Landscape Maintenance - Steve Pawlowski Ms. Selmeski will check on report from Mr. Pawlowski, Maintenance Tech to forward update to committee. Mr. Benarroch stated new landscape bids due September 5, 2019 by 3:00 p.m., then final bid approval to City Council. Landscape Update: Few sabals died due to hurricane damage. Another crew (6 more men) covering storm drains. Collier Boulevard done all year, seven (7) at a time, truck picks up debris (161 drains). Sprinklers working fine. Irrigation in flat areas - Jolley Bridge to Rose Court. Medians higher, water flows in street due to gravity. City recommended to flatten out areas. Checking on brown tubing, need to keep adding mulch to cover tubing. Jolley Bridge leak repaired on east side of bridge. b. Staff Report Ms. Selmeski reported new landscaping bid opened yesterday, no response to date, once decision approved, will forward to committee. c. Remaining BAC FY19 Budget Funds Ms. Selmeski reported remaining BAC FY19 budget funds $4,845.35 needs to spent by September 30, 2019. (7) PUBLIC COMMENT (TIME CERTAIN 3:30 P.M.) None. (8) PRESENTATIONS - None (9) OLD BUSINESS a. Adopt-A-Road (Trash Removal) Member Strungis reported trash still on main roads, (San Marco, Collier Blvd.), Barfield Drive near Walgreens. Committee discussed solutions for trash pick up on main roads: Support "Adopt A Road" program, needs execution, forward to City Council for approval. Member Strungis will research other cities using "Adopt A Road" program. Programs not day to day trash pick-up, only 3-4 times yearly Educate public with signs, associate fines with littering. "No Litter" signs on Collier Blvd., advertise on radio stations, and newspapers. Hand out flyers "Keep Our Island Clean" to social media. Mr. Benarroch involved landscapers on island, clean up Mondays/Thursdays. Collier County garbage trucks pick up garbage, when truck full, debris falls off truck. Contractor construction sites should be debris free, or report to code, need education outreach for community. Install more trash cans on streets, educate for awareness, contact Code Enforcement. Keep on future agenda for more ideas, get businesses involved. "Adopt a Road" If you see it, pick it up! Ms. Benarroch stated taxes will increase if hire employee to clean up garbage. Code City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final September 4, 2019 needs enforcement. b BAC Remit - Council Directives - Revisions Ms. Selmeski and Committee reviewed directives, and made changes to some verbiage for eight (8) objectives. MOTION: by Chair Kirlin to add #9 directive: City to maintain/update City website (under Beautification Advisory Committee) with useful information for residents. Next step: add to future agenda to finalize directives. Member Tobin will research street name and identify 2 City lots. Create handout to educate community, and research grants. Once approved by City Council, move forward. MOTION by Chair Kirlin, seconded by Member Strungis, that this MOTION as presented be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Kirlin, Member Tobin, Member Strungis, Vice-Chair Irwin, Member Connelly and Member Bachich c Traffic Signal Control Wrappers Member Connolly presented multiple wrapper versions with cost and installation. Ms. Selmeski updated committee on wrapper project process: forward to management staff, then City Manager reviews, if approved, post to City Council agenda. Received successful references using wrappers at Port St. Lucie, waiting for Ft. Lauderdale. Ms. Selmeski spoke with Art League, fantastic idea, interested in partnering with artists for competition, move forward with ten (10) boxes. Estimate same price for 1-10 boxes = $640 per box plus inclusive with installation. Research if permit required. MOTION to move forward with Plan A (wrappers) as stated, have back up for Plan B (to be discussed) as alternative to utilize funds (FY19 BAC remaining budget funds) immediately for deposit towards work to be performed. Edible Forest/Grants Vice Chair Irwin received link for funding $20,000 grant, forwarded to Ms. Leslie Sanford, City Grant Coordinator. If applicable, Ms. Sanford will review and respond. Grant due October 25, 2019, winners awarded December 2019. e. Tree Donation Program Chair Kirlin suggested options for Trees/Benches donation program. Keep on future agenda. Right-Of-Way - Procedures & Approvable Plantings Chair Kirlin took BAC recommendation allowing ROW variances to City Council which was denied. City Council recomennded BAC more forward with different way allowing plants in ROW within 30 days. Chair stated past 5 years, 6 properties given permit for anything other than: Sunshine Mimosa, Perennial Peanut, Turfgrass or Frog Fruit. Many committee discussions on this issue, with special conditions. Recommend residents have plant options in swales. City Council extended another month for alternative ideas. Sarasota has BIO-SWALES due to impaired water in Gulf. Sarasota embraced nature, installed plants, trees, bushes not requiring fertilizer. Marco Island has no retention pond causing insecticides, phosphate and nitrogen to enter canals. Permit Requirements: proposing today to apply for bio-swale permit, keep chemical free for native plants, sign ROW planting agreement. MOTION: Recommend variance for City Council to consider allowing BIOswales on Marco Island. MOTION by Chair Kirlin, seconded by Member Strungis, that this MOTION as presented be Approved. Tree Policy Update - Presentation by Chair Andrew Kirlin Chair Kirlin presented using Hurricane Resistant Trees. Fort Lauderdale and Hawaii embraced these trees: 1. Japanese Fern Tree (from India/Africa) 2. Verawood Tree 3. Satinleaf 4. West Indian Mahogany 5. Gumbo Limbo Chair Kirlin suggested: "Florida-Friendly Landscaping Guide to Plant Selection" by University of Florida. Yvette Benarroch, Affordable Landscaping suggested to consider maintenance of tree, some trees costly, research for pests, some trees hard to establish, Gumbo Limb works. If need more variety, research University of FL list of trees. Some trees need fertilizer, for nutrients, organic fertilizer costly, labor to install. c. Remaining BAC FY19 Funds & Utilization of Funds Consensus by BAC if City Council does not approve "Plan A" (10 Traffic Signal Control Wrappers) with BAC remaining FY19 budget funds, BAC agrees to use remaining funds to continue planting street trees on Bald Eagle Drive (south of Elkcam Circle), planting each tree on property lines between two properties, as "Plan B". Remaining budget $4,845.35, determine number trees, type of tree: Shady Lady, Black Olive Tree, not under powerline, all trees on Bald Eagle on one side. (11) COMMITTEE COMMUNICATIONS a. Committee Concerns Member Tobin thanked Coastal Breeze newspaper for BAC article. Up coming BAC events: Marco in Bloom: Member Tobin volunteered Community Presentation, Arbor Day, and Tree City USA: Need BAC volunteers for other projects: b. Future Agenda Recommendations Add to future agendas: List of FL Friendly plants for Florida yards Need updates on solar receptacles on beach BAC at Farmers Market to educate, engage with residents, involve other committees. Hand out do's and don't community rules to new residents.
