Thursday, October 17, 2019 9:00 AM Community Room (1) CALL TO ORDER Chair Woodworth called the meeting to order at 9:00 am. (2) ROLL CALL Present: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Thompson (3) PLEDGE OF ALLEGIANCE Led by Chair Woodworth (4) APPROVAL OF THE AGENDA MOTION by Member Thompson, seconded by Vice-Chair Crain, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Thompson (5) APPROVAL OF THE MINUTES September 19, 2019 Waterways Advisory Committee Meeting Minutes Chair Woodworth requesed an amendment under Section 9b to show there was a consensus to return the remit to the City Council. MOTION by Member Thompson, seconded by Vice-Chair Crain, that the minutes of September 19, 2019 be Approved, as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter, Member Wilson and Member Thompson (6) STAFF COMMUNICATIONS Utility General Manager Jeff Poteet provided an update about the construction work on Collier Boulevard, the demolition of the Marco Shores Wastewater Treatment Plant and other upcoming utility projects. He responded to questions and concerns from the Committee. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final October 17, 2019 a. Monthly Water Testing Status Stormwater Engineer Jason Tomassetti provided an update on the status of monthly water testing, which is scheduled to begin this month. He and Public Works Director Tim Pinter responded to questions and concerns from the Committee. b. Nutrient Evaluation RFP Status Mr. Tomassetti provided update on the status of the RFP and responded to questions from the Committee. c. FDEP Water Quality Letter Update Stormwater Engineer Jason Tomassetti reported that work is in progress. Public Works Director Tim Pinter summarized the audit results of the MSF program and indicated great results with only a couple of recommended corrections. Mr. Pinter then addressed questions raised by the Committee. Mr. Pinter also responded to questions regarding a funding request for piping under San Marco Road for a "tide leveling" project, which is a legislative priority for the City. He described the design of stormwater retention systems for new commercial projects and the re-grading of residential swales. (7) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) None (8) PRESENTATIONS - None (9) OLD BUSINESS a. ID 19-542 Marketing Proposal / Educational Brochure - Member Wilson Member Wilson provided an update on the status of the proposed marketing/educational brochure. Other members provided their suggestions and comments for the brochure. (10) NEW BUSINESS a. ID 19-543 Councilor Honig Stormwater Management - Position Paper Chair Woodworth summarized Councilor Honig's report on Stormwater Management that was presented to the City Council at its October 7, 2019 meeting. Tim Pinter responded to questions from the Committee. b. ID 19-544 Update on Nitrogen/Phosphorus/Chlorophyll-a Levels Chair Woodworth reviewed the information contained in the report. Committee members provided comments on the results and other impacts to water quality from the surrounding areas. Staff responded to questions about proposed budgetary items that were reduced or eliminated from the budget. c. ID 19-545 Website - Waterways Advisory Committee and Public Works Information and Updates Chair Woodworth commented about the State's website and the City's website related to stormwater. Staff will include a link to the waterways website. Chair Woodworth called attention to an article in the Coastal Breeze regarding outlet containment system City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final October 17, 2019 being used as a "best practice" by Affordable Landscaping. (11) COMMITTEE COMMUNICATIONS At the request of the Committee and for the next meeting's agenda, Messrs. Pinter and Tomassetti will provide the language stricken from the ordinance related to single family home construction which required that stormwater retention designed by a professional engineer be included in new construction plans.
