(2) ROLL CALL Present: 5- Chair Kirlin, Vice-Chair Tobin, Member Strungis, Member Connelly and Member Cummings (Note: Member Strungis participated in the meeting remotely via telephonic connection) (3) PLEDGE OF ALLEGIANCE Led by Chair Kirlin. (4) APPROVAL OF THE AGENDA MOTION by Member Cummings, seconded by Vice-Chair Tobin, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Chair Kirlin, Vice-Chair Tobin, Member Strungis, Member Connelly and Member Cummings (5) APPROVAL OF THE MINUTES ID 20-1195 Beautification Advisory Committee Minutes of November 4, 2020. MOTION by Member Cummings, seconded by Member Connelly that the Minutes of November 4, 2020, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Chair Kirlin, Vice-Chair Tobin, Member Strungis, Member Connelly and Member Cummings (6) STAFF COMMUNICATIONS a. Staff update Public Works Director Tim Pinter indicated that he had no update for the Committee. b. Street Replacement Tree Project (Update) Working with Affordable Landscaping Service and Design LLC, Public Works Director Pinter reported that locations are still under review. No new plantings have taken place. c. Median Remodeling Project (Update) Mr. Pinter communicated his expectation that three median projects could be undertaken with the available budget allocated to this effort. No specific median locations have been identified as of yet. d. BAC Budget (Update) Mr. Pinter reported that no monies from the Committee's $11,500 FY 2021 budget have been disbursed, though the Purchase Order for the Committee's requested banner replacement project has been released. City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final December 2, 2020 Member Connelly reported that the expense for the banners is expected to be $3,527.50. Chair Kirlin then noted that approximately $8,500 appears to remain available in the Committee's budget for projects during fiscal year 2021. (7) PUBLIC COMMENT No public comments were received by the Committee. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Utility Wraps Base Project Member Connelly explained that at the moment, there isn't much of an update for the utility wraps. Al Benarroch with Affordable Landscaping Service & Design, LLC will get in touch with Member Connelly to test some pavers. The purpose of this is to see how well the pavers will look. At the moment, there is no cost estimate, but Mr. Benarroch will create a bid as soon as he can. b. Marco Lake Tree Project (Update) Member Cumming found 7 locations where trees can be planted. However, there is no irrigation around these locations. This does complicate the process, but Mr. Pinter stated that he would see what he could do. He also recommended that Member Cummings send a map layout to Diana, Administrative Assistant for Public Works, so Diana could disperse the map to the other Committee Members. c. 2021 Marco in Bloom Contest- Proposals for improvement Chair Kirlin opened the topic by asking the members of the Committee to offer recommendations and suggestions for the 2021 Marco in Bloom Contest. After significant input and discussion, the Committee: 1) Expressed support for conducting the Contest when many seasonal and visiting residents and guests are on the Island (i.e. before Easter); 2) Settled upon a deadline date of March 26, 2021 for the submission of 2021 nominations, and; 3) Identified the primary and back-up Committee members to lead the communication and execution of the 2021 contest. MOTION by Vice-Chair Tobin, seconded by Member Cummings, that no more than $100.00 be allocated to the creation of an easel-mounted public information board promoting the 2021 Marco in Bloom Contest, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Chair Kirlin, Vice-Chair Tobin, Member Strungis, Member Connelly and Member Cummings d. Recommended Tree List for Parks (Update) Chair Kirlin reported on his two successful discussions on this topic at the Parks & Recreation Advisory Committee, and he indicated his continued communication with Community Affairs Director Dan Smith on this item. Approved Tree List for Code Trees for New Construction (Update) Chair Kirlin offered no new update for the Committee. (10) NEW BUSINESS a. 2021 BAC ‘Nature Nights 2021’ Member Connelly reported on the recommendations that she received from the City’s Parks & Recreation leadership team regarding hosting the 2021 Nature Nights event. After much discussion, the Committee elected to redirect its efforts toward re-broadcasting last year’s Marco Nature Night presentations, and pursue the development of an easel-mounted public information board to build community awareness on proper fertilization practices and the City’s fertilizer Ordinance. A member of the Committee will also communicate the Committee’s decision on this event during the Public Comments portion at an upcoming meeting of the Marco Island City Council. MOTION by Chair Kirlin, seconded by Vice-Chair Tobin, to cancel the Marco Nature Night Event public event for 2021, be Approved. MOTION CARRIED BY THE FOLLOWNG VOTE: Yes: 5- Chair Kirlin, Vice-Chair Tobin, Member Strungis, Member Connelly and Member Cummings b. 2021 BAC Projects Member Connelly updated the Committee on the development of the banners for Collier Boulevard as well as for the beach access areas. The Committee requested that Public Works Staff Assistant Diana Aviles obtain proofs of the proposed designs from Member Connelly and Project Graphics (the vendor), and that Ms. Aviles email the proofs to each Committee Member for quick review and return comment. c. 2021 BAC Calendar ID 20-1193 2021 BAC Calendar MOTION by Chair Kirlin, seconded by Member Connelly, to approve the Amended calendar of meetings for the Beautification Advisory Committee in 2021 to be held on the first Wednesday of every month (with the exception of April where it will be held on April 14th), be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Chair Kirlin, Vice-Chair Tobin, Member Strungis, Member Connelly and Member Cummings (11) COMMITTEE COMMUNICATIONS a. Committee Concerns/Future Agenda Vice-Chair Tobin indicated her intention to bring forward a discussion of potential alternative solutions for properties displaying rock in the swales to a future meeting of the Beautification Advisory Committee. Earlier in the meeting, Vice-Chair Tobin also raised an 'off-agenda' discussion regarding the Committee's 2021 Arbor Day plans and its responsibility to continue qualifying Marco Island for the City of Marco Island Florida Page 3 Beautification Advisory Committee Meeting Minutes - Final December 2, 2020 'Tree City USA' designation. A discussion ensued regarding the need to sponsor an Arbor Day celebration in 2021 given the continuing concerns with COVID-19. The Committee concluded that a celebratory event to comply with the 'Tree City USA' requirement was not in effect for the upcoming year. In concluding the 'Committee Concerns/Future Agenda' portion of the meeting, Chair Kirlin raised his concern with the broad specification of non-specific "wild date palms" as an allowable/acceptable planting for Veterans Community Park. MOTION by Chair Kirlin, seconded by Member Strungis, that the proposed specification and/or installation of a date palm variety for Veterans Community Park require the application of a (Phoenix) dactylifera palm.
