(1) CALL TO ORDER Chair Kirlin called meeting to order 3:00 p.m. (2) ROLL CALL Present: 4- Chair Kirlin, Member Tobin, Member Connelly and Member Bachich Absent: 2- Member Strungis and Vice-Chair Irwin (3) PLEDGE OF ALLEGIANCE Led by Chair Kirlin. BAC Remit Update Ms. Selmeski had no updates, under review with City Manager. There are no Public Works updates, will be available when needed. (7) PUBLIC COMMENT (TIME CERTAIN 3:30 P.M.) None. (8) PRESENTATIONS - None (9) OLD BUSINESS a. Utility Wrapper Update Member Connelly working with Hyla Crane, Executive Director, Marco Island Center for the Arts to help promote donations for artwork project for 10 wrappers, and reward artist at least $500. Survey proved community very interested, received generous funds from artist members ($4,500). Ms. Crane created: plan, budget, timeline, and judges for artwork. Recommended judges: two BAC members, two Marco Island Center for the Arts members, two community residents with art background and one City Councilor. Members recommended: Use banner artwork utilizing local artist who originally produced banners Research vendor stating 5 year warranty for fading. Consensus 4-0 to move forward on plans for artwork Consensus 4-0 to keep present artwork displayed at Mackle Park, include in committee evaluation. Ms. Selmeski suggested Ms.Connelly present to City Council amended presentation to include more specifics on visual presentation, showing comprehensive plan, establish guidelines to move forward. Once presentation completed, forward to Ms. Selmeski for City Manager approval for agenda item on December 2, 2019 at City Council meeting. b. Tree City USA Update Defer to next month meeting. c. Committee Outreach Opportunities (i.e. Farmer's Market Table) Chair Kirlin will check with Ms. Malloy for Farmers Market space availability January 2020 - March 2020 to present BAC projects: Adopt Cul-de-sac Marco in Bloom Awards Community Presentation Florida Friendly Landscape information Landscape Ordinance Educational hand-outs City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final November 13, 2019 d. Adopt-A-Cul-De-Sac Vouchers - Recomended Changes Chair Kirlin and committee discussed increasing cul-de-sac (cds) $200 resident voucher: ..Other communities maintain cul-de-sacs to benefit surrounding neighbors properties, pay up to 20% to improve cds's. City should create guidelines to "Adopt a CDS" beautifying locations in affordable manner. ..Do not use stones/rocks, weeds come up. Best to plant ground covers with vegetation, less weeds. ..Ms. Selmeski reported Affordable Landscaping (with new contract), now maintains 302 cds's on island since October 2019. ..Ms. Benarroch, Affordable Landscaping owner maintains weeds, trims palms, up keeps low bushes, picks up garbage, no mulching or planting, only cleans up, and identifies each cds needs by using safety measures. Ms. Selmeski suggested holding off increasing vouchers until Affordable Landscaping revamps cds's. Pamphlets with CDS guidelines at City Hall. Chair Kirlin deferred to next month while keeping $200 cds vouchers available for adoption. (10) NEW BUSINESS a. 2020 Arbor Day/Tree Planting Deferred to next month meeting. b. 2020 Marco in Bloom Member Tobin suggested expanding categories, in turn will help promote beauty of island. Also, add more locations with beautiful appeal: Entrance of island, Collier Boulevard- divide into 2 areas, Hideaway Beach (gated communities) and Personal/Professional landscaping for each category. Members discussed ideas: Hideaway Beach discourages grass, lots are small, can only clear footprint of house, use native plants. If owner does not win, encourage to not give up and apply again. Use professional landscaping sign for all awards: Gold, Silver and Bronze award Consensus (4-0) to expand Marco in Bloom categories to discuss and vote at next meeting, finalize date and move forward with emphasis on FL Friendly plantings. c. 2020 BAC Presentation Member Connelly researched three (3) speakers: Doug Caldwell, UF/IFAS Collier County, Tom Becker, FFL person and Brad Cornell, Audubon of Western Everglades on Burrowing Owl Incentive Program. Include Marco Island Center for the Arts for culture and art in community and Master Gardener. Chosen topics: Fruit trees, Fertilizer Ordinance (speakers 20-30 minutes each). Check calendar to schedule February 9th-15th @ 5:30 p.m.-7:30 p.m. Advertise: electronic sign, newspaper ads, social media - Twitter/Facebook, Chamber of Commerce, City calendar/website, radio station, water bill and signage, announce at City City of Marco Island Florida Page 3 Beautification Advisory Committee Meeting Minutes - Final November 13, 2019 Council meeting, reach out to other committees, and Calusa Garden Club. BAC needs to create own Facebook page. Food, water, snacks - limit to bottled water, exotic fruits, schedule table and chairs MIPD/Park & Recreation. Check audio visual, speakers and Community Room availability. Affordable Landscaping will donate tree, plant for event. Chair Kirlin will confirm room, speakers, topics, date, time and advertising at next meeting. d. City Mowing of Overgrown Lots Chair Kirlin stated City Council spoke during recent City Council meeting on overgrown grass on undeveloped lots and unattended homes. Problem: Code Enforcement requires neighbors to report issue. Some residents are not cited, some are cited and receive fine; however, some cited still do not cut their grass. Five-ten years ago, City cited and fined owner for uncut grass, then grass was mowed. City sent owner invoice, then this ended. Ms. Selmeski inquired with Code Enforcement, nothing to share at this time. MOTION by Chair Kirlin, seconded by Member Connelly, by this MOTION BAC supports returning to old City of Marco Island procedure of mowing grass and sending invoice to owner be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Approved Yes: 4- Chair Kirlin, Member Tobin, Member Connelly and Member Bachich Not Present: 2- Member Strungis and Vice-Chair Irwin (11) COMMITTEE COMMUNICATIONS a. Committee Concerns Chair Kirlin motioned Code Enforcement independently to cite overgrown lots without being reported by neighbors. Consensus 4-0. Chair Kirlin updated BAC on Bio-Swales: BAC already voted unanimously to move forward, Waterways Committee unanimously supported, City Council supported 100%. Working with Conservancy to come up with template for Bio-Swales, with approximate cost, as opposed to sod, showing examples. Chair Kirlin will present to City Council January 2020 with more details, requirements and cost. b. Future Agenda Recommendations Consensus vote 4-0 to move January 1, 2020 BAC meeting to January 8, 2020.
