways Advisory Committee shall be responsible for providing research and recommendations to City Council on four (4) topics; water quality issues, safe boating and navigation, seawall and boat dock issues and public awareness and education. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final August 15, 2019 Public Comment: Mr. Sam Young, 191 Lamplighter Drive, commented on the current mission statement and does not agree with what is in the Resolution. MOTION by Chair Woodworth, seconded by Member Trotter, for each Committee Member to contact their City Council sponsor to get direction on how to they want the Waterways Advisory Committee to proceed. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Not Present: 2- Member Roth and Shade (10) NEW BUSINESS a. ID 19-436 Review of the Draft Consulting Services Attachments: WQ RFP August 2019 Stormwater Engineer Jason Tomassetti provided background information and answered the Committee's questions and concerns. Public Works Director Tim Pinter reiterated there is a budget item in this years budget to increase to monthly water testing with two (2) additional testing sites with Collier County. Public Comment: Mr. Sam Young, 191 Lamplighter Drive, asked who is going to be on the selection committee and Mr. Pinter replied the City Manager will chose the selection team. MOTION by Chair Woodworth, seconded by Member Wilson, to unanimously endorse the RPF document and recommend that it go forward to City Council with the utmost speed for approval and ratification to be issued at the earliest possible date. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Wilson Not Present: 2- Member Roth and Shade b. ID 19-437 Marketing Proposal - Member Brent Wilson Attachments: White paper WAC 8-12-2019 Committee Member Wilson held a discussion on his position paper for public education and he listed his top ten (10) strategies in order. Discussions ensued and it was determined by unanimous consensus to construct an educational brochure with a title of "Keeping the Waterways Clean" and forward suggestions to Staff Liaison Jason Tomassetti to place on the next agenda. (11) COMMITTEE COMMUNICATIONS Committee Member Sokol noted the Coastal Breeze is profiling each committee and the Waterways Advisory Committee is scheduled for next week. Chair Woodworth asked if the contact numbers he displayed earlier on how to report different items could be placed on the City's website under the Waterways Advisory Committee header and Mr. Pinter agreed. City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final August 15, 2019 Committee Member Trotter is asking for an update from Water and Sewer General Manager Jeff Poteet regarding the Septic Tank Replacement Program (STRP) discussions around the Isle of Capri. Vice-Chair Crain displayed water data from the Southwest Florida Water Management District's website regarding three (3) sites tested around Marco Island.
