Monthly WQ Testing Stormwater Engineer Jason Tomassetti reported that the testing lab submitted its water quality test results for October. He indicated that he intends to work with the lab to ensure that future results more closely mimic the test limit parameters and the measurement rounding methodology used by the County. Going forward, Mr. Tomassetti indicated that water quality test results will be turned over every two weeks. b. Question/Comments In response to Chair Woodworth's question regarding the status of the report from Dr. Harper of Environmental Research and Design (ERD), Mr. Tomassetti noted that ERD has collected its equipment, and that the Staff will begin requesting interim updates once the isotope testing is completed. In response to Vice-Chair Crain's question on the status of the Committee's educational brochure, Mr. Tomassetti confirmed that it is being readied for the upcoming Farmer's Market and will be distributed to residents early in the new year. In response to Member Thompson's question, Mr. Tomassetti confirmed that the San Marco Road Tide Leveling and Flushing Improvement Project was on the City Council's agenda for review and consideration. (7) PRESENTATIONS AND PUBLIC COMMENT a. Navigational Markers – Cliff Winings ID 20-1172 ATONs Survey Results ID 20-1173 ATONs Survey Handouts ID 20-1174 Marco Island ATONs Complete list Mr. Cliff Winings, Chair of the Cooperative Charting Committee of America's Boating Club of Marco Island (formerly known as "The United States Power Squandron"), provided an overview of the Club's history, membership and service projects. Focusing on the 'Aids to Navigation' (ATON) waterway markers in and around the Island, Mr. Winings provided a report on his organization's survey and assessment of the area's 324 ATONs managed by the City of Marco Island, Collier County or The United States Coast Guard that provide safe, navigational guidance to boaters. In response to the observations and concerns noted by Mr. Winings and the members of the Committee, Public Works Director Tim Pinter noted that any application of Committee funds to address water navigation issues and/or signage would have to come forward as a proposal for City Staff and City Council consideration and approval prior to being committed and disbursed. Mr. Pinter also committed to bring the concerns raised regarding the ATONs under Marco Island's responsibility before the City Manager and report back to the Committee accordingly. Public Comment: Mr. Gene Burson, Apataki Court and former America's Boating Club's Commander, reinforced the City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final November 19, 2020 importance of the information presented by Mr. Winings by noting that the ATON survey work undertaken by America's Boating Club of Marco Island and other chapters informs the National Oceanic and Atmospheric Association (NOAA) database used in creating navigational maps for professional and novice boaters alike. He concluded by encouraging the members of the Committee to participate in the annual Marco Island Christmas Boat Parade on December 12, 2020. City Councilor Rich Blonna complemented the presentation by Mr. Winings and conveyed his passion and support for the work of the Waterways Advisory Committee. In the course of his remarks, he: 1) expressed his strong support for petitioning The United States Coast Guard to re-post a highly-visible maximum boat speed sign at the entrance to the San Marco River ; 2) communicated his belief that, like the City's streets, Marco Island's waterways should be viewed as capital assets - planned for and budgeted annually for maintenance and improvement, and he; 3) raised the need to explore the City's legal ability to address, fix and/or replace ATONs that are not being maintained appropriately by other responsible entities b. Tigertail Lagoon – Andrew Tyler ID 20-1168 Tigertail Lagoon ID 20-1166 Tigertail Lagoon Issues At the invitation of Chair Woodworth, Mr. Andrew Tyler, Member of the Beach and Coastal Resources Committee, shared a presentation outlining the critical environmental and wildlife habitat challenges at Tigertail Lagoon. At the request of Public Works Director Tim Pinter, Mr. Mohamed Dabees, Vice President, Humiston & Moore Engineers spoke to the complexity and interdependencies of the recently approved scope of work that the Hideaway Beach Tax District Board authorized to address the Hideaway Beach, Tigertail Lagoon and Sand Dollar Island Management Plan. Councilor Blonna commented on his experience as a kayaker attempting to navigate the Lagoon, and he expressed support for addressing the Lagoon's condition before it degrades to a state of putrification. (8) COMMITTEE COMMUNICATIONS Chair Woodworth surveyed the Committee and received verbal confirmation from the members that a quorum would be present for a meeting of the Committee in December. (9) ADJOURNMENT There being no further business before the Committee, the meeting adjourned at 11:00 A.M.
